Background:

The Government of Punjab (GOP) is implementing the Punjab Human Capital Investment

Project (PHCIP) with the assistance of the World Bank to increase the utilization of quality

health services, and economic and social inclusion programs, among poor and vulnerable

households in select districts in Punjab.

“Monitoring & Evaluation Specialist” to perform the below-mentioned roles and responsibilities.

Scope of Functions:

1. Be overall responsible for the development and implementation of a comprehensive

monitoring and evaluation framework for PSPA mandated projects and programs.

2. Acquire full familiarization with the PSPA mandate, structure, and activities including all

government and donor-funded programs and their specific communication needs and requirements.

3. Assist Director M&E in the development of a comprehensive M&E manual detailing the principles and processes, scope, strategy, M&E planning process, staffing, and input needs, standard monitoring tools and approaches including M&E dashboards for PSPA’s management.

4. Review and update standard progress reporting and evaluation formats for various PSPA programs and interventions.

5. Assist in the development of Log-frames, Annual budgeted Monitoring Plans, and relevant data-collection processes, for tracking and monitoring of PSPA activities and getting necessary approvals from the management for implementation. Keep the aforementioned documents updated, in accordance with project activities and timeframes, as relevant.

6. Review the quality of generated by PSPA various nodes and activity streams, the methods of collecting it, and the degree to which it will provide good basis for progress monitoring and reporting and impact evaluation and bring improvements where necessary.

7. Establish baselines for various PSPA interventions and components along with measurable indicators.

8. Assist MIS & IT team in reviewing the existing management information systems and individual modules to assess their efficacy for management information and decision making and help improve the quality of data generated, its relevance and coverage.

9. Identify key performance indicators in line with the project objectives and use those for developing monitoring tools and a systematic M&E dashboard for PSPA.

10. Develop a M&E capacity building plan for the key staff at all supervisory and reporting levels.

11. Design and develop ToRs for procurement of consultancy services for surveys/baselines, assessments including Mid/End-Term evaluations, operations review (spot checks and process evaluation)

12. Participate in the technical evaluation of bids including pre-bid and negotiations meetings for various procurement activities related to M&E functions.

13. Review inception and other payment-related deliverables submitted by the Operations Review and Third-Party Evaluation (TPE) firm, share feedback and accept deliverables based on achieving desired level of satisfaction.

14. Participate in meetings with the TPE firm.

15. Conduct data analysis using statistical analysis tools in support with MIS.

16. Track progress of various interventions as per work plans, identify lags and issues, and advise management on corrective actions needed to ensure timely achievement of milestones and deliverables.

17. Undertake regular monitoring visits to project districts to monitor all projects that are being implemented by PSPA.

18. Identify and document lessons learnt from monitoring, routine data collection, short-term assessments and share those with the management and project team for accommodating necessary changes in the design for existing projects and future interventions.

19. Develop case studies and success stories to capture qualitative outputs and impacts of the PSPA interventions.

20. Assist Director M&E in development of a PSPA Knowledge Management system and learning strategy and its effective dissemination.

21. Keep record of the monitoring reports prepared by internal M&E and TPE.

22. Set-up a collaboration and coordination mechanism with M&E wings of Implementing

partners of PSPA;

23. Perform any other task assigned by CEO PSPA/ Director M&E in furtherance of PSPA mandate and objectives.

Qualification and Professional Experience

Qualifications

  1.  At least, Master’s degree or equivalent (sixteen (16) years of education), in Statistics/Demographics/ Public Policy/ International Development/ Economics, or related discipline, from a foreign or local university, duly recognized by the Higher EducationCommission  (HEC) of Pakistan.
  2. Advanced certification in M&E, statistics or any other relevant discipline shall be accorded due weightage.

Experience :

At least, eight (08) years of documentary verifiable experience, after acquiring stipulated qualifications, in monitoring/evaluation of social protection/poverty alleviation programmes/projects.

  2.  Developing logical framework,
  3.  Sampling design,
  4.  Conducting assessments and surveys,
  5.  Data quality assessments and oversight,
  6.  Managing and providing training to partners,
  7. Facilitating and serving as the project liaison for externally managed evaluations.

Skills:

  1.  Demonstrated ability to analyze large volumes of data and draw inferences from it.
  2.  Demonstrated report-Signals and Binary Eng.
  3.  Strong leadership and negotiation skills.
  4.  Strong and demonstrated capacity for planning, organization, and management with excellent reporting and coordination skills.
  5.  Ability to work in a team, develop synergies and establish effective working relations with various stakeholders.
  6.  Strong interpersonal and communications skills, resourcefulness, initiative, tact and

  8.  Written and oral fluency in the English language.
  9.  Proficient in using MS Office (Word, Excel, & Power Point).
