Having Masters Degree in Sociology, having more than 13 years of professional experience in the field of community development. I have been rendering services in the areas of monitoring evaluation,log frame analysis, report writing and project management in the social sector in different emergencies in Pakistan.
Being a result oriented person, I have the working experience with USAID, creative Associates, ACTED and NCHD. For projects monitoring and evaluation, Program Implementation etc. I have traveled to interior KPK and newly merged districts thereby strengthened the team management skills for dealing with diverse cultured teams' have also organized and facilitated training's for different groups on, Monitoring Evaluation, Monitoring systems, data analysis, Social Mobilization, Report writing, and capacity building on ME systems. I am also capable to develop ME tools, plans, Logical frame works,monitoring and evaluation. Besides these I had conducted different Assessments in Emergency Response, Early Recovery, Livelihood, and Need Assessments for different donors Like USAID, DFID, UNDP OFDA, FAO, IOM, ECHO, Concern world wide -RF, WHO, PHPF etc in different Parts of KP and newly merged districts.
Under the guidance, supervision and direction of the Executive Director, specific responsibilities include:
• Under the supervisor of Executive Director lead the M&E Unit at EHSAR Head Office.
• Develop the overall framework for required M&E systems, including key indicators, outputs and outcomes;
• In collaboration with Program teams, develop protocol and data collection tools for baseline, mid-term and final evaluation assessments;
• Develop and implement M&E reporting guidelines and systems designed to inform the direction of the project, including data quality and data use strategies;
• Draft tools and their revisions as well as data collection tools and procedures under the supervision of the Program Manager (eg. logical framework, project performance tracking, indicators, data flow chart, M&E manuals)
• Assist Program Manager in proposal writing and budget finalization.
• Train M&E Officers on M&E guidelines, Reporting Formats, data collection tools, and other tools required for project M&E;
• Work with project M&E Officers to build capacity in quality data management;
• Supervise activities involved in collecting and analyzing data and reporting results;
• Contribute to the development and implementation of a strategy for synthesizing and disseminating key results, programmatic lessons learned, methodologies developed and other outputs of the program;
• Arrange Monthly review of all M& E Officers on progress and developing of Monthly M&E Plan.
• Review and analyze data and reports within M&E and with relevant departments to identify the causes of potential bottlenecks in project implementation and to enhance quality of reporting
• Ensure Complaint Response Mechanism in all projects implemented at field level.
Responsibilities and Tasks Description
Under the supervision of and in close collaboration with the MEAL Manager the MEAL Officer has overall responsibility for the collection, management and analysis of MEAL data.
In details, he/she will be responsible for:
1. Monitoring:
On an ongoing basis ensure that project monitoring data is collected, stored and analyzed in a clear and professional manner. Working closely with the Data Management Officer DMO ensures that all data is verified and cleaned before analysis and archive.
Conduct different assessments surveys on IDEA implemented activities using agreed tools to ensure the data collection.
Frequent field visits to carry out process monitoring based on minimum standards and output level indicators.
2. Evaluation:
With the support of the MEAL Manager, MEAL Officer along with the DMO to ensure that data collection tools are appropriately designed to allow the proper collection and processing of information as per MEAL requirement; ensure that all database for all surveys are properly managed; ensure that appropriate data validation and cleaning procedures are implemented to verify the authenticity of information collected.
Produce narrative reports based on statistical analysis of surveys and relevant secondary data. Evaluation reports must be responsive to the indicators outlined in the project proposal as well as additional indicators agreed with the MEAL Manager and IDEA Head of Programmes.
3. Community Feedback & Grievance Mechanisms
Facilitate CRM Officer to manage complaint response mechanism at project locations which will allow communities to provide IDEA with feedback on project implementation; register and monitor complaints.
Ensure that the project beneficiaries are given orientation regarding IDEA CRM procedures supporting CRM Officer
Ensure accountability minimum standards according to HAP principles and Humanitarian code of conduct
4. Reporting:

• Under the Guidance of Program Managers provide day to day assistance in Implementation of FSL Activities of all the Projects.
• Assist the Program Manager in the Planning, Report writing and other field reports to donor and Head Office.
• Management of FSL Activities and staff.
• Support the Social Mobilization team in developing a detailed implementation plan for the livelihood sector.
• Guide and facilitate field team in Data collection, need assessments, FDGs, formation of VOs at field Level.
• Provide technical Assistances and tools for Data collection and other record keeping.
• Maintain record with close coordination with Database team and M&E team in Monitoring and Evaluation of the projects activities.
• Regular visits to the field for supervision of field team and to ensure smooth Implementation of FSL Activities.
• Prepare consolidated weekly, Monthly and quarterly reports.
• Ensure departmental filing systems are secured, maintained and up to date.
• Facilitate good working relationship between government extension services and communities.
• Participation in secotrial and cluster meetings on different forums.
• Advice the Agency Development Officer (ADO) on the formation of programmatic strategy in the agency assigned, including where to focus program resources, how to develop operational relationships with the Political Agent (PA) office, as well as how to address programmatic challenges.
• Assume the responsibilities of program representation and overall implementation at the field office level in the absence of the ADO.
• Liaise with local communities, program implementing partners (including contractors and communities) as well as the head office and government representatives as required and sanctioned by the ADO.
• Assist the ADO in overseeing the consultative processes between the GoP agency level structures by encouraging local government officials to participate in the Community Consensus Jirga (CCJ) meetings, as well as participate in the monitoring of project implementation at the sites, thus ensuring visible and tangible ownership of the program by the GoP and increasing positive interactions between the government and community.
• Preparation of Grant Ideas of the Projects in detail as per Budget Allocation.
• Directly supervise the Admin Assistant, Field Engineers, Procurement Assistant, Senior Field Supervisors and field supervisors.
• Arrange and participate in the Bid Review Committee (BRC) meetings for awarding grants to contractors when applicable as per FSSP policies.

• Lead and guide ACTED’s Project in northern NWFP. Ensure that planned activities are successfully implemented.
• In collaboration with the project team and coordination, determine the strategic direction of the Project in the short, medium and long-term and map out activities.
• Collaborate effectively with other project managers and the coordination team. Ensure that they are wholly involved in Project planning and direction.
• Collaborate with the Appraisal, Monitoring and Evaluation Unit (AMEU) to assess need, monitor activities, and evaluate Project progress. Ensure that lessons learned in the course of implementation are integrated into the Project to ensure that it remains responsive and relevant.
• Follow up wash activities as per SPHERE Standard in hygiene promotion, KAP Survey.
• Be alert to opportunities arising for learning, collaboration and partnership that may enhance Project quality and responsiveness.
• Be closely involved in Project developing and planning project’s methodology according to principles of relevance and compliance.
• Close follow up on budget and financial issue.
• Ensure that program strategies are implemented in a coherent manner in the field.
• Work closely with Team Leaders to ensure proper supervision of field teams.
• Liaise with local communities, Authorities and organizations in the field.
• Provide weekly progress reports to Area Coordinator regarding progress of work.
• Coordinate closely with AMEU on data and information collected from the field.
• Liaise with program staff of other ACTED offices to ensure proper information sharing.
• Manage AMEU supervisors and their teams in cooperation with Area Coordinators and Programme Managers.
• Coordinate with Supervisors regarding different Assessments as per donor requirements.
• Preparation of Tools for Assessment and final reports as per directions.
• Follow up and capacity Building of Supervisors and Monitors.
• Drafting of TORs for different Assessments, Monitoring and Evaluation of Projects.
• Sharing and Drafting of different Reports of Monitoring, Evaluation and Assessments.
• Follow up supervisors’ work plans, activities and their quality.
• Work with the administrative departments to ensure that procedures are respected.
• Solve problems in the field, give professional guidance, and develop and implement capacity building programmes for the AMEU department.
• Communicate regularly to Programme Managers and Coordination on all activities to ensure best practices and lessons learned in implementation.
• To assist the AMEU/Reporting Manager in the development and implementation of Appraisal, Monitoring and Evaluation strategies by collecting and processing quantitative and qualitative data on ACTED programs and general pre-project data.
• Development of data collection tools and methodologies: Work closely with the AMEU/Reporting Manager to design appropriate information collection tools and methodologies including the assessment ToRs, questionnaires and other templates, such as the debrief form, and assist where necessary in translating these tools and methodologies into local language.
• To assist the AMEU/Reporting Manager in developing the AMEU work plan.
• To plan, organize and coordinate the missions of the AMEU team in the field, as per instruction of the AMEU/Reporting Manager.
• To coordinate with program teams to (i) involve them in the preparation in the AMEU work plan and the development of questionnaires; (ii) inform them about AMEU missions and results of the data collection.
• To collect data and information in the field through interviews of beneficiaries, focus group discussions, field visits and surveys, in line with instructions from the AMEU/Reporting Manager.
• To ensure transparent, accurate and timely collection of quantitative and qualitative data and information; Where dictated by circumstances, to adapt monitoring methodologies in the field to ensure the more accurate collection of data.
• To provide regular reports to the AMEU/Reporting Manager at frequent intervals on the progress of the implementation of the assessment activities and on the AMEU team observations during the mission.
• To provide a weekly progress report to the Area on activities carried out by AMEU team.
• Development of data collection tools and methodologies: Work closely with the AMEU Supervisor to design appropriate information collection tools and methodologies including the assessment ToRs, Researches, questionnaires and other templates, such as the debrief form.
• To collect data and information in the field through interviews of beneficiaries, focus group discussions, field visits and surveys, in line with instructions from the AMEU Manager.
• To ensure transparent, accurate and timely collection of quantitative and qualitative data and information.
• To ensure a regular, effective and comprehensive transmission of information within the all AMEU/Database team;
• To cross-check information accuracy with the database entry.
• Ensure Participation of 100% teachers in Circle Level Workshops/ meetings.
• Facilitate ADOs to conduct UC level Teachers Training for Base line Survey (BLS) and enrolment.
• Facilitate ADOs. to prepare Work Plans to monitor BLS and Universal Primary Education (UPE) activities.
• Joint Visits along with ADOs/LCs to monitor activities of teachers.
• Facilitate Teachers to hold community meetings, identification of volunteers, BLS, preparation of UPE register, enrolment and Reporting during regular field visits.
• Facilitate teachers for regular community coordination to prevent drop out at village level and preparation and submission of monthly Goshwara.
• Facilitate to ADOs/LCs to obtain reports and submit to Tehsil level.
• After enrolment, Visit Schools – 33% in one month, preferably along with the supervisory staff of the Education Department.
• Carry out student assessment on learning achievement of all the students.
• Build the capacity of the teacher for effective teaching, through demonstration and hand holding.
• Facilitate Teachers Training at the appropriate level, in consultation with the District Education Department.
• Facilitate Parent Teacher meeting in the school on a quarterly basis.
• Facilitate meeting of the School Management Committee – on a quarterly or issue basis.
• Conduct Broad Based Community meetings on Education Issues to identify volunteers.
• Train the Volunteers in enrolment, dropout follow up, and student assessment on learning achievement of the students in grade Kachi, Paki, and grade two as applicable for the district.
• Data Collection of 0-9 age children of Union Council Behlola Charsadda.
• Social Mobilization campaign for enhancement enrollment of 5-7 age children’s of the assigned area through community participation.
• Identification of Active Volunteers at village level
• Preparation of lists of Out of School Children’s (OSCs) for achieving 100% enrollment.
• Arrangement of BBCM (Broad Based Community Meeting) with the help of influential and Volunteers.
• Meeting with influential and involvement in process.
