Responsible for designated health programs for its delivering and timely implementation in coordination with the Health Coordinator.

The focal point for designated IRC’s health services in the camp setting and responsible for their programmatic, operational, partnership, financial, and staffing aspects.
Also oversee and lead the implementation of Health-related activities before, during and after an Emergency Response in the event of a mass casualty or natural disaster.
Will be responsible for the management of the PHCC/comprehensive and limited SRH/Referral hubs Project. includes the development and update of the PHCC/comprehensive and limited SRH/Referral Hub SOPs, Operational Plans, and all relevant documents; and disseminating those to the PHCC/comprehensive and limited SRH/Referral hubs teams, including through capacity building.
Responsible for overall project management and coordination of quality emergency health programs, including PHCC/comprehensive and limited SRH/Referral hubs Project. Ensure that program goals, objectives, targets and activities are met, as stated in the donor agreed project work plans and log-frame.
Lead the Emergency Health program. Ensure all emergency response protocols are in place for all emergency dispatch and referrals; and build capacity of staff.
Ensure development and execution of project planning and management documents, including but not limited to project results framework, detailed implementation plan, financial plan, M&E plan, procurement plan, human resource plan.
Prepare quality report for internal, external (Govt) and donor purposes, management and other internal and external reports and ensure their timely submission.
Work with relevant department to provide accurate and timely spending plans, cash forecasts, and salary allocations. Put in place measures to track financial spending and ensure budget is spent as per health project financial plans.
Work closely and coordinate with IRC Operations, Finance and Grant departments to ensure compliance with grant requirements.
Ensure coordination between IRC health projects, to increase harmony and complimentary between activities and locations, including as it pertains to referrals and ambulance dispatch.
Work closely with other IRC programs present in the same location in camp setting, such as Women’s Protection and Empowerment, child protection, education and integrate program components.
Provide strategic oversight on coordination of ambulance services, emergency referral hubs, live bed management, logistics in both camp and outside camp setting.
Support the process of program staff recruitment as need and when required.
Perform priority organizational tasks related to his/her competencies as may be assigned from time to time.
Authorize expenses, monitor program expenditure and budgets, and work with Program, Grants, Finance, Operation and Supply Chain team to ensure resources are optimally utilized and spending is in line with IRC’s financial procedures and donor requirements.
Ensure that project budgets and detail implementation plans are in place and their timely implementation in a costeffective manner, that costs are kept within budgets.
Conduct regular monitoring visits to the various project sites, ensuring that projects utilize standardized protocols, policies and guidelines, as outlined by the Ministry of Health and WHO. Identify technical quality and/or other implementation issues and provide solutions and follow-up to ensure projects are on track to meet goals and are consistent with established standard methodologies.
Ensure that the health program is implemented in line with the IRC Strategic Action Plan and its outcomes and Health sector requirements.
Strictly follow up the medical and operational supply chain system, ensure that staff are recording stock, timely ordering for the supplies and accountabilities in relation to the warehousing and using of the supplies including medicines and medical items essentially.
Promote the culture of learning and documentation so that lessons learned, and good practices are documented and shared for institutional memory and learning. Ensure that field experiences are documented and used to advocate on behalf of the communities.
Assess unmet needs in the health sector with a special focus on Primary and Sexual & Reproductive Health and make recommendations for how IRC can better address identified unmet needs, contributing to the IRC’s health strategy.
Provide direct supportive supervision to the managers Clinical Supervisor/referral hub manager/ facility in-charge and support them to do the same for the health staff they supervise to enable them to successfully perform in their positions.
Ensure training and ongoing capacity building opportunities for existing and new staff on technical and project management skills.
Responsible for performance management including setting performance objectives and conducting regular performance appraisals on progress with supervisees, providing timely and constructive feedback to develop their professional practice.
Spend significant time in field locations to provide hand holding support to team and supportive supervision.
Ensure staff well-being and care is prioritized and is an integral part of weekly/monthly work plans.
Dedicatedly build strong functional relationships with relevant actors at camp level for camp access and approval and with other international and national actors/organizations and UN agencies.
Maintain open and professional relations with all IRC and partner team members, promoting a strong, respectful team spirit, ensuring effective communication, and opportunities for debriefing.
Consistently and dedicatedly monitor/assess the safety and security of field teams, promptly reporting concerns or incidents to IRC management and liaising with other external parties as required to maintain/enhance the security environment.
Advance major incidents to the Emergency Health Coordinator, Senior Program Coordinator and Security Manager.
Other duties as assigned by the supervisor to enable and develop IRC programs.

Program Management:

Lead and manage emergency medical programs, ensuring they are implemented effectively and efficiently.
Conduct risk assessments and vulnerability analyses to identify high-risk areas and potential crises.
Create detailed work plans for emergency activities, including resource allocation and timelines.
Develop and oversee the implementation of medical response plans.
Maintain open and professional relations with teams, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their respective positions.
Coordinate with local health authorities and other stakeholders.
Identify training needs and develop capacity-building plans for health and nutrition staff.

Technical Support:

 Ensure that health and nutrition interventions adhere to donor agreements and MC core policy documents and guidelines.
Work with project teams and respective heads of offices to facilitate the timely achievements of project and strategy outcomes, goals and objectives.
Develop emergency protocols and work plans as needed.
Ensure compliance with communicable and non-communicable disease protocol guidelines. 
Control waterborne, vector-borne, airborne, and other diseases. 
Align with national programs in the project, such as Polio, EPI, and others. 
Provide support and training during outbreaks and emergencies. 
Promote the Early Warning System (EWS).

Team Leadership:


Supervise and support medical staff and volunteers.
Conduct regular meetings with all direct reports and ensure the same is done throughout the team management structure.
Provide training and capacity-building for team members.


Resource Management:


Ensure the availability and proper use of medical supplies and equipment.
Manage budgets and financial resources for medical programs.


Monitoring and Evaluation:


Monitor program activities and outcomes.
Conduct regular evaluations to assess the impact and effectiveness of medical interventions.


Reporting:


Prepare and submit regular reports on program progress and challenges.
Maintain accurate records and documentation.

1. Arrange all trainings for MTs and New MOs. Like BLS, ALS, PALS and firstaid. 
2. Establishment of new MER Centers on diffrent high ways of Balochistan.
3. Essential Medicine list and availability for emergency and yearly evaluation of all the staff.
4. Lead the team in any emergency situation like flood, earthquake and endemic.
5. Referral of critical patients to Karachi, Islamabad and other health facilities of the country.
7. Operate and train the ALS team to operate transport ventilator, ETT, Treacheasttomy etc

7. Make TNAs and  arrange refresher trainings for the filed staff.
8. Manage 1st aid trainings in different schools and in colleges and in other institutions. 

 Key Responsibilities  
 Strategic Planning and Program Development 

Lead the design, implementation, and monitoring of MSF medical and nutrition strategies.  
Assess and analyze the health and nutrition needs of target populations to guide project activities.  
Ensure alignment with MSF protocols, national health policies, and humanitarian principles.  
Develop contingency plans for medical emergencies, including disease outbreaks and malnutrition crises.  

 Coordination and Representation  

Represent MSF in meetings with the Ministry of Health (MoH), WHO, UNICEF, and other humanitarian organizations.  
Coordinate with other NGOs, health authorities, and donors to ensure complementary activities.  
Liaise with relevant partners on health and nutrition policies and facilitate referrals between MSF and other healthcare providers.  

 Medical Program Management

Supervise medical activities, including outpatient, inpatient, and mobile clinics.  
Oversee maternal and child health services, including emergency obstetric care and nutritional support.  
 Ensure the quality of clinical care in line with MSF protocols and best practices.  
Monitor and manage communicable diseases (e.g., malaria, measles, respiratory infections) and malnutrition.  
Ensure that emergency preparedness plans are in place for epidemics or other crises.  

 Nutrition Program Management 

Oversee the planning and implementation of nutrition programs, including therapeutic and supplementary feeding centers.  
Ensure proper case management of acute malnutrition through outpatient and inpatient services.  
Collaborate with technical nutrition teams to provide regular training and capacity-building activities.  
Monitor nutrition surveillance data to adjust interventions based on evolving needs.  

 Capacity Building and Technical Support  

Provide technical support and mentoring to medical and nutrition staff, ensuring continuous improvement in service delivery.  
Conduct on-the-job training for MSF teams, including clinical protocols, case management, and outbreak response.  
 Organize capacity-building sessions for local healthcare workers in collaboration with the MoH.  

 Monitoring, Evaluation, and Reporting 

Develop key performance indicators (KPIs) for medical and nutrition activities and monitor progress.  
Conduct regular field visits to monitor service quality and identify areas for improvement.  
 Oversee the collection and analysis of health and nutrition data to guide project decisions.  
Prepare and submit monthly and quarterly reports on health and nutrition outcomes to the Head of Mission and donors.  

 Pharmaceutical and Supply Chain Management  

Ensure the availability of essential medicines, medical supplies, and nutrition commodities.  
Collaborate with the logistics team to ensure the timely procurement and distribution of items.  
 Monitor drug consumption and manage stock levels to prevent shortages.  

 Technical Support Provided by the Medical Coordinator 

Guide the implementation of medical and nutrition protocols and ensure compliance with MSF standards.  
Conduct technical trainings on malnutrition, disease control, and emergency care.  
Support teams in tracking health indicators, compiling data, and preparing reports for internal and external stakeholders.  
Ensure that medicines and nutrition supplies are adequately stocked and distributed.  
Work with MoH and partner organizations to align interventions and share best practices.  

Key Responsibilities:

Be responsible for medical data collection, analysis and reporting to the Medical Team Leader in Quatta to ensure a proper monitoring of the program Participate in exploratory situation assessments and define medical operational priorities when needed. Ensure regular contact with MTL at all times.
Ensure and conduct weekly/monthly staff meetings and submit minutes to MTL and vice versa Monitor activity in the different medical specialties, as well as providing technical support to medical personnel through self-knowledge and policies to help MSF medical activities in the field. In this sense, includes monitoring and ensuring compliance with the protocols of MSF medical activities.
 Provide leadership, strategic vision, and technical support to all aspects of ongoing Health and Nutrition programs in Balochistan. 
In collaboration with the logistics team give support to logistics teams in supervision and supply of medical stocks by Conduct regular supervision at all distribution levels/departments where a stock of medical supplies is held, i.e. Pharmacy, Nursing Room, Birthing Unit, Nut, CL,MH, HE, EPI, LAB, Pharmacy etc.
 Ensuring quality of MSF healthcare interventions be it in reproductive health sector, immunization, child health, communicable and non-communicable diseases, emergency response, nutrition, SRH, MHPSS and other areas.
Ensure that standard systems are in place and adhered to.
Train staff in collaboration with MSO on accurate recording of consumption if required. Identify excess stocks in departments and transfer if necessary together with medical supplies officer to either other departments or the medical store in cooperation with the departmental supervisors Work closely with Logistics.
Ensure that health and nutrition programs comply with international and national quality standards, policies and guidelines.

Curative /clinical responsibilities

 Take complete history, perform appropriate examination, diagnose and treat patients according to MSF guidelines and protocols
Appropriate & timely management of paediatric/neonatal patients.
Adaptation and change of medical treatment according to patient’s evolution
Adequate delivery of life-saving measures for emergency & life threatening conditions.
Appropriate & timely intervention in stabilizing critically ill patients AND facilitating their transfer or referral when necessary
Regular ward rounds for admitted paediatric/neonatal patients as per roster in collaboration with medical team and if/when needed or requested
Responsible for the care of the inpatient therapeutic feeding patients and consultation for the patients in the ambulatory therapeutic feeding program.
Appropriate triaging of patients and continuous prioritizing of workload
Communicate any suspected public health problem (eg. Measles, meningitis, etc) to expat doctor and/or nurse
