Qatar Charity (QC) is a Doha-Qatar based International Non-Governmental Organization. Since the inception of QC Pakistan in 1992, the organization reflects its greater scope of work to respond to extreme poverty and Government’s priorities. QC through its field offices enabled itself to strategically address the developmental and humanitarian needs at the very local level. QC projects are categorized under six program pillars: Youth Leadership & Social Protection, Education, Provision of WASH, Health (with a focus on MNCH), Economic Empowerment & Sustainable Livelihood (EESL) and Disaster Response & Preparedness (DRP), along with its Seasonal Programs like Qurbani and Ramadhan program etc. In Pakistan, Qatar Charity is having its country office in Islamabad and field offices in KPK, Punjab, Sindh, Baluchistan, and AJK.

1.     Job Summary: 

In direct supervision of the Project Manager (in the field office), the purpose of this position is to develop community, vulnerable population, and activity profiles on prescribed formats to support project delivery. The work of enumerators determines the delivery of assistance to most vulnerable population of the targeted areas under the project and gives a strategic direction to the project in the short and medium term. Enumerators conducts door to door assessments to develop village profiles, assess the needs and register the beneficiaries in the project.

2.     Job Responsibilities:

a.     Technical 

  •  The position will take responsibility for and be held accountable for administering a pre-defined number of questionnaires over a given period of time. The questionnaires will be filled in line with the general guidelines provided by WFP and QC and the principles/contents of the project.
  •   Develop complete understanding of project, sampling criteria, selection process, questionnaires to be used and the assigned workplans.
  • Select the appropriate member of household for assessment, follow QC protocols for beneficiary engagement, and collect qualitative and quantitative information.
  •  Ensure the maintenance of minimum quality standards of information collected, and coordinate with data entry personnel for data compilation.
  • Explain the objectives of the assessment and the project at community level and to other stakeholders including the government officials.
  •  Regularly undertake field visits, and assessments and identify alternative courses of action where needed to support the delivery of the project.
  •   Incumbents must be able to deal with community members, large crowds, and all other stakeholders who are participating in project activities.
  •   Maintain good liaison with operations staff in the field office to plan for the assessment related activities in an effective manner.
  • Must be familiar with the locality of the field to select safe and feasible locations for implementation of project activities.
  •   Perform other related duties when required or assigned.

b.     Management

  •   Maintain good coordination with local law enforcement authorities and follow their recommendations.
  •   Develop and implement assessment plans and approaches to optimize the use of resources and minimize costs.
  •  Abide by QC’s Child Protection and Safeguarding related policies to keep children and young people safe and to respond to concerns about a child's safety or wellbeing.
  •   Contribute to preparation and validation of beneficiary lists.

c.      Compliance and Feedback

  •   Must be compliant with organizational policies and procedures.
  •   Practice in rapport building in communities and households and always follow local norms.
  •   Analyse the authenticity of the information provided by ensuring direct contact with community notables and other influential people at the community level.
  •   Take lead to identify and report any issues that may arise while attempting to obtain valid data and information.
  •   Monitor and avoid and influence locals to interrupt the assessment and information collection.
  •  Must be familiar with transparent and accountable practices for assessments.
  •   Ensure adherence to the organization’s Code of Conduct, Policies on Child Protection, PSEA and other related policies/SoPs to staff conduct and behaviours.

d.     Team Management and Performance

  •  Work proactively to ensure that the assessment activities are responsive and relevant to project objectives.
  •  Contribute to ensure Prevention of Harassment, Sexual Exploitation and Abuse (PSEA) in all offices.
  •   Good coordination with the local government representatives, members of community organizations to manage assessments.

e.      Reporting

  •   Manage the filing and documentation system, ensuring that all records are kept up-to-date and secure.
  •   Assist the communities and interpret interview questions to assist people in understanding them and providing eloquent answers.
  •   Contribute to prepare assessment plans, data compilation and uploading in a timely manner.
  •   Work as part of project team in developing action points and follow up the implementation of the monitoring debriefs/review actions points related to project.

3.     Job Requirements:

a.     Education

  • Bachelor’s degree in social sciences or any other relevant discipline. 

b.     Relevant experience

  • Minimum 1.5 Years’ experience in the relevant fields with INGOs. 

c.      Computer knowledge

  • Must be proficient in MS office and other data/information related software and tools. 

4.     Skills and Personality:

a.     Communication skills

  • Must have excellent communication and interpersonal skills.
  • Knowledge of English, Urdu and knowledge of Sindhi is a plus point. 

b.     Personality description

  • Time management, rapport building and coordination.
  • Ability to maintain confidentiality.
  • Must be familiar with local customs and practices of project districts.
  • Must have pleasant disposition and friendly personality. 

c.      Technical skills

  • The ability to meet tight deadlines, achieve targets and work with minimal supervision.
  • Must be a self-starter and able to motivate members in department.
  • Must be able to work under pressure and meet deadlines and work to  established standards.
  • Willingness to frequently travel to remote areas across Pakistan.
