Organization summary:

Qatar Charity is a Doha-Qatar based International Non-Governmental Organization. Since the inception of QC services in Pakistan early 1992, the organization reflect its greater scope of work to respond to extreme poverty and the Government’s priorities. QC through its field offices enabled itself to strategically address the developmental and humanitarian needs at the very local level. QC is undertaking programmes associated with the socio-economic development of the Country. The projects are categorized under six programme pillars: Youth Leadership & Social Protection, Education, Provision of WASH, Health (with a focus on MNCH), Economic Empowerment & Sustainable Livelihood (EESL) and Disaster Response & Preparedness (DRP), along with its Seasonal Programs like meat distribution, Ramadhan program etc. In Pakistan, Qatar Charity is having its country office in Islamabad and field offices in KPK, Punjab, Sindh, Baluchistan, and AJK.

Project Summary:

Under the project, with support from UNICEF, Qatar Charity (QC) will be aiming to strengthen the prevention, early detection and management of child wasting in 12 districts of Punjab by strengthening the capacity of the local health systems, enhancing the early detection and referral and management of children with wasting, as well as improving the monitoring, quality and programme learning. Specifically based on Social Behavior Change approach, the project will enhance the access to nutrition and support UNICEF and Government of Punjab (IRMNCH and Department of Health) in prevention, promotion, and management of wasting programs at community level in targeted 12 target districts of Punjab. A strong understanding of Punjab’s health system, nutrition (wasting and its prevention etc.), project management and social behavior change approaches would be required to lead this project.

1.      Job Summary:

A Finance Officer is responsible for all financial aspects of a business or organization. They manage the budget, prepare financial reports, and ensure that all financial transactions are conducted legally and ethically.

2.      Job Responsibilities: As part of the Finance team and under the direct supervision of the Finance Coordinator, the incumbent of the post will have the following responsibilities:

  • Maintain all financial systems for the office and ensure full compliance with QC Financial Procedures.
  • Ensure monthly preparation of bank reconciliations.
  • Assistance in internal reporting
  • Preparation of all kinds of vouchers
  • Preparation of Cheques against approved payments
  • Preparation of Budget vs Expenses report on a monthly basis or as per need.
  • Supervise deduction of withholding taxes.
  • Payroll and computation of gratuity and other staff benefits and tracking.
  • Ensure that expenses are timely and appropriately charged to respective Fund Codes.
  • Ensure that donor’s audit requirements are met as per contract.
  • Expenses are included in donor reports on time, when applicable.
  • Financial books closing.
  • Manage all bank and payments.
  • Record and monitor all bank and other transactions in the official software (ERP and Portal).
  • Updates accounts in line with QC requirements.
  • Oversee financial systems are in line with QC Financial guidelines.
  • Experience in reporting as per donor requirements.
  • Coordinate with field offices for reporting and financial compliance.

a.      Education   MBA in Finance will be preferred.                                                             

b.     Relevant experience      03 Years -04 Years’ experience in the same capacity

c.      Computer knowledge      MS Office (Word, Excel PowerPoint), Outlook, Quick Book

4.      Skills and Competency:

a.      Communication skills    Must have a communication skill

b.      Personality description    Courteous, Responsible, Integral, Punctual, Trustworthy

c.      Technical skills      Budgeting, Financial Management, Quick Book
