1. ROLE IN THE ORGANIZATION:

Under the Technical guidance of the Country Programme Coordinator, the Base Programme Manager will be responsible for providing program strategy, and technical and managerial leadership for program development in SIF Mission Pakistan at base level Peshawar, KPK, ensuring overall achievement of program goals and objectives, quality outcomes. S/he also ensures overall program quality, effectiveness and accountability, following humanitarian assistance core standards, program sector technical standards, donor requirements, country regulations, and SIF’s organizational mission, standards and operating principles. The Program Manager is responsible for representing Alight in relevant program donor, technical or sector coordination, briefings or similar meetings, and providing feedback/advice to program management and technical team.

The program manager will work under the direct supervision of the Field Coordinator and has direct responsibility or oversight for program development, design, and resource acquisition, following high standards, timeliness and effectiveness.

2. MAIN RESPONSIBILITIES:

Objective 1: Program Development (50% of the time):

  • With the support and leadership of the Programme Coordinator, lead all aspects of program development - conceptualizing, design, preparation, revision, and submission- ensuring requisite participation of targeted clients, supporters, and partners.
  • Lead proposal writing for all calls for proposals for institutional donors.
  • Work closely with all departmental leads and the POMA Desk in HQ for quality development of proposal budgets and work plans.
  • Responsible for ensuring a robust funding strategy and donor mapping is in place for the SIF mission.
  • Lead the program towards proactive research and analysis of industry trends, donor strategies and funding priorities, for programming development.
  • Put in place a mechanism for tracking and relaying of intelligence on funding opportunities to relevant business development and program staff on time for execution.

Objective 2: Program Strategy & Accountability (20% of the time):

  • Ensure programs are aligned with the SIF Country Strategy and contractual obligations of awarded grants, program sector standards, and humanitarian guidelines.
  • Facilitate the provision of technical guidance and support, to staff and partners, on all of mission programming.
  • Proactively monitor program implementation, promptly reporting unexpected delays, costs or quality issues, and resolving issues and initiating appropriate corrective action.
  • Closely work under the direct supervision of the programme coordinator to ensure that adequate program performance and measurement tools and processes are in place, implemented and enable ongoing learning and improvements.
  • Ensure that adequate M&E tools and processes are in place, and facilitate the adoption of harmonized methodologies for monitoring and reporting.
  • Ensure overall programs' internal/external compliance, reporting and documentation.
  • Provide opportunities for effective learning, sharing, and innovation, through reflection and regular dialogue among program teams.
  • Conduct regular visits to field offices and project sites to monitor program performance. Provide feedback to staff on gaps and areas for improvement and identify needs for ongoing capacity building.

Objective 3: Reporting (15% of the time):

  • Conduct comprehensive reviews/edits on all programming reports, briefs and presentations, ensuring quality and correctness before dissemination.
  • Coordinate regular programming sharing, reports and briefs with donors and external agencies.
  • Lead finalization of all donor reports and ensure timely and quality submission.

Objective 4: Strengthening SIF’s Coordination and Outreach (15% of the time):

  • Coordinate and communicate with key actors: donors, government, international agencies, and I/NGOs on Pakistan programming development.
  • In coordination with the Base Program Managers, strengthen SIF’s technical Relationship with relevant line departments, donors and partners; through regular meetings, consultations and updates on SIF programming.
  • Attend PHF meetings when instructed by the Program Coordinator
  • Ensure all the SIF program interventions are well presented at all working groups and forums as well as lead submission of reports, briefs and all requested information to PHF, technical working groups and donors.

3. REQUIREMENTS:

  • Strong leadership skills, proven experience in strategic planning, overseeing large programs and ability to effect and manage change effectively.
  • Knowledge of humanitarian response, transitional and development program concepts, policies, frameworks, standards and strategies.
  • Proficient in developing project-level Theories of Change, results frameworks, M&E systems and implementation of qualitative and quantitative assessments in community settings.
  • Demonstrated experience in program design, planning and implementation, including proposal writing, budgeting, value for money, and participatory program approaches.
  • Demonstrated advanced communication, presentation and interpersonal skills
  • Experience working with institutional donors and conventional funding mechanisms.
  • Experience working with and coordinating with donors including ECHO, DFAT, USAID, PRM, DFID and private donors and foundations.
  • Experience working and coordinating with diverse I/NGOs, Partners and Government departments.

Languages:

  • Fluency in spoken and written English & Pashto is required.
