Job Description

Background & Purpose:

The NSA Engagement Executive will play a critical role in strengthening WHO’s engagement with non-state actors (NSAs, ensuring compliance with the Framework for Engagement with Non-State Actors (FENSA). The role involves strategic relationship-building, due diligence, and risk assessment to facilitate responsible and impactful collaborations. Additionally, this individual will lead the execution of brown bag meetings to foster direct engagement between WHO and NSAs.

Key Responsibilities:

Under the direct supervision of Senior Programme Management Officer, the incumbent shall perform below tasks:

1.              Drive greater engagement with NSAs (including NGOs, private sector entities, philanthropic organizations, and academic institutions) in line with WHO’s strategic priorities and FENSA guidelines.

2.              Facilitate the evaluation and onboarding of potential NSAs, ensuring alignment with WHO’s mission, values, and risk management protocols.

3.              Conduct comprehensive due diligence assessments on NSAs, including:

a.        Financial integrity and transparency

b.       Governance structures

c.        Alignment with WHO’s principles

d.       Potential reputational, legal, and ethical risks

4.              Develop and implement risk assessment frameworks to systematically evaluate NSAs and partnerships, flagging potential risks and proposing mitigation measures.

5.              Ensure FENSA compliance in all NSA engagement processes, providing technical guidance to internal teams on procedural and policy adherence.

6.              Coordinate internal reviews and liaise with legal, financial, and technical departments to validate NSA engagements before formalizing partnerships.

7.              Maintain an up-to-date database of NSAs, including engagement history, risk assessments, and compliance status.

8.              Lead the execution of brown bag meetings where WHO and NSAs will engage in open dialogue, knowledge-sharing, and collaboration.

e.        Identify key NSA stakeholders and facilitate their participation.

f.        Develop the agenda and discussion points to align with WHO’s strategic priorities.

g.       Ensure structured follow-ups and action points from each session.

h.       Provide reports and insights from these engagements to inform future NSA collaboration strategies.

9.              Strengthen internal capacity by developing guidelines, training materials, and knowledge-sharing sessions on NSA engagement and risk assessment.

10.          Monitor evolving risks and emerging trends in the NSA landscape, advising leadership on strategic engagement opportunities and risk mitigation.

11.          Facilitate engagement dialogues between WHO and key NSAs, ensuring effective communication and fostering trust-based partnerships.

12.          Prepare reports and briefings for senior management on NSA engagement, risk trends, and compliance status.

13.          Perform other related duties as required by the supervisor.

Recruitment Profile

Education:

Completion of a Secondary School Certificate is required.

Experience:

At least five years of experience in related fields.

Functional Knowledge and Skills:

  • Appointment of selected candidate will be on Local Individual Contractor Agreement (LICA) issued by the United Nations Office for Project Services (UNOPS) for a period up to three months which is further extendable based on multiple factors including job performance, programme need, and funding availability. LICA is a non-staff contract whereby the signatory has the status of a contractor and not considered in any respect as being a staff member of either the World Health Organization (WHO) or UNOPS. As such, there will be no employer-employee relationship between the signatory and the contracting Organization.
