Qatar Charity (QC) is a Doha-Qatar based International Non-Governmental Organization. Since the inception of QC services in Pakistan early 1992, the organization reflect its greater scope of work to respond to extreme poverty and the Government’s priorities. QC through its field offices enabled itself to strategically address the developmental and humanitarian needs at the very local level. QC is undertaking programmes associated with the socio-economic development of the Country. The projects are categorized under six programme pillars: Youth Leadership & Social Protection, Education, Provision of WASH, Health (with a focus on MNCH), Economic Empowerment & Sustainable Livelihood (EESL) and Disaster Response & Preparedness (DRP), along with its Seasonal Programs like meat distribution, Ramadhan program etc. In Pakistan, Qatar Charity is having its country office in Islamabad and field offices in KPK, Punjab, Sindh, Baluchistan, and AJK.

Project Summary:

Under the project, with support from UNICEF, Qatar Charity (QC) will be aiming to strengthen the prevention, early detection and management of child wasting in 12 districts of Punjab by strengthening the capacity of the local health systems, enhancing the early detection and referral and management of children with wasting, as well as improving the monitoring, quality and programme learning. Specifically based on Social Behavior Change approach, the project will enhance the access to nutrition and support UNICEF and Government of Punjab (IRMNCH and Department of Health) in prevention, promotion, and management of wasting programs at community level in targeted 12 target districts of Punjab. A strong understanding of Punjab’s health system, nutrition (wasting and its prevention etc.), community engagement and social behavior change approaches would be required to lead this project at the district level. The targeted districts under the project are: Attock, Chiniot, Faisalabad, Kasur, Lahore, Multan, Nankana, Okara, Pakpattan, Rajanpur, Rawalpindi, Sheikhupura.

1.     Job Summary:

The District Manager (DM) will be based in the assigned district and will act as the focal person to lead project activities in the assigned district. We are looking for a collaborative and dedicated individual with management of health & nutrition related projects, to join us at our project offices in all the above-mentioned districts. The project is a 12-month long UNICEF funded project. The position holder Officer will be required to frequently travel (80% of the time) to the project locations within the district. The position will be reporting to Project Manager for day-to-day tasks, requirements, and coordination. The DM will provide immediate support to Facilitation Centres (FCs) of BNP (BISP Nashonuma Program) and mobilization team on regular basis. The position holder will maintain coordination with District Health Department (DHO) and DCNP-IRMNCH&N Office, Medical superintendents of DHQ and THQs regarding smooth implementation of BISP Nashonuma Program activities throughout his/her assigned district territory. The DM will lead to establish strong working environment at all Facilitation Centres of BNP and act coordination hub between all BISP Nashonuma Facilitation Centres (FCs) in his/her assigned district. Maintaining very close daily coordination with project’s field office in Lahore would also be required for this position.

2.     Job Responsibilities:

  • The DM would be expected to manage project implementation, team management and maintaining a close coordination with DCNP-IRMNCH&N and Facilitation Centres of BNP (BISP Nashonuma Program) in the assigned district.
  • The position is required to provide leadership and administrative management support to ensure that all project activities are well-coordinated and contribute to the implementation of BISP Nashonuma Program.
  • Keep focus on achieving targets and coordinate with social mobilization team of FCs, and lead the community engagement activities at field.
  • Preparation of monthly activity plan (defining all activities, tasks and sub-tasks and responsible persons).
  • Facilitate QC project team in Lahore for preparation of Project Financial Plan (according to the DIP and then internal cost plan) with support of QC’s team.
  • Hold Coordination and orientation meetings/session with communities, LHW programme, Nutrition stakeholders, key stakeholders in District and visit local community organization regarding promotion of BISP Nashonuma Program activities and ensure strengthening of referral system.
  • Participate in monthly review meeting of Lady Health Workers at district level and ensure strong active beneficiary referral mechanism.
  • The DM will supervise the process of fact collection and documentation of information regarding any system error, mismanagement, and complaint (if any). S/he will be ensuring corrective measures with staff are shared with concerned team after detailed discussion with UNICEF or BISP’s local officials.
  • Developing, supervising, and implementing SOPs for process improvement and enhanced management of different program activities.
  • Keep the close liaison with BISP local team.
  • Coordinate with UNICEF officials to undertake joint monitoring visits at FCs and at community level (as per need).
  • Communication and coordination with the local IRMNCH&N officials at the district level.
  • Remain updated on the program targets, key performance indicators including both input and outcome based with specific timelines.
  • Close coordination with QC’s project team in Lahore on project related tasks.
  • Keep continuous oversight on all project activities and tasks on daily basis.
  • Ensure communication channels are strongly followed and any irrelevant/unverified message is not delivered at all platforms.
  • Preparation of weekly and monthly update for quick assessment of performance and share it with QC regularly.
  • Participate in District Coordination Committee for Nutrition (DCCN) other health related forums at district level.
  • Ensure facilitation centres under BISP Nashonuma Program are up to date and updated record is available all the time. The DM will contribute to making professional and beneficiary friendly environment at FCs with support of FC staff.
  • Perform any other tasks assigned by immediate supervisor.

3.     Job Requirements:

a.     Education  

·       Bachelor’s degree in public health / nutrition or other any relevant discipline (Medicine, Nutrition only)                                 

b.     Relevant experience

·       3-4 years’ experience in the same capacity in a similar program.

·       Proven technical knowledge and capacity to lead implementation of H&N activities, projects, and programs.

·       Experience leading program implementation in a complex setting involving multiple stakeholders.

c.      Skills and Competencies:

·       Communication skills             

        Proven capacity to negotiate and work with governments at different levels.

·       Technical skills                        

         Must have strong report writing skills.

         Budget tracking and reporting, HR management (with a particular focus on Staff           performance management). 

·       Computer knowledge    

               MS Office (Word, Excel PowerPoint), Outlook 

·       Ability to travel on short notice.
