Provide an effective, real time tool to the Department, through use of modern ICTs, to take informed decisions and corrective/support measures, to improve service delivery at all levels particularly at First Level Health Care Facilities (FLCF) and far flung rural areas. To ensure that absenteeism/shaving off hours of medical, paramedical & support staff is monitoredand reported regularly on a real time basis to higher levels of government. To monitor the progress of special initiatives/interventions initiated by the Government of Khyber Pakhtunkhwa vis--vis their intended results aligned with Health Sector Road Map and Integrated Development strategy (IDS). Regular monitoring of FLCF/Hospitals and collection of data on priority performance indicators (KPIs) linked with Sustainable Development Goals (SDGs) on real time basis. (Very few selected/emphasized indicators initially for speedy progress at Primary Care Level). Monitoring the quality of services through assessment of Primary & Secondary Care Standards of quality (developed by the department), including Primary Care Management Committees/Support Groups, Waste management, client exit interviews, functionality of equipment, supplies & community participation mechanisms in a real time paperless technique. Conduct econometric analysis of the collected data for the consumption of provincial as well as district government.
Conduct regular field visits as per approved travel plan with the expectation to spend around90 of their time in the field. Coordinates with Provincial Filed Coordinator and conduct field monitoring of the implementing partners (different departments for which third-party is providing funds for projects). The Field Monitors will move in their earmarked geographic area. However, each of the field monitors can be asked to work in any district in the province. Field Monitor will follow the checklists prepared in coordination with third-party and will report back daily (or as agreed with third-party) to Monitoring & Reporting Officer and Provincial Field Coordinator with findings, as per the approved schedule of reporting and field visits. The field monitors will be deployed in the field in form of teams with each team comprisingpreferably a male and a female member. Each team will be earmarked geographic/thematic area for working in consultation with a supervisor for this assignment. Field Monitor will not be permanently district/program restricted and will move across the districts as and when required, according to the need of the program. The key output of field monitoring will be duly filled checklists that will be shared with related programmes staff for review and follow up. Field Monitor will also arrange video and audio recording of key events in the field, evidence of development interventions, gaps/issues in the programme activities and perceptions of the beneficiaries and key stakeholders regarding the overall programme. All the data will be submitted to PFC & MnRO in the office and no one will be allowed to keep personal backups. Stealing the information, transmitting the information else then the communication hierarchy will be considered a criminal offense under the cybercrime act.
