The position holders will be based in Hyderabad and Quetta IRC office, report to the Sr. Response Manager / Sindh & Baluchistan and is expected to contribute extensively to successful execution of project health sector activities and achievement of flood emergency project objectives; ensures that program technical goals, objectives, process and procedures are successfully implemented, and monitoring support provided to Partner; the prioritized technical sectors/areas are included into the overall programming and if needed developed appropriately. The Sr. Health Manager oversees the technical or sector aspects of the health programme/response, ensuring that technical aspects of programs are adequately addressed and integrated. He/she will conduct field visits to health facilities to monitor and support field level teams; and coordinate with project team to ensure quality in health services in line with predetermined quality standards; any other tasks assigned by the supervisor.
Key Responsibilities:
Actively participate in overall management and implementation of health component of an overall integrated protection, health, nutrition and education project designed to holistically respond and address diverse needs of flood affected communities in Sindh and Baluchistan provinces. Will ensure achievement of project objectives and quality in health service delivery with a strong focus on timely and quality results, teamwork, participation, empowerment, accountability, and client satisfaction. The incumbent will work with numerous counterparts’ teams, implementing partners, and technical experts. Major duties are described below.
• Act as a technical support representative for health-related program activities as required to ensure performance according to the project desired objectives and outputs
• Provide technical support to partner to make rotation plans and ensure provision of Primary Health Care services to communities who are living in remote areas through Mobile Health Teams (MHTs) in nearby areas of villages’ cluster. Ensure that the MHTs are equipped with necessary basic equipment, medical supplies, consumables and pharmaceuticals and human resource.
• Support in establishment of referral pathways between MHT and nearest public health facilities for referral of critical cases
• Create harmony and improve team dynamics in all team members including implementing partners
• Ensure timely progress towards planned outputs and results; keep implementing partner and other staff appraised of progress and issues; make recommendations to solve problems and take the lead in implementing agreed upon actions.
• Will provide institutional and technical capacity-building support to partner through training and on the job mentoring where needed. With support of IRC’s technical coordinators and program team, will work alongside partner, sharing knowledge and expertise through hands-on capacity building.
• Regularly organize partner’s project review meetings to track progress and spending as per agreed plans. Conduct compliance monitoring visits to partners in line with agreed monitoring and support plan
• Participate in activity conceptualization and design; write and edit activity approval documents, program descriptions and statements of work; prepare activity memos and justifications; lead or participate on technical evaluation committees as and when needed.
• Assist in the development and refinement of benchmarks and indicators to assess the primary health care program progress and impact.
• Lead in preparing written analyses, trip reports, briefing materials, activity descriptions, press releases, speeches, success stories, and other documents as required.
• Coordinate with relevant departments to ensure effective support to the field level activities, and to provide accurate information to the field regarding regulations to foster project implementation
• Ensure synergy and linkages between health activities and other program elements including protection and education; ensure synergies and linkages with other IRC programs

• Initial assessment and management of patients presenting to the OPD of Medical Camp for care.
• Ensure that patients receive adequate and appropriate assessment and medical care, either directly or through supervision of junior medical staff.
• Initiation of management plan and organization of appropriate diagnostic and therapeutic procedures, in consultation with team leader - south as is appropriate.
• Ensure that there is adequate consultation and communication of such assessment and management decisions
• Ensure effective referral and disposition of the patient This includes instructions and prescriptions as required.

2. Establishment of new MER Centers on diffrent high ways of Balochistan.
3. Essential Medicine list and availability for emergency and yearly evaluation of all the staff.
4. Lead the team in any emergency situation like flood, earthquake and endemic.
5. Referral of critical patients to Karachi, Islamabad and other health facilities of the country.
7. Operate and train the ALS team to operate transport ventilator, ETT, Treacheasttomy etc
6. Lead ALS team in any emergency situation.
7. Make TNAs and arrange refresher trainings for the filed staff.
8. Manage 1st aid trainings in different schools and in colleges and in other institutions.
Main Purpose
Participate in defining, planning and monitoring medical activities and programs in the field in accordance with MSF protocols as well as coordinate human and material related resources needed in order to ensure the quality of care provided by MSF. To be the Contact Person for all activities in Kuchlak MCH
Responsibilities/Activities
In collaboration with the Medical Team Leader and the rest of expat team implements and monitors medical activities according to MSF project plan, standards and protocols. This implies the following:
Be responsible for medical data collection, analysis and reporting to the Medical Team Leader in Quatta to ensure a proper monitoring of the program
Participate in exploratory situation assessments and define medical operational priorities when needed.
Ensure regular contact with MTL at all times.
Ensure and conduct weekly/monthly staff meetings and submit minutes to MTL and vice versa
Monitor activity in the different medical specialties, as well as providing technical support to medical personnel in Kuchlak MCH through self-knowledge and policies to help MSF medical activities in the field. In this sense, includes monitoring and ensuring compliance with the protocols of MSF medical activities.
In collaboration with the logistics team give support to logistics teams in supervision and supply of medical stocks by:
Conduct regular supervision at all distribution levels/departments where a stock of medical supplies is held, i.e. Pharmacy, Nursing Room, Birthing Unit, Nut, CL,MH, HE, EPI, LAB, Pharmacy etc. Ensure that standard systems are in place and adhered to.
Train staff in collaboration with MSO on accurate recording of consumption if required.
Identify excess stocks in departments and transfer if necessary together with medical supplies officer to either other departments or the medical store in cooperation with the departmental supervisors
Work closely with Logistics.
Curative /clinical responsibilities
Take complete history, perform appropriate examination, diagnose and treat patients according
to MSF guidelines and protocols
Appropriate & timely management of paediatric/neonatal patients
Adaptation and change of medical treatment according to patient’s evolution
Adequate delivery of life-saving measures for emergency & life threatening conditions.
Appropriate & timely intervention in stabilizing critically ill patients AND facilitating their transfer
or referral when necessary
Regular ward rounds for admitted paediatric/neonatal patients as per roster in collaboration
with medical team and if/when needed or requested
Responsible for the care of the inpatient therapeutic feeding patients and consultation for the
patients in the ambulatory therapeutic feeding program.
Appropriate triaging of patients and continuous prioritizing of workload
Communicate any suspected public health problem (eg. Measles, meningitis, etc) to expat
doctor and/or nurse
