Responsible for assisting to APM and closely coordinate with Programme operations coordinator. The position holder will also support in securing and diversifying funding sources through quality concept notes and proposal development.
As Project Manager and District Lead, He/She will oversee the implementation of the Housing Reconstruction and Restoration Project in Balochistan, managing district-level operations and leading a multi-disciplinary team. He/She will ensure the execution of all project activities aligns with IR Pakistan and IR Worldwide’s strategic direction, while coordinating with communities, government officials, and donors. Additionally, He/She will ensure compliance with contractual obligations and environmental and social safeguards. The role also involves supporting the Program Operation Coordinator in planning, monitoring, and reporting, as well as contributing to securing and diversifying funding sources through quality concept notes and proposal development.
KEY ACCOUNTABILITIES
The following are the main responsibilities that the role holder will be accountable for:
- Assist the area office in planning, reporting, monitoring, and managing the IFRAP and other ongoing projects in the designated location, ensuring compliance with Islamic Relief’s strategic direction and meeting contractual obligations set by donors and stakeholders.
- Develop programs and projects based on the Country's Strategic Plan and area needs
- Designing and preparing concept notes/proposals for program interventions and seeking and/or identifying sources of funding for new/existing programs.
- Ensuring that the program is implemented in a consultative, participative and gender-sensitive manner and as per need of the Donor and IRP.
- Ensure the program meets Islamic Relief Worldwide Quality Standards and international Codes of Conduct.
- Provide support and guidance to program team in areas of planning, design and implementation by ensuring that technical support is sensitive to the socio-cultural background of targeted communities and institutions.
- Support the field and country team to ensure the effectiveness, impact and direction of the programs are appropriately implemented, monitored, reviewed and evaluated on a continuous basis using the quality guidance of the IRW Policy and Procedures Manual and other international standards.
- Support and lead the programme team in the development of annual and other regular reviews; annual and business plans.
- Build and strengthen significant relationships between IR partners, INGOs, UN, institutional donors and relevant government departments.
- Participate in the determination of organization policies regarding such issues such as participant eligibility, program requirements, and project benefits.
- Provide facilitation in case of seminars, conferences and interviews for IR promotion purposes
- Perform any other official assignment given by supervisor.
Project Implementation:
- Lead the implementation of the Resilient Housing Reconstruction and Restoration Project, ensuring compliance with project milestones and donor requirements.
- Oversee damage re-verification and validation surveys using MIS systems to authenticate the eligibility of flood-affected households for housing grants.
- Manage the phased delivery of housing construction, ensuring compliance with the World Bank's Environmental and Social Framework (ESF) and Balochistan housing guidelines.
- Develop programs and projects based on the Country's Strategic Plan and area needs, ensuring alignment with Islamic Relief Pakistan's goals.
- Ensure experience in implementing Payment by Results modality projects, focusing on results-driven outcomes.
Team Management:
- Manage a large and diverse team, including Enumerators, MEAL specialists, Engineers, Finance and Supply Chain staff, and Social Mobilizers, ensuring cohesive teamwork towards project success.
- Foster a positive work environment and manage team deliverables within the project timeline.
- Provide support and guidance to the program team in planning, design, and implementation, ensuring sensitivity to the socio-cultural backgrounds of targeted communities.
Stakeholder Engagement:
- Collaborate with Village Reconstruction Committees (VRCs) and Community Organizations (COs) to ensure community participation in housing reconstruction.
- Build strong relationships with local authorities, donors, and other stakeholders to secure cooperation and resolve issues.
- Represent and liaise with key stakeholders, including community leaders, government, UN agencies, and NGOs.
Financial Management and Contract Compliance:
- Oversee the project budget, ensuring all financial activities align with contractual requirements and that funds are disbursed based on milestone achievements.
- Manage payments linked to housing reconstruction phases, including damage validation and training sessions.
- Ensure compliance with contractual obligations related to insurance, performance security, and liquidated damages.
Capacity Building:
- Lead training programs for masons, craftsmen, and community members to ensure resilient construction practices that meet project standards.
- Facilitate community awareness sessions to guide homeowners through the reconstruction process, from legal documentation to obtaining grants.
- Support the field and country team in developing annual and other regular reviews, including business plans.
Monitoring, Evaluation, and Reporting:
- Implement the Monitoring, Evaluation, Accountability, and Learning (MEAL) framework to track project progress and ensure quality.
- Ensure the program meets Islamic Relief Pakistan's Quality Standards and international Codes of Conduct.
- Produce high-quality reports for MEAL and the country office according to agreed deadlines, highlighting impact reports through case studies.
- Monitor and evaluate the effectiveness of programs under implementation in Field Offices, ensuring regular field visits for consultation.
Risk Management and Safeguards:
- Ensure the project adheres to the Environmental and Social Safeguards (ES) outlined in the contract, including health, safety, and gender standards.
- Proactively manage project risks, ensuring compliance with all legal, safety, and environmental regulations.
Coordination and Communication:
- Coordinate all aspects of the program, including technical support, supervision, and the development of effective operational, monitoring, evaluation, and reporting plans linked with projects.
- Ensure regular and effective communication within the Area, Field, and country office.
- Work closely with the Area Program Manager to diversify funding sources and develop relationships with local donors.
General Responsibilities:
- Participate in determining Islamic Relief Pakistan's policies regarding participant eligibility, program requirements, and project benefits.
- Facilitate seminars, conferences, and interviews for promotional purposes.
- Speak to community groups to explain and interpret Islamic Relief Pakistan's purposes, programs, and policies.
- Perform any other official assignments as given by the supervisor.
Base Location: Naseerabad/Jaffarabad 75% & Quetta 25%
