Is responsible for ECWO operational response in the Project. In close collaboration with the team, define and plan the Project objectives and priorities, identifying population’s eye health and humanitarian needs, analyzing the context and the humanitarian issues at stake, the risks and constraints and calculating human and financial needs. Coordinate, in close collaboration with the ECWO Director programme , its implementation in order to efficiently ensure the goals as well as to improve targeted population’s eyes health conditions and humanitarian situation.• Represent ECWO within project limits. In close consultation with the ECWO chairman, develop institutional contacts with national partners at projets level (civil society, civil and military authorities, local NGOs, Ministry of Health representatives, etc.) as well as with media in order to obtain all information and agreements necessary for the integration of ECWO ’s programmes in the local context and improve the targeted population’s awareness on them
•Supervise the political and humanitarian situation in the project’s region in order ensure that ECWO's charter, policies and image are respected with regards to employees, populations, authorities and partners
•Together with the project team, evaluate needs by identifying the population’s eyes health status, by analyzing the context (environment, actors involved, negotiations for access etc.) and associated risks and constraints in order to define priorities and projects goals and to calculate material, human and financial resources needed
Undertake the necessary research, analysis and coordination to address key issues in the Shelter and NFI cluster.. Identify vulnerabilities, needs and gaps (in preparedness and response) for specific geographical areas with a specific focus on Kabul and Kandahar. Other areas could be covered as well, based on the needs of the SNFI cluster team.
Perform regular field missions to run assessments, monitor partners’ projects and evaluate the impact of the overall response, noting that security restrictions may hinder movements.Report on partner activities related to Shelter and NFI Cluster.Review partners' periodic reporting (through Activity Info and any other IM tool) to ensure the cluster benefits from most up-to-date information.Work with partners to ensure that Cluster guidelines and technical notes are understood and respected. Build capacity of those organizations which require to do so, with priority given to local actors.Track, collate and analyses needs assessments and field visit reports in order to form understanding of the situation in specified Governorates with respect to Shelter and NFI.Liaise and coordinate with concerned authorities at local and technical level to ensure/facilitate access to beneficiaries and sites/structures.Contribute to the advocacy effort made by the cluster at national level, in particular in the areas of resource mobilization, HLP, and winterization.
Contribute to the overall cluster coordination work by actively participating in technical working groups, task forces, drafting of strategic documents, etc. established at both sub national and national level.

Establish and lead all aspects of ACTED Pakistan Flood response’s Shelter, infrastructure Reconstruction department, staffing and programming.
• Participate with the Mission leadership in the establishment and implementation of the mission strategy for ACTED’s work in Pakistan Flood response.
• Lead the coordinated emergency response and early recovery efforts for ACTED in Pakistan Flood response in the area of emergency and transitional shelter and early recovery infrastructure reconstruction.
• Assess emergency and transitional shelter needs and develop technically and contextually appropriate shelter designs and methodologies for implementation.
• Assess and lead in site planning of IDP camps and transitional settlements.
• Assess the damage of shelter and infrastructure in need of refurbishment to determine bill of quantities and create specifications.

Shelter Specialist aims to take responsibility of Shelters program activities under WV-Pakistan IDPs response. Responsible for providing strategic direction and technical advice to WVP teams, providing support in the planning, designing, appraising, monitoring and evaluating Shelter programs in shelter cluster.
