FINANCIAL CONSULTANT (MINERALS) (SPPS-II)

Job Details:

Identified Challenges / Gap:

A Financial Consultant (Minerals) possessing multi-disciplinary expertise in mineral sector is required to fill the knowledge gap for sustainable mineral resource exploration, planning, development, production, value-addition, utilization, and marketing. Financial Consultant (Minerals) is supposed to help address the following challenges in the entire mineral value chain;· Less than required number of professionals and lack of needed skillset and expertise in the Petroleum Division to effectively facilitate the provinces, investors, and other stakeholders;

  • Lack of capabilities in mineral exploration, development, production, processing, research, policy, supply chain;
  • Missing knowledge related to use of modern mineral financial techniques, forecasting, modelling/ simulation, modern IT tools;
  • In adequate knowledge and experience in performing techno-economic analysis for mineral projects.
  • Varying set of financial incentives and frameworks across the country;
  • Mineral sector is not only capital intensive but also owes long gestation time before start of returns;
  • Lack of geopolitical and financial market risks related analysis and predictions;
  • Missing bankable feasibility studies/ brochures;
  • Lacking sustainable mineral developments;
  • Missing international best practices and HSE standards;

Area of Expertise/ Skills: 

  • Expertise in mineral economics, resource and reserve estimation, project valuation, project financial analysis, investment appraisals and transactions;
  • Deep understanding to interpret mineral data to ensure effectively manage the investment in the mineral sector;
  • Expert in dealing with investment analysis in mineral exploration, development, production, processing, research, policy, risk analysis and management, financial modelling, and feasibility studies/ reports of mineral projects;
  • Skilled in modern economic and financial modelling/ simulation and forecasting techniques, good command in advanced software/ tools to perform financial analysis/ modelling;

Requisite Qualification:

  • Active member of any of the following professional body;
  1. Chartered Financial Analyst (CFA)
  2. Chartered Accountant (CA)
  3. Association of Chartered Certified Accountant (ACCA)

Requisite Experience:

  • Minimum eight (08) years of experience with at least four (04) years in mineral sector organizations.

Level of Role & Responsibility:

Role & Responsibility of Financial Consultant (Minerals), includes but not limited to provision of expertise/ input in the following matters

  • Undertake analysis, due diligence, evaluation of mineral investment opportunities and proposals, and review/suggest transaction structure;
  • Perform analysis of potential mineral projects, market trends, and financial regulatory environments;
  • Utilize advanced financial modeling techniques to analyze the financial viability and risk factors associated with various mineral projects and investments;
  • Formulate investment strategies to assist the authorities in the mineral sector;
  • Collect data/ information, perform research and analysis for mineral assets in the country;
  • Develop investment strategies, business plans, and oversee and supervise the investment processes in the country;
  • Develop evidence-based reports/ studies with recommendations to attract investment;
  • Assess, forecast and plan strategies for effective utilization of critical/ rare minerals for maximum benefit to the country;
  • Perform detailed techno-economic analysis of mineral sector;
  • Ensure delivery of assigned tasks in accordance with KPIs, targets and timelines;
  • Work in collaboration with team on cross-cutting issues in the mineral sector; and
  • Attend other assignments/ tasks given assigned by authorities.

Reporting Channel:

Financial Consultant (Minerals) will assist to Director General (Minerals) and higher authorities (Secretary and Minister) depending on the nature, type and level of support required. Financial Consultant (Minerals) will be responsible for the provision of services across the full range of mineral value chain. 

Performance Evaluation:

The performance of Financial Consultant (Minerals) shall be monitored/ evaluated, on quarterly basis, in accordance with KPIs, outlined line Annex-III, under SPPS policy framework..
