Job Description

Background and Purpose:

The External Relations Officer will play a crucial role in securing sustainable financing for WHO’s core and emergency activities by identifying and engaging with donors, developing funding proposals, and strengthening donor relations. This position will support strategic fundraising efforts, grants management, and donor communication to enhance WHO’s financial sustainability and impact at the country level.

Under the direct supervision of Senior Programme Management Officer, the incumbent shall perform below tasks:

  1. Support the development and implementation of an innovative resource mobilization action plan for the Country Office, contributing to sustainable financing for core and emergency activities.
  2. Conduct research on donor interests and application requirements, analyzing funding opportunities for the country. Assist in drafting proposals, donor briefings, reports, and updates to ensure accurate and timely reporting.
  3. Support to maintain and enhance partner relations through innovative approaches (e.g., quarterly partner briefings), ensuring clear and compelling communication of WHO’s yearly/biennial strategic direction. Provide technical input in negotiations for timely donor agreements.
  4. Assist in overseeing resource mobilization activities, grants management, and funding gap assessments. Support the management of the awards process, maintaining project calendars and milestones, analyzing project data, and monitoring progress using various project management tools.
  5. Facilitate to acquire the required clearances for proposals and donor agreements before signature.
  6. Monitor and support project implementation throughout the project life cycle, tracking implementation rates and reporting deadlines. Ensure alignment of activities and expenditures with donor agreements, working closely with procurement, logistics, HR, and technical staff for smooth execution.
  7. Engage with coordination agencies to facilitate the Country Office’s participation in system-wide resource mobilization activities. Strengthen collaboration with Country-Based Pooled Funds staff to enhance funding access.
  8. Work closely with the Communication Officer to effectively leverage communication products for donor engagement. Support donor outreach efforts to secure funding for WHO’s health sector initiatives and strategic plans.
  9. Carry out other relevant duties as required by the supervisor. 

Recruitment Profile

Education:

University degree in one of the following fields: Public Health, International Development, Business Administration, Economics, Political Science, Finance, Social Sciences.

Experience:

  • Minimum of one year of professional experience in resource mobilization, donor engagement, grants management, or fundraising in an international development or public health setting.
  • Experience in developing funding proposals, donor agreements, and reports for WHO, UN agencies, or international NGOs.
  • Proven ability to analyze donor trends, funding gaps, and financial projections to inform strategic resource mobilization.
  • Strong understanding of financial tracking, project management, and compliance monitoring in donor-funded initiatives.
  • Demonstrated experience in building partnerships with donors, governments, and non-state actors to enhance funding access.
  • Familiarity with UN coordination mechanisms, Country-Based Pooled Funds, and multilateral funding instruments.

  • Knowledgeable in financial and project management, ensuring donor funds are efficiently utilized and reported.
  • A strong communicator, able to develop compelling donor briefings, reports, and communication materials to strengthen WHO’s visibility among funding partners.
  • Ability to operate MS Office tools including MS Word, MS Excel and MS PowerPoint.
  • Good communication and interpersonal skills.

Language: Good knowledge of English and local language (Urdu).

LICA is a non-staff contract whereby the signatory has the status of a contractor and not considered in any respect as being a staff member of either the World Health Organization (WHO) or UNOPS. As such, there will be no employer-employee relationship between the signatory and the contracting Organization.
