The objective of development of a PRP framework focused on localization will:

  • Enhance local capacities by transferring knowledge, resources, and decision-making authority to local actors.
  • Promote sustainable development by ensuring that interventions are contextually relevant and culturally appropriate.
  • Improve response times and effectiveness by leveraging local expertise and networks.
  • Foster ownership and accountability among communities and local governments.
  • Support global calls for localization from international frameworks such as the Grand Bargain and the Sendai Framework for Disaster Risk Reduction

Scope of Work:

The PRP Localization Framework aims to:

  • Strengthen the capacity of local organizations, governments, and communities to lead in resilience-building efforts.
  • Develop a partnership model that empowers local actors to take a lead role in disaster preparedness and climate adaptation initiatives.
  • Facilitate the transfer of resources and decision-making power to local entities.
  • Encourage collaboration between international organizations, donors, and local partners to co-create sustainable and resilient solutions.
  • Provide guidelines for integrating localization into policy and planning processes at both the national and local levels.

Main Responsibilities:

1.     Capacity Building and Knowledge Transfer

  • Develop targeted capacity-building program/ framework to enhance the skills of local organizations and communities in climate resilience disaster preparedness, response, and recovery.
  • A framework to facilitate knowledge exchange between international, national, and local actors to ensure local stakeholders have access to the latest research, tools, and best practices.

2.     Resource Allocation and Financing Mechanisms

  • Establish framework to identify mechanisms to ensure local actors have direct access to financial resources, enabling them to independently implement and sustain resilience-building projects.
  • Develop framework for transparent funding models that prioritize local-led initiatives and reduce dependency on international organizations.

3.     Decentralization of Decision-Making

  • Framework to advocate for the decentralization of decision-making power, allowing local actors to lead the design, implementation, and monitoring of resilience strategies.
  • Framework to create a governance structure that ensures local voices are represented at every stage of the process.

4.     Partnership and Collaboration

  • Develop a partnership model that fosters collaboration between local governments, NGOs, community groups, and international agencies, ensuring that roles and responsibilities are clearly defined.
  • A framework for promotion of co-creation of programs and projects, ensuring that local actors are not just implementers but active participants in all decision-making processes.

5.     Monitoring, Evaluation, and Learning (MEL)

  • Create a localized MEL system that tracks the effectiveness of resilience-building efforts from a local perspective.
  • Framework to implement feedback mechanisms that allow local actors to assess and adjust strategies based on real-time learning.

6.     Policy and Advocacy

  • A framework to advocate for the integration of localization principles into national and regional disaster risk reduction and climate resilience policies.
  • A framework to provide technical support to local governments to incorporate localization into their planning processes.

7.    PRP Localization Paper

  • PRP position paper on “Localization” to present how PRP defines localization and how it complements to other forums localization definition. And how it will work to achieve the targets of frameworks mentioned above

Key Deliverables:

The development of the PRP Localization Framework will involve the following steps:

  • Stakeholder Consultations: Conduct consultations with local organizations, community leaders, governments, and international partners to gather insights and ensure the framework reflects local realities.
  • Capacity Assessments: Undertake assessments of local capacities to identify strengths, gaps, and areas where support is needed.
  • Framework Design: Based on the findings from consultations and assessments, design the localization framework with input from all stakeholders.
  • Pilot Testing: Pilot the framework in selected regions to test its effectiveness and gather feedback for refinement.
  • Scale-Up: Once refined, scale up the framework for broader implementation across regions and sectors.
  • Monitoring and Evaluation: Continuously monitor and evaluate the impact of the localization framework, making adjustments as necessary
