Description of the position
The Country Director delegates the Field Coordinator for a region of a country in which Solidarites International intervenes. S/He proposes a regional strategy according to the geopolitical and humanitarian context and ensures its implementation once validated.
This position ensures that projects are carried out in accordance with the Solidarites International charter, respecting all internal and contractual procedures. S/He mobilizes the material and financial resources necessary for programs to run smoothly, coordinates the teams in place, and is responsible for their security in his/her assigned zone.

Coordination and strategic orientation
- Within his/her intervention zone, monitor and analyze the humanitarian, political, cultural, social, and economic context.
- Within his/her intervention zone, propose and develop an operational strategy aligning with the association's policies and the population's needs.
- Within his/her intervention zone, propose new operational directions according to how the context develops.
Relevance and operational quality/operation monitoring
- Ensure the coordination, development, monitoring, and evaluation of the programs implemented within his/her intervention zone.
- Ensure that the programs in his/her intervention are relevant and consistent.
- Ensure that the programs in his/her intervention zone are implemented in accordance with the annual operational strategy, Solidarites International's technical requirements and financial donor criteria.
Resource management
- Propose the human, financial and logistical scale for his/her intervention zone and its organization.
- Ensure that financial resources and other means necessary for accomplishing projects in his/her intervention zone are mobilized.
- Guarantee the appropriate use of resources in his/her intervention zone.
- Human resource management
- Build and maintain a team dynamic which enables the objectives of Solidarites International to be carried out in his/her intervention zone.
- Promote the ethics and values of Solidarites International
- Monitor the implementation of Solidarites International's human resources policy and procedures (recruitment, EAP, etc.)
- Monitor the personal and professional stability of Solidarites International employees and ensure an adequate living and working environment is maintained.
- Manage associates placed under his/her direct supervision.
Security
- Responsibility for the security of teams and property in his/her assigned zone under the Country Director’s supervision.
- Monitor and analyse the security situation and ensure teams understand it.
- Ensure that all new arrivals in his/her intervention zone are given a geopolitical and security briefing.
- Under the supervision of the Country Director (CD), ensure that all documents and procedures relating to security are updated regularly.
- Ensure that all security rules and procedures are respected in his/her intervention zone.
- Ensure that a permanent security monitoring system is set up.
- Ensure the immediate management of any security incidents occurring in his/her intervention zone and immediately notify the CD.
Financial backer relations/search for funding
- Monitor and analyze financial donor strategies in his/her intervention zone.
- Participate, at the request of the CD, in the search for funding and ensure the financial stability of the organization and the programs implemented in his/her intervention zone.
- Strengthen relations between Solidarites International and donor representatives in his/her intervention zone.
Internal and external communication
- Ensure that documents produced in his/her intervention zone meet deadlines and quality standards.
- Ensure that all internal reporting respects the standard formats and procedures.
- Organize regular coordination meetings.
- Ensure that key operational information circulates properly in his/her intervention zone and between the base and the country coordination.
Representation
- Be the official representative of Solidarites International in his/her intervention zone for aid workers, administrative, political, and local authorities, civil society, and the media.
- Be an active participant in humanitarian forums and relevant coordination meetings.
PROFILE DESIRED
Studies: Master or equivalent, in project management and or administration, logistics or equivalent
Experience: 5 years’ experience in the sector at the same level position, experience in safety context analysis and team management in the development and humanitarian context is an asset
Languages: English professional working.
Skills: Good writing skills, good knowledge and experience in project management and project proposals, good knowledge of NGO coordination and humanitarian needs analysis, Managerial skills, particularly in team management and coaching and conflict resolution, good budget management and monitoring skills
Knowledge of specific SI themes and tools is highly appreciated.
Solidarités International (SI) is a French humanitarian organization that provides aid and assistance to victims of wars or natural disasters. For more than 40 years, the association focused on meeting three vital needs: water, food and shelter. After responding to emergencies by supplying assistance directly to those in need, they help vulnerable people until they regain their livelihoods and the autonomy needed to tackle the challenges of an uncertain future with dignity. These efforts would not work properly, or even be possible, without the fierce determination to constantly respect the humanitarian principles of humanity, independence, impartiality and neutrality. In Pakistan, Solidarités International has been present with a prior interventions starting in 2005 and a scale-up of operations that was launched in the response to the 2010 floods in the Sindh province. The objective was to support the flood-affected population during the calamity through an improved access to WASH facilities and later on was expanded to provide longer-term improved access to WASH facilities in the province coupled with a disaster risk reduction set of activities. After closing its mission due to lack of funding opportunities, SI has recently sent a member of the emergency desk to evaluate the impact of the 2022 floods and the potential added value for SI to re-launch activities in the country. Following this, SI is now launching a first phase of operations in Sindh in collaboration with and in addition to the actions carried out by the authorities and NGOs on the ground, Solidarités International teams are preparing to deploy a rapid multisectoral response tailored as closely as possible to the needs of the targeted populations, which could include: - Providing access to safe drinking water; - Providing emergency latrines to limit open defecation and reduce related health risks; - Distributing essential emergency goods to households whose homes have been destroyed, which could include tents, blankets, hygiene kits or basic household items. Solidarités International will assess the possibility of also supporting the population in the recovery of agriculture and livelihoods in order to limit the harmful effects of this crisis over time as well as on longer-term WASH activities. Thus, SI is aiming at relaunching activities and hoping to secure funding to support the affected population for a longer period.
