A seasoned development professional with over 13 years of experience of working with international bilateral donors (USAID, DFID, World Bank etc) as well as with the public sector.
During my professional work, I have had the opportunity to obtain a wide-ranging experience in performance management as well as monitoring evaluation (using experimental quasi-experimental approaches) of complex and multi-faceted development programmes across various thematic areas. This includes working with Agriculture Delivery Unit (Govt of Punjab) as the M&E Advisor for the entire department and before that at DFID Pakistan as the lead advisor to the DFID mission on M&E issues, as well as my similar experiences across a wide range of USAID projects.
I have obtained advanced training on monitoring evaluation techniques and programme management tools from world renowned training providers including (i) CERP- Centre for Economic Research Pakistan (in collaboration with the famous J-PAL poverty action lab housed in MIT and Centre for Learning on Evaluation and Results (CLEAR) (ii) World Banks Strategic Impact Evaluation Fund (DIME- Development Impact Evaluation Unit), (iii) RedrUK (a renowned UK-based training institute specializing in ME in programme delivery) and (iv) University of Southampton UK (Regression Modeling).
ME experiences
I am heading the Monitoring& Evaluation team at the Agriculture Delivery Unit (ADU)- a newly established entity developed by Punjab Agriculture Department. The ADU is aimed to provide multidisciplinary advisory support to the department with an aim to ensure robust monitoring evaluation, evidence-based strategy and policy formulation, data analysis and technology-integration across a wide range of agriculture development projects in Punjab. The ME advisory function aims to promote greater accountability and transparency by ensuring robust Monitoring Evaluation routines, technically sound field-survey designs and integrating technology-base
• Lead the monitoring and evaluation (M&E) agenda of the department by developing robust M&E systems across a wide range of development projects and service delivery to ensure greater accountability, transparency and value-for-money
• Provide strategic guidance and leadership to design and deploy ICT-based monitoring systems across the department to optimize performance management and risk mitigation with an aim to ensure seamless program execution and delivery of results
• Design and commissioned impact and process evaluations and impact assessments using quantitative and qualitative (including experimental and non-experimental approach) methods to ensure evidence-based policy formulation
• Develop institutional capacity of the department through a range of training workshops and seminars focusing on M&E tools and methodologies
• Engage large scale institutional and high net worth individual investors with an aim to facilitate their investment in potential PPP project for bovine foot-and-mount disease vaccine manufacturing facility
• Liaise and manage relationships with key stakeholders including public-sector organizations, international donors, research organizations and foreign experts to drive forward the investment decision making process
• Advise potential private sector investors regarding the PPP process and the most appropriate modality for investment
• Serve as country-rep and develop strategic partnerships with potential partners to expand the intellectual pool of Food Works and identify potential business development opportunities in the region
• Led the Monitoring, Evaluation and Evidence agenda of the UK Mission in Pakistan across a wide range of programmes including themes such as Economic Growth, Governance/Rule of Law, Education, Health and Humanitarian assistance, with an annual portfolio spending over £300 milllion.
• Advise programme teams to develop Result Chains and robust Logical Results Frameworks (LFAs) to monitor project performance using SMART indicators (at Output, Outcome and Impact levels) and ensure their programmes’ Theory of Change is grounded in evidence
• Support programme implementation to DFID-P by providing oversight on M&E and Performance Management in Annual/Mid-term Performance Reviews and Programme Completion Reviews (PCR) of a wide range of programmes
• Represented DFID on internal and external committees formed to oversee design, execution and quality assurance of Impact Evaluations & Assessment using a wide range of Quantitative (both Experimental/RCT & Quasi-Experimental approaches) and Qualitative methods with an aim to ensure that evaluation products confirm to internationally accepted OECD-DAC standards
and principals. Designed TORs/Scopes of Work for consultants/firms to commission research studies & surveys
• Analyse DFID’s programme portfolio, based on performance, risk management and spend, with an aim to inform strategic decision-making by DFID senior management
• Designed results templates for DFID corporate reporting and communications
• Respond to Ministerial queries regarding programme results and impact
USAID Firms Project was an $84 M Economic Growth initiative supported by USAID with an aim to strengthen the private sector and the business development service providers along with creating a conducive business environment for small and growing businesses underpinned by favorable policy reforms.
My role was to engage key stakeholders across value chains of the targeted sectors, with an aim to develop a coherent strategy to reposition those sectors on a more globally competitive basis. This includes applying diagnostic tools such as Value Chain Analysis, Gap Analysis, SWOT Analysis amongst other tools.
Being the M&E lead for my component, I was responsible to work with the M&E team to develop monitoring/performance monitoring routines and design evaluations to measure impact of project interventions I also developed and formalized partnerships with private sector players like Pepsi-Cola Ltd and Telenor Pakistan to execute market-linkage development projects resulting in mutually beneficial outcomes. Sectors worked on include: Dairy & Livestock, Mango, Dates, Leather, Inland Fisheries, Gems & Jewellery, Cotton & Textiles, Textile Weaving, Processing & Finishing sub-sectors
Managed and mentored a team of 5 mid-career professionals and provided technical oversight for the BDS operations of the project in the Sindh region. My role was to engage the BDS providers (including institutional BDS such as Chambers of Commerce and Industry Associations) across sectoral value chains with an aim to build their capacity and enable them to provide standardized business development and support services to the private sector. This included developing a franchise-model of BDS across Pakistan to improve outreach and quality of BDS services and for provision of standardized business development and support services (e.g. feasibility development, accounting, marketing, legal support, branding etc) to enable the private sector to increase their competitiveness and profitability.
The Competitiveness Support Fund (CSF) was a joint initiative of Pakistan’s Ministry of Finance, and the United States Agency for International Development, established to reposition the Pakistan\'s Economy on a more global competitive footing through research, innovation and facilitating favorable policy reforms in targeted sectors.
My role was to manage a $12.5 million matching-grant facility with an aim to promote innovation and competitiveness in different sectors by supporting sustainable and replicable pilot projects. I also established an academic business incubation facility at University of Agriculture Faisalabad, in order to support new and innovative businesses in the field of Agriculture. Being the overall in charge of the matching grants window, I also developed robust monitoring and evaluation routines to ensure periodic monitoring of grantees progress and ensure compliance to USAID policies
USAID PISDAC project was a $12 million project focused to enhance the competitiveness of targeted sectors through strategic interventions and facilitating favorable policy reforms. My role was to engage key stakeholders across value chains of targeted sectors, and drive the development and implementation of sector strategies aimed to reposition those sectors on a more globally competitive basis. Focused sectors include: Surgical Instruments & Medical Devices Sector and Dairy Sector.
• Identified and engaged key stakeholders of the targeted sectors including government organizations, private sector and academic/research organizations, with an aim to develop consultative strategy working-groups
• Applied various diagnostic tools for industrial competitiveness such as Porter’s Diamond, Gap Analysis, Industrial Benchmarking, Industry Analysis and Value Chain Analysis to strategize the potential initiatives for the sector based on Triple Helix Approach
• Facilitated the industry stakeholders to develop linkages with local and international public and private sector organizations and academia
• Organized international benchmarking study tours (to Germany and Sweden) with an aim to facilitate linkages of local industry with their international business and research counterparts and explore opportunities of mutual commercial interests such as joint-ventures, transfer of technology and trade
I was part of the launch team of Warid Telecom and contributed to the optimization of Warid’s Customer Relationship Management (CRM) system and customize business processes to cater to our departmental needs. My responsibilities included:
• Ensured timely resolution of complaints of individual and corporate customers, enhanced customer relationship, improved service level and strengthened the company’s image through correspondence using print, digital and electronic media
• Developed and streamlined business processes for various customer-service areas such as handling customer queries, conflict resolution, query escalation, customer retention, activation/de-activation of services and other areas for increased customer satisfaction
• Designed and tested modules of the Customer Relationship Management System for my department which improved efficiency by 25%
• Developed Service Level Agreements and Standard Operating Procedures for my department which lead to the stream-lining of routine operations
• Developed market linkages to generate sales for various software products
• Undertook quality assurance of software packages to optimize usability. Designed and developed product manuals for various software tools
