ORGANIZATION SUMMARY:

Qatar Charity (QC) is a Doha-Qatar based International Non-Governmental Organization. Since the inception of QC services in Pakistan early 1992, the organization reflect its greater scope of work to respond to extreme poverty and the Government’s priorities. QC through its field offices enabled itself to strategically address the developmental and humanitarian needs at the very local level. QC is undertaking programmes associated with the socio-economic development of the Country. The projects are categorized under six programme pillars: Youth Leadership & Social Protection, Education, Provision of WASH, Health (with a focus on MNCH), Economic Empowerment & Sustainable Livelihood (EESL) and Disaster Response & Preparedness (DRP), along with its Seasonal Programs like meat distribution, Ramadhan program etc. In Pakistan, Qatar Charity is having its country office in Islamabad and field offices in KPK, Punjab, Sindh, Baluchistan, and AJK.

PROJECT SUMMARY:

With financial support from WFP and under the guidance of IRMNCH&N program of Government of Punjab, Qatar Charity is providing human resource management support for the implementation of BISP Nashonuma Program in selected districts of Punjab. QC is handling the entire cycle of human resource management of BISP Nashonuma Program staff in the selected districts of Punjab, which will include recruiting, performance management and payroll processing etc. Working as a facilitator for IRMNCH program, Qatar Charity’s role is to focus only on the HR functions of the facilitation centers in the targeted districts, wherein IRMNCH&N program and WFP are providing the strategic leadership, operational management, and implementation of the BISP Nashonuma Program.

1.     Job Summary:

The District Program Coordinator (DPC) will be based in the assigned district and will act as the focal person to lead BISP Nashonuma Program activities in district. The DPC will provide immediate support to FC and mobilization team as and when requested. The position holder will maintain coordination with District Health Department (DHO) and DCNP IRMNCH&N Office, Medical superintendents of DHQ and THQs regarding smooth implementation of BISP- Nashonuma Program activities throughout district territory. The DPC will lead to establish strong working environment at all Facilitation Centres of BISP Nashonuma Program and act coordination hub between all BISP Nashonuma Facilitation Centres (FCs) in his/her district. Keeping very close coordination with QC country office (program and HR departments) would also be required for this position. The official duty timings will be 08:30 a.m. to 3:00 p.m. and Friday 0830- 13:00 (Hospital general OPD timing) during all working (06) days except for, Sundays and gazetted holidays.

2.     Job Responsibilities:

  • The DPC would be expected to manage program implementation, team management and maintaining a close coordination with IRMNCH&N and WFP in the assigned district.
  • The position is required to provide strong leadership and administrative management support to ensure that all program activities are well-coordinated and contribute to the implementation of BISP Nashonuma Program.
  • Keep focus on achieving targets and monitor and supervise social mobilization team and social mobilization activities at field.
  • Preparation of detail Project Implementation Plan (defining all activities, tasks and sub-tasks and responsible persons/teams).
  • Facilitate QC project team in preparation of Project Financial Plan (according to the PIP and then internal cost plan) with support of QC’s team.
  • Hold Coordination and orientation meetings/session with LHW programme, Nutrition stakeholders, key stakeholders in District and visit local community organization regarding promotion of BISP Nashonuma Program activities and ensure strengthening of referral system.
  • Participate in monthly review meeting of Lady Health Workers at district level and ensure strong active beneficiary referral mechanism.
  • The DPC will supervise the process of fact collection and documentation of information regarding any system error, mismanagement, and complaint (if any). S/He will be ensuring corrective measures with staff are shared with concerned team after detailed discussion with WFP or IMNCH&N team.
  • Developing, supervising, and implementing SOPs for process improvement and enhanced management of different program activities.
  • Keep the close liaison with BISP local team.
  • Coordinate with Field coordinator (WFP) to undertake joint monitoring visits at FCs and at community level (as per need).
  • Communication and coordination with the Project Implementation Unit in IRMNCH&N, Lahore.
  • Remain updated on the program targets, key performance indicators including both input and outcome based with specific timelines.
  • Close coordination with QC’s project team on project related tasks.
  • Keep continuous oversight on all project activities and tasks on daily basis.
  • Ensure communication channels are strongly followed and any irrelevant/unverified message is not delivered at all platforms.
  • Preparation of weekly and monthly update for quick assessment of performance and share it with QC regularly.
  • Participate in District Coordination Committee for Nutrition (DCCN) other health related forums at district level.
  • Ensure facilitation centres under BISP Nashonuma Program are up to date and updated record is available all the time. The DPC will make sure professional setup and beneficiary friendly environment at FCs everyday throughout program duration.
  • Performa any other tasks assigned by immediate supervisor.
