A. Background
The Trust for Democratic Education and Accountability is implementing an 18-month project “Empowering Youth for Civic Leadership”, which is funded by the United States Department of State, Embassy of the United States in Islamabad. The project seeks to empower young Pakistani citizens aged 18 to 30 including women, members of religious and ethnic minorities, persons with disabilities and gender minorities through training, mentoring and handholding, placements with reputable organizations and statutory commissions, funding their community projects and actions, and providing them exposure to governance and policy environment. These actions will enable these young Pakistanis to actively engage in civic and democratic affairs, contribute to the development of their communities, advocate for positive social change, and assume leadership roles in future. The project will be implemented across four provinces of Pakistan, Azad Jammu & Kashmir, Gilgit Baltistan and Islamabad from October 2024 to March 2026.
TDEA wants to engage Subject Expert – Youth and Community Engagement for developing a curriculum focusing youth empowerment including an action toolkit and a facilitator manual for training workshops to be held under the Empowering Youth for Civic Leadership project. For this, TDEA will invite the subject experts to participate in a curriculum development workshop along with a diverse panel of thematic experts on governance, leadership development, inclusion and adult learning. The key topics to be covered in the toolkit for promoting civic and democratic engagement include:
a) Constitution and Fundamental Rights
b) Civic Responsibility and Volunteerism
c) Local Level Change Strategies
d) Governance and Policy Environment
e) Diversity in Democratic Societies
f) Media Literacy and Civic Engagement
g) Conflict Resolution and Peacebuilding
h) Environmental Sustainability and Civic Engagement
i) Digital Citizenship
j) Gender Equality and Inclusion
B. Specific Role
The Subject Expert – Youth and Community Engagement will support the project implementation team and will report to Team Lead. S/he will be required to deliver the following by the timeline agreed with the Team Lead:
1. Annotated List of Learning Resources for Youth: A list of essential action-oriented resources for youth on the subject of youth and community engagement. These resources may include, but are not limited to, reading materials, training programs, toolkits, groups and networks, and funding and work opportunities.
2. Outline of Action Toolkit: A draft outline of an action toolkit related to youth and community engagement. The toolkit should provide youth with practical tools, steps, and strategies for civic leadership.
3. Content for Action Toolkit: Tailored content for the action toolkit on youth and community engagement. This content should prioritize engaging visuals, interactive elements, and user-friendly formats to enhance learning and retention.
4. Training Module for Youth: A comprehensive training module to orient the training participants on th use of action toolkit on youth and community engagement, focusing on practical application and problem-solving. The module should include:
a. Session Plans: Detailed structure of training sessions, including learning objectives, time allocation, and methodologies.
b. Participant Handouts: Handouts, guides, and exercises to reinforce learning.
c. Case Studies and Examples: Include examples from Pakistan or globally to illustrate key concepts.
5. Facilitator’s Guide: A facilitator’s guide providing detailed instructions for delivering the training module.
6. Recommendations for Facilitators and Guest Speakers: A list of 2-3 potential guest speakers or facilitators for the youth training program relevant to youth and community engagement, including brief bios and justification for each recommended.
7. Review of Final Training Materials for Youth: Feedback on the final version of the youth action toolkit and facilitator’s guide.
8. Training Efficacy Evaluation Metrics: Set of indicators and tools to evaluate the effectiveness of the training sessions, focusing on both knowledge acquisition and practical application.
C. Qualification and Experience
Qualification
Master’s Degree in any discipline of Social Sciences.
Experience
Minimum 10-year experience in relevant field
Language
Excellent written and oral communication in English and Urdu. Knowledge of any regional language will be preferred.

Payment:
Payments to consultant will be made on deliverable basis. Any payment made to consultant on account of services will be subject to withholding tax, if applicable, in accordance with the laws of Pakistan. Travel and boarding lodging expenses for field or monitoring visit will be covered by TDEA as per policy.
