The position will report directly to the Team Lead – Finance and Grants Management and work in close coordination to provide support for book keeping, consolidation of financial statements and audit, Coordination with project teams for reports and close outs, provide assistance to Team Lead – Finance and Grants Management or higher management in preparing cost proposal in accordance with the donor requirements. The position will also help Team Lead – Finance and Grants Management in complying with statutory tax requirements, responding to Tax authorities and contractual compliances.

In addition to financial management, the position will also be responsible to manage sub-grants in accordance with TDEA’s Grants manual and donors’ guidelines.

Job Responsibilities

Accounting and Financial Management

  • Working closely with Team Lead to assist him/ her in complying with accounting and internal control systems in line with the TDEA Financial Policies and Procedures.
  • Proper book keeping via maintaining financial data in accounting software along with supporting documents and vouchers.
  • Ensuring timely payments and disbursements like cash and bank payments, advances, payroll, procurement, taxes, travel, grants/subcontract payments, final settlements, PF etc.
  • Assisting Team Lead in timely and proper preparation and maintenance of financial statements along with the maintenance of Project level trial balances, Subsidiary Ledgers, Allocation of shared costs etc.
  • Maintenance of Fixed Assets Registers and its reconciliation with ledgers and charging of depreciation.
  • Timely close out of project's books of accounts on monthly basis and performing close out procedures at the end of the project.

Regulatory and Compliance Management

  • Ensure that the project’s expenses are incurred in compliance with contractual requirements and Donor’s general guidelines.
  • Support in preparation of periodic financial reports to internal and external stakeholders, including budget variance reports, reconciliations, donor reporting and expenditure forecasts.
  • To act as a focal person for smooth coordination and timely conclusion of annual audit.
  • Assisting Team Lead in ensuring compliance of mandatory tax requirements and other applicable rules and regulations.
  • Coordination with Tax consultant for preparation and filing of Annual Tax Return.
  • Preparation of transactions details, reconciliations with tax return, break up of allocated costs and subsidiary details in response of any tax notices issued by FBR.
  • Leading the team for extracting and provision of supporting data; as required by the Commissioner.

Funds Management

  • Manage cash flows and maintain proper liquidity and funds status to ensure funds are available for smooth running of TDEA's operations.
  • Prepare and maintain proper bank reconciliations of funds.
  • Ensure the maintenance of liquidation status of projects and prepare the forecasts for request of funds to donors so that projects are run un-interrupted.

Budgetary Management

  • Assist Team Lead in preparing TDEA's annual budget; considering the future resource requirements and ensure its effective implementation via monitoring and analyzing the trends and make recommendations for cost controls.
  • Assist Team Lead in preparing cost proposals/budgets for potential opportunities.
  • Work in close coordination of Team Lead and prepare project budget re-alignments, revisions, allocations and keep track of expenditure against budgets.
  • Keep the Team Lead and management abreast of overall progress and results against budgeted activities and subsequently its future planning, assess the time overruns, cost overruns and other elements for effective implementation of the projects.
  • Quarterly review of annual budget including update on LOE's and Funds and making adjustments in the budgets in conjunction with the emerging requirements.
  • Prepare the monthly and periodic reporting for management and BOT.

Contracts Management

Assist Team Lead in:

  • Evaluating, negotiating and finalizing new contracts, replacement contracts, contract amendments, contract renewals and contract terminations in line with the donors and TDEA policies and procedures.
  • Administration and management of on-going projects, and close out procedures of expiring projects.
  • Coordination with donor and ensuring the contractual compliances for smooth implementation of the project and respond to their queries.

Grants Management

  • Processing all grants in accordance with the Grants Manual and keep the manual updated with the applicable changes.
  • Preparation of sub-grants’ budgets, reporting requirements, scope of work and other modalities in line with the programmatic design.
  • Prepare the sub-grant agreements/ contracts and ensure their implementation in compliance with donor rules and regulations and organization’s policies and procedures.
  • Ensuring pre-award assessments, financial review/monitoring, analyze budgetary line items compliance, capacity building of and technical advice to sub-grantees including development of financial monitoring tools.
  • Coordination with IT and effective utilization of Grants Management Information System.
  • Ensure proper documentation including grantees' monthly reports, invoices, supporting documents and maintain a comprehensive grantees' database.

JOB SPECIFICATIONS

Required Qualification, Experience and Competencies:

  • Master’s degree in Finance (HEC recognized university),
  • C.A Finalist with article ship completed from QCR firm, or
  • ACCA qualified.
  • Minimum five years of relevant experience.
  • Excellent IT and Communication skills.
  • Precision and attention to detail.
  • Strategic mindset, and ability to analyse information quickly.
  • High level of integrity and transparency.
  • Fluent in English and Urdu.
