ACTED Pakistan programmes range from short-term emergency responses to recovery and rehabilitation, as well as longer-term development initiatives. ACTED strategy is to target vulnerable communities affected by natural and conflict-related disasters as well as lack of socio-economic development. 

The Monitoring, Evaluation, Accountability and Learning (MEAL) Monitor responsibilities include:

General1.1. Field Data Collection

Coordinate with the MEAL Officer/Manager on how to carry out the assessments (including, but not limited to:

  • Knowledge, Attitudes and Practices (KAP) surveys, focus group discussions, key informant interviews, baseline and end-line surveys, as well as other types of assessments and data collection that is required);
  • Check that material necessary to carry out the assessment is sufficient and appropriate;
  • Ask questions in a clear and kind manner, and ask all the questions exactly as worded:
  • Probe to clarify unclear answers; and
  • Write down the observations and answers in an ordinate and clear way, recording responses accurately;
  • Record and forward all complaints and suggestions received while in the field to the appropriate safeguarding officer.
  • He/she will monitor the performance of in place protocols aimed at minimizing risk of harm to the children, adults and vulnerable population, or any adverse impact upon them.
  • The candidate shall ensure compliance with ACTED`s safe guarding policies and procedures. He/she is expected to attend all staff and volunteers training on child protection or working with adults at risk (SAFEGUARDING).
  • He/she shall ensure that ACTED`s strategic vision related to cross-functional work-streams of safeguarding, gender and inclusiveness are ensured at all levels.
  • Candidate will help reduce and manage risk for the children, adults and vulnerable population and for the organization.
  • Conduct data audits at the field areas i.e. attendance registers, visitors’ book, community meetings minutes record and etc.; and
  • Record and forward all complaints and suggestions received while in the field to the appropriate Accountability Officer or MEAL Officer.

1.2.  Reporting

  • Report frequently to the MEAL Officer/Manager about the progress of assessment activities and on the partners’ field observations during the mission;
  • Recognize and give account of problems in obtaining data and provide useful feedback from field research activities;
  • Enter all field data into appropriate databases on an accurate and timely basis as and when needed;
  • Cross-check the accuracy of data entry;
  • Support the maintenance of an efficient and accurate filing system for all electronic and hard-copy documents;
  • Report monitoring findings at Weekly Area Meetings, as required by MEAL Officer/Manager; and
  • Collect high-resolution and good quality photos of ACTED project activities in the field, featuring donor, partner and ACTED logos, and delivery photos to the MEAL Manager (in line with ACTED’s safeguarding, Child Protection Policy and Photo Guidelines).

1.3.  Support the Development of MEAL Tools and Methodologies

  • Support the MEAL Officer/Manager in designing appropriate information collection tools and methodologies, including assessment Terms of Reference, and questionnaires; and
  • Translate tools and methodologies into local language(s) as required.

2.  Support to Organizational Learning

2.1.  Collection of Lessons Learned and Best Practices

Collect lessons learned and best practices from beneficiaries, community leaders, partners, and other stakeholders during assessment/monitoring missions.

2.2.  Monitoring Adherence to Program Strategies and Guidelines

  • Cross-check that project implementation adheres to the technical guidelines for the program, as required by the MEAL Officer;
  • Monitor the implementation of lessons learned and best practices; and
  • Cross-check the accuracy and relevance of beneficiary selection according to contractual criteria.

3.  Other

  • Participate in Weekly Area Meetings, and any other meetings or conferences as required by the MEAL Manager; and
  • Perform any other related activities as assigned by immediate supervisor. 

Accountability mechanism

  • Receiving complaints through accountability telephone, written complaints and verbal complaints.
  • Maintain records of written and verbal complaints in proper filing system.
  • Processing complaints through thorough documents review and analysis and ensuring all project related information, databases etc. is available for document review.
  • Development of complaint extract for weekly report.
  • Development of accountability reports every month.
  • Extraction of project wise complaints every month.
  • Follow up on pending complaints with program with the support of coordination of AME Officer.
  • Orientation of ACTED staff on Accountability mechanism.
  • Ensuring all ACTED project teams has enough accountability visibility material. 

Required personal and professional qualities 

The AME Assistant will be appraised on their personal and professional qualifications:

  • An advanced degree in a relevant field (ideally quantitative study);
  • Strong organizational and communication skills;
  • Willingness to learn and build his/her capacity;
  • Strong computer, data management and reporting skills;
  • Flexibility and adaptability to ever-changing needs and responsibilities;
  • Strong commitment to the organizational culture of ACTED.

Social cohesion is a key component to ensuring equitable service provision. ACTED’s interventions include the establishment of local representation bodies as well as supporting the rights of women, minorities and marginalized groups; Pillar 4 – Environmental protection and community resilience – This pillar aims to mitigate some of the effects of recurrent disasters, climate change and environmental degradation.
