The Regional Manager will provide strategic leadership to ensure the effective management of SPO's regional operations. This includes overseeing programmatic, financial, administrative, and institutional development functions. The role is focused on ensuring operational sustainability, driving program excellence, and advancing organizational growth at the regional level.

Main Responsibilities:

Management of Regional Operations (55% Time Allocation)

1. Programmatic Management:

  • Provide strategic leadership to regional staff, ensuring the planning, execution, and monitoring of all regional program activities.
  • Take ownership of specific program elements, including but not limited to:
    • Capacity building of partner organizations and regional networks.
    • Establishing and strengthening civil society networks.
    • Supporting resource mobilization efforts through concept note and proposal development, including fund management and monitoring of partner organization (PO) projects.
    • Building networks, coordination, and linkages at the regional center level.

2. Administrative, Personnel, Procurement & Financial Management:

  • Ensure the regional center's administrative, procurement, and financial operations are efficient, transparent, and in line with SPO policies.
  • Supervise regional staff performance by reviewing work plans, providing timely feedback, and addressing challenges proactively.
  • Ensure staff attendance, assign day-to-day tasks, and supervise their execution while promoting adherence to work ethics.
  • Conduct annual staff performance evaluations and provide corrective support where needed.
  • Oversee all administrative, procurement, and financial operations of the regional center, ensuring compliance with SPO procedures.

3. Governance & Representation:

  • Act as the regional representative at various forums and platforms, aligning SPO’s work with relevant thematic areas.
  • Liaise with the Board and General Body members as needed, ensuring timely updates on regional activities.
  • Participate in key regional events and maintain an active presence in regional governance and decision-making platforms.

Institutional Strengthening (45% Time Allocation)

1. Sustainability Initiatives:

  • Work closely with the Program Development Unit to seek financial support for regional programs through donor engagement and the development of concept notes, proposals, and other relevant documents.
  • Oversee the development of promotional material at the regional level to support sustainability, public relations (PR), and marketing efforts.

2. Strategic Planning & Direction:

  • Collaborate with the Head of Programmes and Chief Executive to develop program strategies and introduce new initiatives aimed at institutional capacity building.
  • Prepare and manage annual, quarterly, and monthly work plans, budgets, and reports in compliance with SPO and donor requirements.
  • Represent the region in national program management, planning, and review meetings.
  • Undertake additional initiatives in line with SPO’s regional and corporate priorities as assigned by the Head of Programmes or Chief Executive.

3. Monitoring, Evaluation, and Learning (MEL):

  • Conduct frequent monitoring and evaluation of regional programming initiatives to assess processes, outcomes, and impact.
  • Document lessons learned, develop knowledge products, and implement risk mitigation strategies to ensure smooth project execution.
  • Evaluate project progress and address any project-specific challenges that arise.

4. Reporting and Documentation:

  • Undertake special assessments and reviews of key program components and partner organizations.
  • Document capacity-building processes and contribute to the Management Information System (MIS) at the National Centre.
  • Prepare comprehensive progress reports that reflect the region's achievements and challenges.

5. Human Resource Development:

  • Participate in and identify professional development opportunities to enhance personal skills and those of regional staff.
  • Recommend appropriate training opportunities for staff to support organizational capacity-building efforts.
