Operational Level:

Technical Level:

  • Ensuring that all SC&S -related matters are functioning smoothly as per laid down policies and procedures in area and field offices across the Balochistan.
  • Field operational offices establishment and management.
  • Lead and supervise all the procurements according to the approved policies.
  • Lead the administration and security measures with close supervisions at area and field offices.
  • Lead and guide all the SC&S staff at area and field offices across the Balochistan.
  • Departmental Staff training and Capacity building Managing safety and security of offices.
  • Coordination (internal & external stakeholders).
  • Selection and establishment of new project offices in the province  Supervise & manage the filing, storage and security of documents.
  • Manage Fixed Assets at Area Offices Level. Ensuring all the existing and newly purchased fixed assets are properly tagged.
  • Ensuring periodic reconciliations of all the fixed assets and all the fixed assets are maintained properly.
  • Ensuring the promulgation and implementation of effective security system for all offices and vehicles in Balochistan Level.
  • Handling all the matters related to staff accommodation at IRP Official residences at Balochistan level.
  • Ensuring that IRP residence is properly maintained and all the basic requirements of residential staff are met at area level.
  • Ensuring that IR residence policies are properly adhered at the residence locations at area level.
  • Ensure & Coordinate timely reporting and handling of maintenance and repair of all office equipment’s, building and furniture, fixtures, vehicles.
  • Defining roles and responsibilities of SC&S staff as well as lower staff (officers, assistant officers, assistants, cook, drivers, cleaners and ensuring proper work distribution with in team at area level.
  • Ensuring & supervision of support staff (included officer, assistant officers, assistants, drivers, sweepers, cook, and office boy) as their work is going on as per schedule. Implementation of rules and regulations at area level..
  • Ensuring proper travel arrangements for all staff and guests travelling between
  • IR offices
  • Supervision of office fleet and ensure that all the vehicles are up to date and preventative maintenances are carried out periodically at area level.
  • Ensuring timely and accurately updating of IR vehicle management system at area level.
  • Ensuring that IR vehicle usage and safety policy is properly implemented during course of operations in all offices at area level.
  • To ensure that appropriate contract agreements for the office and accommodation are drawn up & signed in a timely manner at area level.
  • Manage & ensuring procurements at area Offices level and attend procurement committee meetings as SC representative.
  • Ensure compliance as per IR policy in Procurements in all office at provincial/Area
  • level .
  • Carry out AX transactions for procurement
  • Manage & ensure petty cash for offices at area level.
  • Ensure VMS is updated timely at area level.
  • Ensuring that all the procurements in all the offices at area level are done following procurement guidelines.
  • Ensuring, supervision and carryout all logistics and supply chain related functions in ERP.
  • Dealing with suppliers, dealers and corporate sectors in case of any purchasing, tendering, negotiating and receipt of goods and services at area level.
  • Coordination with country & field SC staff for the purchases and delivery of goods and services.
  • Ensuring maintaining proper record of documents issued or received till the final receipt of goods and final payments to suppliers at area level.
  • Ensuring, receive and verify all the goods from supplier and verify bills for which the payments are due at area level.
  • Process payments of suppliers and ensure completeness of documentation as per IR Financial Guidelines.
  • Liaison meetings with the various agencies, authorities, Government departments and visitors coming in the offices.
  • Supervision of arrangements of seminars, conferences and interviews.
  • Advise the Senior APM & Head of support on appropriate matters for which he/she has day to day managerial responsibility.

Organizational Level:

  • Demonstration of IR Values while working with communities.
  • Empowering communities to ensure organizational accountability.
  • Knowledge of IR strategic priorities.
  • Identification & documentation of organizational successes Adaptation of environment friendly & cost effective approaches / activities for community development.
  • Special attention to inclusion during the implementation.
  • Strengthen mechanisms to influence the decision makers through communities’ advocacy & campaigning. 

Qualification:

Bachelor / Master Degree in Supply Chain, Management Sciences or relevant subject

Experience:

Minimum experience of similar role in International/ national NGO setup:

7 years relevant experience with Master degree and/or 9 year with Bachelor degree

Computer Skills:

MS Office, Outlook, ERP systems familiarity 

(Value Added Skills (Please mention training/skills in CV which can add value if the candidate is already equipped with):

•          Advance Excel

•          UNIT 4 ERP and Reporting

Language:

English, Urdu, and local languages.

Key Personal Qualities:

•       Strong emotional intelligence and resilience, and able to maintain self-control in difficult situations.

•       Able to work under extreme conditions in field areas.

•       Good communication skills in local as well as English / Urdu language which delivers information with clarity in a wide range of situations. 

•       Has a positive nature and able to overcome issues that create hindrance in achievement of entrusted goals / objectives. 

•       Has a learning attitude and a continuous improvement philosophy.
