The WASH Engineer will provide strategic and technical support and oversight to ensure satisfactory construction of climate resilient water and sanitation infrastructure in target districts. S/He will guide and support the  implementing partner field teams through appropriate technical guidance, developing overall implementation strategies and detailed work plans, tools for smooth implementation and progress monitoring, and propose changes where required to ensure high quality and sustainable results from implementation.

  • Provide technical engineering support to the Programme Field Engineers to ensure that all WASH infrastructure constructed under the Programme conforms to Government regulations, the Programme Implementation Manual (PIM) and other approved guidelines.
  • Support in the development, execution and oversight of the operational field level planning and construction of the Programme’s WASH infrastructure.
  • Provide strategic and operational direction to field teams in sustainable low cost latrine construction technologies and low cost water treatment solutions.
  • Undertake regular field visits for supportive supervision of Programme Field Engineers to ensure that the WASH infrastructure is constructed in line with the Programme Implementation Manual (PIM) and other approved technical guidelines, in an effective and timely way and to a high professional standard.
  • Lead in capacity building by designing necessary trainings and other capacity building initiatives for the Programme Field Engineers, community organizations, Programme affiliates to improve overall Programme implementation. 
  • Lead in the management of innovations related to water interventions proposed under the Programme. 
  • Coordinate closely with the GoS and Development sector partners to identify locations for development of sanitation systems and wetlands, and work with local government, PHED, implementing partners and local communities for implementation of sanitation system and wetlands as per the protocols agreed with GoS. 
  • Build good working relationships with engineers, WASH experts and focal personnel of the implementing partners to ensure technical and operational challenges are identified, communicated and addressed efficiently and promptly. 
  • Identify technical improvements and adaptations to the WASH infrastructure through regular reviews in order to enhance impact and develop the PIM accordingly.
  • Work closely with the PINS ER-3 Monitoring and Evaluation Team and the Knowledge Management Officer to develop learning and knowledge products which document findings, lessons learned and policy papers.
  • Maintain close coordination with Provincial Local Government Department, the PHED and other stakeholders to build synergies with their programme under the AAP and seek their support for Programme implementation.
  • Participate in WASH networks, meetings, and selected technical working groups as appropriate to represent the Programme and ensure collaboration with relevant technical work. 
  • Maintain coordination with key WASH sector partners (e.g. UNICEF, PCRWR) to seek their technical advice for Programme implementation.
  • Represent RSPN at WASH forums at National, Provincial and District levels.
  • Any other assignment / tasks given by the Supervisor / RSPN Senior Management.

  • Demonstrate attention to detail while keeping a strategic view, ability to follow procedures, meet deadlines, and work both independently and cooperatively with team members and implementing partners, and will be prepared to spend extensive time with field teams. 
  • Excellent communication and interpersonal skills and fluent in English, Urdu and other local languages

The Rural Support Programmes Network (RSPN) consists of ten member Rural Support Programmes (RSPs) that espouse a common approach to rural development: social mobilization. Social mobilization centers on the belief that poor people have an innate potential to help themselves, that they can better manage their limited resources if they organize and are provided technical and financial support. The RSPs provide social guidance, technical and financial assistance to the rural poor. RSPN provides capacity building support to RSPs, and assists them in policy advocacy and donor linkages. Set up by the RSPs in 2000, RSPN works closely with government, donors and communities to promote the RSP approach to community driven development that has significant pro-poor impacts. The RSPs have a long standing relationship with the Government of Pakistan, this is highlighted by the fact that five of RSPN’s partner RSPs have received substantial support and seed grants from the government, however they are all registered as not-for-profit organizations and are independent. RSPN’s edge is its vast outreach to rural communities through the RSPs, its strong and influential relationship with government for impacting pro-poor public policy, and its central position that brings together over thirty years of knowledge in participatory development work with Pakistan’s rural communities. RSPs are local, flexible and responsive organizations, RSPs find localized community-based solutions to help take Pakistan’s development agenda forward. The scale of RSP work now covers 4,401 union councils in 149 districts including the newly merge districts of the former Federally Administered Tribal Areas (FATA) and Frontier Regions (FR). Community Organisations now number 496,352 with a membership of over 8.4 million organised households, covering a population of 54 million.
