Responsibilities:
ü  Development and implementation, review and improvement of Environment, Health & Safety management system/plan of the organization in accordance with ISO 45OO1 & ISO 14001.
ü  Developing and implementing Hazard Identification and Risk Assessment Mechanism. Ensure to maintain Risk Register and reviewing the Riks Register on an annual basis and ensure compliance to defined the safety standards.
ü  Undertaking corrective actions plans against the findings of HSE audits/surveys to mitigate identified risks.
ü  Ensuring a mechanism of HSE rounds and facility safety inspections for the mitigation and control of rising safety hazards.
ü  Ensuring a mechanism of incident reporting, investigation and incident mitigation.
ü  Planning & running campaigns to ensure employee awareness to HSE requisite in managing risks and emergencies.
ü  Training of staff on HSE requirements and ensuring to keep records of the trainings.
ü  Ensuring the orientation of newly inducted staff.
ü  Development and implementation of safety and emergency management system for the vulnerable mountain communities with special focus on management of natural disasters under the scope of UNOPS’s project.
ü Developing Hazard Vulnerability & Risk Assessment Plans & Disaster Management Plans for the vulnerable communities under the scope of UNOPS’s project.
ü Training of the communities prone to disasters with respect to managing disasters and emergencies.  Conducting training sessions on School Safety, Winter Preparedness, Work Safety, Community Based Disaster Risk Reduction, Basic Life Support, First Aid and Fire Safety, Hazardous Materials Management, Emergency Evacuation Exercise, Search and Rescue, Emergency Handling of Victims, MFR & Rope Management.
ü   Establishment of village emergency response teams and their capacity building wrt CBDRM system for emergency preparedness & effective response in case disasters strike.
ü  Training of PWD’s and vulnerable groups of the community to enhance their capacities on emergency management.
ü  Researching/Identification of adverse consequences of climate change and disasters on the vulnerable groups specially PWDs in the climate change affected areas under the scope of the project and facilitating Psychosocial trainings for the vulnerable groups, especially affected by climate change and disasters.
ü  Development and oversight of field safety plans of the institution.
ü  Development and oversight of road safety management plan of the institution. Ensure safe driving and vehicle movement practices within the organization and during the field operations.
ü Capacity Building of vulnerable communities in CBDRM, DRR, Climate Change Adaptation & Emergency Humanitarian Response. Preparing the community to respond in case disaster strikes and build back better.
ü Planning & implementation of CBDRM training plan as lead trainer. Oversight of team to ensure successful identification, planning and implementation of the deliverables. Design and deliver trainings, workshop

and seminars, update/enrich curriculum, prepare lesson plan and teaching aids, for trainings.
ü Implementation of ecosystem-based disaster risk reduction strategies & solution to help protect people and the environment of Gilgit Baltistan.
ü Maintaining effective coordination with stakeholders including relevant government department, funding agencies and local stakeholders through regular communication, cooperation & joint decision-making. Liaise with key stakeholders particularly the local community for a greater achievement of organizational goals and objectives and coordinate with local institutions through proper communication.
ü Planning & conducting community-based disaster drills & simulations.
ü Establishment & training of Community Emergency Response Teams (CERT).
ü Ensure monitoring & oversight of emergency stockpiles.
ü Writing periodical reports/ documents and disseminate to relevant & Updating MIS on regular basis.

Responsibilities:
ü  Coordinate & support in development, implementation, communication, monitoring, reviewing and improvement of AKU HSE Management Programs in view of Joint Commission International Standards & Statutory Laws & Regulations.
ü  As departmental quality coordinator, responsible for writing, maintaining and updating quality manual covering multiple plans, policies and procedures.
ü  Develop Standard Operating Procedures related to Safety & Environment and assist other departments to prepare HSE related procedures as per the requirements.
ü  Preparation of quality indicators and subsequent submission to Quality & Patient Safety department.
ü  Keep track record of key performance indicators of the department to ensure that the quality pertinent requirements are met.
ü  Coordinate the development and implementation of EHS goals.
ü  Keep track record/ensure ongoing measurement of institutional EHS committee goals, being the secretary of the institutional EHS committee.
ü  Oversee and coordinate the effective implementation of Social & Environmental Management Program being the secretary of institutional EHS committee to ensure effective implementation of SEMP at the construction sites.
ü  Act as secretary of AKU’s Safety/HSE committee and act as chairperson of AKU’s Safety/HSE coordinators forum of more than 105 EHS coordinators to ensure effective implementation of EHS policies on departmental level.
ü  Coordinate and support activities related to JCI Accreditation. Development of Corrective & Preventive Action Plans to close the JCI Audit observations.
ü  Coordinate and plan the Emergency/Disaster Drills to ensure effective preparedness levels against expected disasters.
ü  Ensure monthly inspections of fire systems, identify fire hazards and take measures to deal with fire hazards.
ü  Supervise and conduct HSE trainings as departmental training coordinator. Identify training needs and develop training modules accordingly.
ü  Prepare and coordinate the implementations of action plans for the closure of JCI survey findings.

ü  Prepare and manage risk assessments and action plans to overcome and control hazards as per the frequency set by institutional risk assessment policy.
ü  Coordinate and conduct environmental round and facility safety inspections for the mitigation and control of rising hazards.
ü  Coordinate and conduct HSE audits of the capital construction projects to ensure effective implementation of the institutional SEMP.
ü  Coordinating and conducting food safety inspections as per the requirements of ISO 22000.
ü  Planning & ensuring the implementation of solid waste & hazardous materials and waste as secretary of HAZMAT committee.
ü  Ensuring chemical safety management through the HSE Coordinators Forum being the chair of the forum and ensure effective implementation of Chemical Hygiene Plan through close coordination with laboratory safety officials.
ü  Coordinate with other key committees like radiation and laser safety committee, laboratory safety personals, infection control committee, patient safety committee to ensure effective implementation of EHS management programs of AKUH.
ü  Coordinate with local legal bodies to ensure the compliance requirements of the local regulatory bodies.
ü  Ensure regular hazard identification and management through HSE coordinators.
ü  Conduct internal audits (IQA) and provide support during external audits. (JCI Audits).
ü  Preparation of appraisal reports and other EHS documents on daily, weekly and quarterly basis.
ü  Carry out RCA/Incident Investigation of safety-related Incidents.
ü  Coordinate and carry out quality improvement projects like FMEAs & Hazard Mapping Projects.
ü  Develop safety awareness material including Safety Updates and Safety Posters. Planning and organizing HSE awareness campaigns to ensure HSE ownership by the staff.
ü  Coordinate and ensure the effective implementation of PTW system.
ü  Coordinate with Facility Management Division to ensure that the National Environmental Quality Standards are followed and required reports are available to adhere with conformance.
 

 
Responsibilities:
ü  The development of Environmental Management Plan (EMP), EHS policies, plans & procedures.
ü  Ensuring implementation of company’s EMP plan & EHS management system/policies and procedures.
ü  Oversee compliance with company\'s EHS policies and procedures as well compliance with client (ENI & OMV) EHS policies & procedures.
ü  Conducting Hazard Identification & Risk Assessment of projects and

 maintaining the risk register.
ü  Ensure effective usage of PPEs and their maintenance of PPEs by staff.
ü  Ensure implementation of proper waste management system as per required by local environmental laws.
ü  Conducting Job Safety Analysis of all activities going on sites.
ü  Responsible for site\'s regulatory plan, schedule and provide trainings for supervisors, department personnel and contractors on subjects related to HSE.
ü  Monitoring of site HSE issues and development of mitigation plans.
ü  Conduct health and safety inspections and prepare reports of all the company\'s operations.
ü  Conducting fire safety trainings and drills on the camp and field/sites.
ü  Conducting safety internal audits & assistance during external audits.
ü  To ensure contractors and sub-contractors’ compliance with all applicable policies and procedures.
ü  To ensure that the project construction is in line with the national & client\'s Environmental, health and safety policies and that the staff and labor are trained accordingly.
ü  Ensure effective implementation of incident management system. Carrying out incident investigations and developing corrective and preventative action plans.
ü  Developing EHS Key Performance Indicators to guage and keep record of the EHS performance.
ü  Ensure compliance with NEQ\'s and all other national environmental standards.
ü  Effective implementation & monitoring PTW system at sites.
ü  Development of HSE reports on periodic basis.
ü  Planning & organizing CSR activities.
ü  Acting as secretary for the joint EHS meetings of Clients (ENI, OMV) and the company’s EHS leadership.
 

DEVELOPED, IMPLEMENTED, MONITORED HSE MANAGEMENT SYSTEM: Establish policy, procedure standards in line with the international standards, industrial practices, implemented the system through meeting, training, demonstration, drill, etc. Monitor by inspection, site visits, audits, review etc. and measure the performance Statistics, Near miss reports etc. and advised measures for continual improvement.

ACCIDENT REPORTING, INVESTIGATION REVIEW:: Perform the accident / incident investigation, review, analysis causes using Fault Tree Analysis, , Loss Causation trends, predict probabilities and advise for continual improvements.

CRISIS MANAGEMENT PLANNING & DRILLS:: Plans and set up crisis response , response drills, table top exercises etc. and recommend improvements corrective measures.

ENVIRONMENTAL MANAGEMENT: Implement and monitor EMS for the company, including EIA, establishing objective, targets, assessment of performance, audits, review in line with ISO 14000 guidelines

TRAINING & PRESENTATION: Developed training Manual guidelines including Models, prepare materials, made presentations

PROMOTION & MOTIVATION OF HSE: Developed & implemented the HSE promotion & Motivation scheme

ROAD SAFETY MANAGEMENT: Implementation of road safety management system, Drivers training on Defensive Driving, fatigue management and cargo safety, Development of safety culture among drivers

HSE AUDITING: Internal Auditor, perform HSE auditing in line with the established HSE management system. This is also includes System Audit, Project Audit, Activity Audit, equipment etc.

HSE REQUIREMENTS IN CONTRACT: Evaluation of the contract documents and contractor, monitor performance during the project execution, maintain records of contractors performance for future evaluation of the contracts etc.

HSE EVALUATION OF THE FACILITY: Coordinate with management to specify the HSE requirements of the Facility etc. and perform Risk Assessment etc.

INSPECTION OF FIRE EQUIPMENTS: Perform inspection & testing of the Portable, Mobile, Fixed Fire Suppression System & equipment.
SITE HSE MANAGEMENT:

ü  Plan and implementation of Training Plans/ Schedules, development of course materials for the certifications offered by the institution including Diploma in HSE, Safety Inspector Course, etc.
ü  Conduct Health, Safety & Environment Training Sessions within organization and in other organizations and institutions
ü  Assist other trainers to execute training and monitoring the effectiveness of training conducted.
