II. Summary
Welthungerhilfe (WHH), a German NGO, is looking for a Project Coordinator to lead a project in KP which is funded under EuropeAid’s CSO-LA Initiative. The project aims to contribute towards a progressive, democratic, inclusive and empowered society, whereby all development actors including communities, civil society, local government representatives and local authorities carry forward the local development agenda in a synergized and coordinated manner. Thus, by improving governance in sectors identified by communities namely health, education, agriculture, WASH and DRR which are recognized as socio-economic empowerment services and also contribute to an improved FNS status of the targeted communities. The project aims to achieve improved governance by a 2-pronged approach: 1) CSOs to organize and act, through established platforms, to fulfil their mandate und actively engage in participatory local development while representing the rights and needs of local communities and 2), local government to practice active participation and incorporate gender sensitive community development initiatives in planning, budgeting und quality service delivery.
The project will be implemented in partnership with a local NGO. The WHH Project Coordinator will be based in dual duty stations Swat, KP (70%) and Islamabad (30%), and will be responsible for the coordination of all project activities and support of the partner organization to ensure that the project is successfully implemented. Time in Islamabad will mostly be dedicated to Partnership Tasks (see point 5) in coordination with Partnership Team: Partnership Advisor and Project Coordinator 1069.

RESPONSIBILITIES (Details)
1. Introduce goals, strategies and work procedure of Welthungerhilfe to the selected partner organizations
· Study the strategy, vision and mission of Welthungerhilfe and become able to advocate them
· Familiarize oneself with the organizational structures, rules/regulations, standards and portfolio of Welthungerhilfe
· Where applicable, familiarize oneself with the rules/regulations and standards of any project donor(s).
· Organize adequate measures to introduce WHH requirements (and where applicable, donor requirements) to the partner organization in a consultative manner and ensure compliance by the partner with these requirements
· Closely coordinate with his/her line manager and give regular feedback on on-going procedures
· Organize and coordinate workshops/events, as needed.
2. Project Coordination
· Overall, ensure that the implementing partner receives all support necessary to implement the project from WHH’s PM&E, Logistics, Finance, Admin, Security and Programme Departments.
3. Act as a focal person to the partner organizations and coordinate overall project activities
· Represent the project towards the partner organization and act as the first point of contact in all daily and capacity building project matters. Troubleshoot any issues.
4. Networking, coordination at province level, liaison with local authorities NGOs etc
· Ensure coordination with important stakeholders – both in the project areas, and, if necessary, in provincial or national.
· Build linkages between WHH partners
· Support the partner in networking
· Support the partner for exposure visits
· Build an in-depth understanding of the project area, and be the ‘go to person’ for all questions relating to that project area, including the general security, development and humanitarian context. Building constructive relationships with key stakeholders is part of this.
5. Partner Support
· Support Partnership Team as per ToRs; act as a Focal Person Partnerships for KP.
· Support partner selection and capacity building processes, and follow up on capacity development needs to ensure that these are systematically met.
· Review and contribute to partnership tools

6. Miscellaneous
· The position holder should work in a team-oriented manner and show a spirit of flexibility, collaboration, and professionalism.
· The position holder should work with integrity and adhere to the standards described in the “Welthungerhilfe Code of Conduct”.
· In addition to tasks related specifically to this project, the Project Coordinator will be expected to contribute to wider strategic discussions and may be asked to contribute to proposal and programme development.
· In collaboration with the Programme Coordinator and she/he will be responsible for the overall integration of cross-cutting issues for the project.
· In the event of a humanitarian emergency occurring in the project area, the Project Coordinator will be expected to gather relevant information and communicate it to Welthungerhilfe’s Emergency Response Team, and may need to assume additional responsibilities in assisting with any humanitarian response.
· She/he may have to assume other responsibilities not detailed in this job description as required.
7 Project Specific Tasks
· The position holder will give updates to the Project Steering Committee (comprised of management representatives from WHH and local partner) in Islamabad as required, apprising the committee of progress on the project and of issues of interest and importance.
8 Minimum Requirments:
Minimum 7-10 years professional experience in a similar position within an national or international NGO
Experience in coordination of complex field activities
Experience in supervising staff
Experience in project management (optional)
Preference will be given to a candidate:
- speaking fluent Pashtun
- understanding the socio-economic, political situation of KP particularly the local government structure
- experience in good governance, capacity development of community organizations and local government
- with experience in EU funded projects
