Mr. Mushtaq Ahmad, with M.A. English (Linguistics and Literature) from National University of Modern Languages has around eight-years of experience in governance, decentralisation, bilateral cooperation, development planning and research related projects/programmes mainly with the focus on communications and outreach, media, government liaison, PR, project planning & implementation, reports writing, development of concept notes, TORs, proposals and assessments, facilitation and moderation of events such as trainings, workshops, seminars, and exposure visits etc.

Conduct provincial level baseline consultations and compilation of baseline in the province of KP and Punjab under the supervision of DRR specialist.
Interview the national level electronic media and insurance companies’ representatives, and advise the perception survey Research Assistants in interviewing representatives of the media (electronic & print) and insurance company in all the provinces including GB and AJ&K.
Assist the DRR specialist in stakeholder consultations at federal level for baseline data collection, training of Provincial Research Assistants and drafting of pilot report based on federal level consultations.
Advise the perception survey district field teams for data collection on print and electronic media at district level.
Ensure all communication and media related data is interlinked and mainstreamed effectively.
Provide recommendation for effective use of communications channel and key messages to strengthen stakeholder engagement and public awareness about NDRMF, DRR and Financing. NDRMF will include the recommendations in the NDRMF Communication Strategy.
On behalf of Support to Local Governance (LoGo) Programme of GIZ, act as a focal person for the Local Councils Association of the Punjab in the province.
Responsible for implementing the activities under work package LCA of the State Citizens Dialogue Component of the LoGo programme
Contribute actively to the general programme planning, including preparation, organisation and moderation of planning exercises, implementation, management, monitoring, quality management, evaluation, communication, and documentation
Support with capacity development to Local Councils, especially female and youth representatives, to comply and represent society with regulations of the Local Government Act
Facilitate constructive dialogue between Local Councils Association and the Local Government Department, to enhance the performance of local councils and enshrine consultation in law-making concerning Local Council interests
Facilitate engagement of media, civil society and public entities in structured dialogue platforms
Support awareness-raising on the Local Government Act and laws related to local governments
Identify capacity development measures for Local Councils to strengthen their public relations and provide them with tailor-made capacity development measures to improve capacities on public relations and dialogue
Co-operates with and ensures regular contacts and dialogues with counterparts, cooperation partners and relevant stakeholders within the result-area as well as the programme’s environment and other projects in order to enhance and maintain good working relationships
Communicates the objectives and indicators commissioned of the programme to all relevant stakeholders and exchanges ideas to nurture innovations for the efficient and effective implementation of the programme
Producing PR materials for the project
Making sure that all the PR materials comply with the corporate procedures/protocols
Keeping close liaison with the Country Office on the matters related to Communication
Assisting the technical team in aspects related to the engagement of international and national consultants, and provides support to these experts in their activities
In consultation with the Principal Advisor, Technical Advisor State-Society Relations, and the other technical team members, preparing and carrying out qualitative research projects (developing survey instruments, field trials, training field staff, organisational preparation in the field, collecting and analysing data), assisting in the preparation of project stories etc.
