Flood control methods are used to reduce or prevent the detrimental effects of floodwaters. Flood relief methods are used to reduce the effects of floodwaters or high water levels. The flood mitigation involves the management and control of floodwater movement, such as redirecting flood run-off through the use of embankment/bands and flood gates, rather than trying to prevent floods altogether.
Depending on locality and the nature of the flooding, a number of structural and non-structural mitigation measures may be available. However, flood mitigation measures may only lessen the impact of flooding.
Structural flood mitigation is where physical structures are constructed or modified to reduce/prevent the impact of flooding on government and individual infrastructure.
A resilient community is one that can absorb disturbances, change, reorganize, and still retain the same basic structures and provide the same services. If communities are to be made disaster-resilient, it is crucial to “look at the many impacts of disasters and build the long-term capacity of communities to both adapt to and cope with uncertain risks”. The role that communities and local government can and should play in disaster risk reduction (DRR) is widely recognized, with community-based DRR (CBDRR) becoming a cornerstone of DRR programming, promoted through the Hyogo Framework for Action and the more recent Sendai Framework for Disaster Risk Reduction. Community Based Disaster Risk Management (CBDRM) is an approach of increasing the disaster resilience of a community by strengthening its local capacity. The successful use of a community-based disaster risk reduction approach is based on the combination of all capacities, including all strengths and resources available for reducing disaster risk or impact within a community, society or organization (UNISDR, 2006).
CBDRM is a process, which leads to a locally appropriate and locally ‘owned’ strategy for disaster preparedness and risk reduction. In CBDRM communities at risk are actively engaged to reduce their vulnerabilities and enhance their capacities through;

Purpose of the Post:
The purpose of this position is Monitoring, Evaluation Accountability and Learning (MEAL) of project activities implemented by MAP/IP in Balochistan.
The position will provide facilitation to Provincial Coordinator and MEAL department of Muslim Aid Pakistan in Baseline surveys, Pre and Post KAPs, Assessment, Evaluation studies, reporting and Gaps identification.
Main Responsibilities

Major Responsibilities:
Monitoring & Evaluation
Support Programme Coordinator and MEAL department in the implementation of MAP MEAL guidelines for all the programmes and projects at the provincial level.
Support to design, conduct and manage baseline assessments, data collection methods and schedules, special studies and surveys in accordance with objectives and expected results for management and lessons learnt.
Responsible for managing the Project Progress Matrices/ tracking sheets (PPMs) and other data gathering tools based on key performance indicators of all projects/programs and make sure that all projects provide data on a timely basis.
To carry out regular field visits to project areas, prepare and disseminate monitoring visit reports to concerned stakeholders for effective and timely decision making.
Provide support to conduct the formative and summative evaluation, assessments, baselines, periodic studies that can support in identification and prioritization of problems, as well as project design.
To keep close track of all project programmatic progress; identify and troubleshoot the gaps
Regular updating of MEAL trackers/database for sharing with MEAL manager on a monthly basis.
Compile and analyse MEAL functions data on a monthly basis and share it with program teams and MEAL manager.
Reporting
Maintain the effective and efficient flow of timely and quality reports submission from field office to country office according to the standard temples.
To ensure that reports reflect organization strategies, policies, programming framework and project management tools.
Accountability and Learning
To maintain an Accountability mechanism for timely registration and response to all complaints of stakeholders and to ensure compliance of CHS and HAPs standards/practices
On the basis of complaints, provide regular reports to MEAL department on action taken and needs of improvement in project designs and strategies.
Increase awareness of field staff on accountability mechanisms through formal and informal support.
Support MEAL department to develop and maintain “learning sharing mechanisms” for further improvements in program/ project designs and strategy.
Receive accountability data from the field, analyse it and share it with MEAL Manager.
At the provincial level take lead on accountability and learning data analysis and write-ups.
Ensure effective management of data on Complaint and Response, Monitoring Action Plan Tracker and MEAL tools;
Any other task related to MEAL assigned by the MEAL Manager MAPCO.
