With the financial support of the GERMAN FOREIGN OFFICE (GFFO), Welthungerhilfe along with three German NGOs, namely: Caritas Germany, Diakonie Katastrophenhilfe and Malteser International have launched a programme supporting localised humanitarian action in eight countries including Ethiopia, Colombia, Bangladesh, DR Congo, Indonesia, Myanmar, Pakistan, and Somalia.  “Towards Greater Effectiveness and Timeliness in Humanitarian Emergency Response (ToGETHER)” is a multi-year programme that offers an opportunity to local or national organisations in each of the eight countries to jointly develop and undertake institutional and operational capacity strengthening and exchange activities in order to reinforce effective and timely response to humanitarian crises. The overall goal to contribute to reduce the effect of disasters on local communities in countries of intervention. The objective of the programme is to strengthen local humanitarian response capacities and local leadership in principled humanitarian action through:

  • institutional and operational capacity development exchange.
  • improved engagement of local humanitarian partners in the national humanitarian system; and joint engagement for better access to coordination and funding.

The programme wants to establish complementary partnerships between national/local NGOs and INGOs which emphasize local leadership in humanitarian action. Together all partners will design and implement country-specific activities to achieve the stipulated programme objective.

Position summary

Project Coordinator is a middle management role reporting to Sector Advisor. His/her primarily role as Project Coordinator is to focus on project management role as per his/her assigned responsibilities. Project Coordinator will be responsible in managing the entire project & program’s roles and SOPs. She/He will also assist in providing necessary Capacity building trainings, technical support, and mentorship to the field teams of Welthungerhilfe and partner organizations.

The aim of this position is to manage and implement projects based on specific directives in terms of PCM, content, schedule, and budget. The project is carried out in accordance with Welthungerhilfe standards and the directives/provisions of the co-financer. Project Coordinator is fully responsible for the effective implementation of the project(s) and the appropriate use of funds, resources, in close coordination with the responsible Partners and Sector Advisor. He/she is responsible for planning, implementation and closing of project/ interventions through effective coordination, communication, realistic planning, and technical support for implementation effectively. The role also embodies the tasks and processes of stakeholder, risks and communication management of projects.

Core Areas of Responsibilities

Technical Inputs

  • In coordination with sector advisor, provide technical support in implementation and quality assurance of project interventions.
  • Assisting the Expert/Sector Advisor in shaping the strategic direction of the country program, ensuring quality programs design, implementation, and accountability
  • Frequent travel to field to monitor program implementation and extend meaningful assistance to partners field teams.
  • Ensuring overall project quality, effectiveness, and accountability, in accordance with core humanitarian standards, technical standards, donor requirements, country regulations, and WHH organizational mission, standards and operating principles

 Management

  • Responsible for overall project management with several processes included such as but not limited to budget; stakeholder, accountability; reporting (internal & donor) and quality management.
  • This includes planning, implementation, reporting (internal and donor), and impact-oriented monitoring; use of funds as per project planning matrix and budget; the terms of partner agreements and is reflected in plan, budgets and accounting of project holder; inform Welthungerhilfe management with respects to risks, delays, influence etc.; adherence to Code of Conduct and Accountability.
  • To actively participate in all aspects of project management with focus on timely and quality results, teamwork, participation, empowerment, accountability, and donor compliance; while working with numerous counterparts, implementing partners, and technical experts of Consortium lead (if applicable).
  • Responsible to closely work with Finance to analyse project expenditures versus actual budget and arrange client billing with relevant departments/staff.
  • Together with MEAL, ensure the monitoring of project interventions is carried out regularly to maintain quality delivery in terms of processes and results.
  • Together with Logistics, prepare and analyze planned procurements in project(s) – i.e., WHH and partner, while coordinate with relevant department/staff on timely and quality processes as per WHH/donor standards and regulations.
  • Provide management and technical support to the partners in the development/updating of the work plan for project with clear objectives and achievement benchmarks, long-term and short-term priorities, in line with programmatic vision and strategies.

Compliance

  • Prepare, review and/or edit project progress reports (internal and donor) to ensure quality, and work with supervisor and field team to revise target goals if necessary. Apprise supervisor/management of any critical issues as they arise.
  • Quality assurance and compliances; Donor and WHH internal compliances are met. MEAL activities and surveys are conducts as planned.

Coordination

  • Work in close coordination with project teams and partners to achieve overall grant objectives, deliverables, and compliance within donor guidelines.
  • Provide support to the partners in the delivering quality outcomes related to emergencies, early recovery and rehabilitation/development efforts and further will process, obtain, and maintain key data from partners and reporting lines.
  • Ensure technical/sector coordination, briefings, or similar meetings, and provide feedback/advice to program management and backstopping to the partners team.
  • Coordinate with relevant departments to ensure effective support to the field, and to provide accurate information to the field regarding implementation and regulations.
  • Represent team at meetings, conferences, and workshops, as needed and provide updates, reports and critical analysis of field and report to program lead.
  • Partnerships
  • Facilitate the capacity building/strengthening process for both relevant WHH and partner staff as in coordination with Sector Advisor and partnership expert, from planning to final documentation.
  • Actively develop and maintain effective working relationships with key stakeholders, i.e., partners and counterparts including government actors, UN agencies, international and local NGOs, and other relevant actors working in project areas.
  • Together with partnership expert and team to manage partnerships internally through processes such as CSC, PAC, PCM, PPM and externally with local government and non-government actors (including partners)

Others (specific duties relevant to specific sector)

  • Facilitate as the focal person between the five local partners, lead the Country Project in Pakistan, and coordinate overall localization project activities such as event planning, management, stakeholder engagement, project planning, reviews, modifications, MEAL dealing with requests for change, reporting, and organization of meetings.
  • Represent the Project to different networks, forums, and establish the monitoring mechanisms for LHPs to participate timely and effectively.
  • support, Coordinate and facilitate the Programme Advisory Committee (PAC), Country Steering Committee (CSC), Project Coordination Meeting (PCM) meeting’s recommendations and implement them in a timely and effective manner.
  • Introduce and follow-up on procedures for harmonization within the Consortium such as joint reporting formats, standardized MEAL tools, and standards for technical implementation.
  • Ensure reporting to WHH-Pakistan relevant team members, HQ focal point/consortium leader, the donor (AA), and Welthungerhilfe Headquarter Germany.
  • Supervise the Country Project Unit (CPU) and ensure proper, timely, and effective support and participation in different project activities, such as project planning, Monitoring, closing, reviews, meetings, workshops, conferences, monitoring and evaluations, assessments, and reporting.
  • Collaborate with partners to develop, execute, and oversee activities within the Humanitarian Operation & Innovation Facility (HOIFA) framework, ensuring adherence to project timelines and objectives.
  • The supervisor can assign duties that may not be mentioned in job description as per the case scenario, that are in line with scope of the position.
  • Provision of technical assistance or support to or from country/HQ-level upon request
  • Representation of Welthungerhilfe work
  • Provide support during field visits, hosting conferences/events etc.

Job Requirements

Knowledge and Qualification

  • A university degree in any relevant discipline.
  • 4 to 7 years' professional experience working in the relevant sector.
  • Excellent professional track record within the NGO sector working in program/project implementation, preferably in localization, humanitarian assistance, or related fields.
  • Working experience with a partnership approach.
  • Working experience in Localization, Humanitarians preparedness and responses and humanitarian Advocacy
  • Working experience in Networks, cluster, forums coordination.
  • Ability to manage partnerships and relationships with a range of stakeholders (LHPs, Non–traditional actors, local authorities, UN agencies etc.)
  • Fluent in English, Urdu (written and oral), Good knowledge of local language(s) would be an added value.

Computer Skills

  • MS Office [Word, Excel].
  • MS Office 365
  • MS PowerPoint for general and Project Presentations.
  • Ability to learn any WHH Recommended/in-use Project Management Software.
