Job Purpose:

The Community Mobilizer, under the operational guidance of the Deputy/Project Manager, is responsible for ensuring proper implementation of ACTED’s project in Mithi District. The Community Mobilizer oversees field operations, ensuring effective and timely completion of activities, delivery of quality outputs, and achievement of outcomes with maximum impact for beneficiaries. This role involves day-to-day management of all aspects of the project while liaising with relevant internal departments, external partners, and project stakeholders.

Duties And Responsibilities:

  • Support beneficiary selection, preparation of lists, voucher distribution, and follow-up in the target communities and district.
  • Identify and proactively communicate any issues that might affect project implementation and engage community support with guidance from the Project Manager and Deputy Project Manager to address these issues.
  • Support the identification of new home-based businesses/enterprises in target communities.
  • Lead necessary orientation, mobilization sessions, and training in the field.
  • Ensure active community support for project activities and ownership.
  • Be responsible for the collection and dissemination of information between communities, project staff, and stakeholders.
  • Provide facilitation in the formation of community groups, record-keeping, weekly meetings, and training/capacity building of community group members, if needed.
  • Assist the PM and DPM to ensure the completion of the project in a timely manner and within budgetary limits.
  • Prepare field reports on a timely basis.
  • Maintain and manage records of all field-related documents in hard and soft forms.
  • Support the PM and project team in mapping, identifying, and selecting beneficiaries in target districts as per the agreed mechanism.
  • Support data collection, management, and field reporting on a regular basis.
  • Work closely with Project Team members to ensure that all activities are executed in a coordinated and timely manner.

Requirements:

  • Excellent interpersonal, communication, and negotiation skills.
  • Excellent local language (Sindhi) proficiency skills; good English and Urdu language proficiency skills and familiarity with local customs and traditions will be an added advantage.
  • Excellent management, team building, communication, and networking skills.
  • Must be flexible and adapt quickly to changes in the situation.
  • Ability to work effectively with colleagues from varied cultures and professional backgrounds.
  • Ability to travel for work assignments in targeted union councils.

Skills:

  • Proactive, well-organized with sound planning, organizational, prioritization, and problem-solving skills as well as effective verbal and written communication.
  • Great mobilization skills.

KEY PERFORMANCE INDICATORS:

  • % of milestones completed on time as per the original plan.
  • Project completed on time without the need for a no-cost extension.
  • Project completed within budget flexibility (not requiring a budget amendment for project lines).
  • % of contractual performance indicators achieved.
  • Project records and documents (beneficiary lists, donation certificates, attendance sheets, payment sheets) available for all project activities.
  • Positive monitoring and evaluation reports (internal and external).
