Organization summary:

The post being advertised is for an INGO working across Pakistan in different thematic areas.

1.     Job Summary:

Project Officer will be based in any of the project districts in the field as per the project needs for the implementation of WASH related activities. Project officer will move back and forth travelling in between the project districts will be a regular aspect.

The position holder is required to be mobile as S/he would be required to visit all targeted districts in Baluchistan. This position reports to the project lead. A team of community mobilizers in districts will be reporting to this position.

The position holder will support the project lead in the management of project cycle and in close coordination with the engineers, this will manage the community mobilization team for community support for project planning and implementations. The position is required to implement project activities to ensure that all project interventions are relevant, efficient, and meet desired goal and objectives.

2.     Job Responsibilities:

a.     Technical

As part of the project team and under the supervision of the project lead, the position holder will have the following responsibilities:

·       Support and manage the community mobilization team in developing a detailed implementation plan for community mobilization activities.

·       S/he is responsible to ensure WASH related targets are met as per project agreement by leading the community mobilizers team.

·       To initiate actions, access and identify the needs and assist in promoting the BCC campaigns.

·       To ensure the CIG utilization, provision of sanitation materials, among the neediest and fulfil the required project documentations.

·       To enhance the community participation in general body meetings including women children, disabled and the neediest.

·       Enhancing capacity, coordination, and harmony at grass root level (trainings/ capacity building) for the village development committees

·       Coordinate with the civil engineering department/engineers’ team in community infrastructure development, or wherever required.

·       Develop, compile, and regularly update the community mobilization information and project implementation records and progress from all the targeted districts to the project lead and meal person.

·       To address and solve problems arising in the community in coordination and support of the community mobilization team.

·       Promote accountability and ensure compliance at the field level, with organization policies, global Humanitarian Standards for Quality and Accountability, including the feedback and Complaints Response Mechanism, to ensure that affected communities and people are at the centre of response.

·       Maintain proper filing system of field visit reports and data related documents in hard as well as in soft

b.     Staff Management / internal coordination / Reporting

·     To supervise & lead community mobilization activities in targeted districts.

·     To ensure that the weekly and monthly workplans are prepared and executed timely and shared with the team and with the project lead, ensuring that all the project activities in the target districts are being implemented in the best possible way.

·     Coordination with other team members in program and in operations with respect and mutual support

·     To plan, develop and implement all the hardware, software related activities, data collection/generation and its entry into database.

·     Prepare weekly/monthly/quarterly/annual reports for his/her own part and submit to the project lead, Meal team and others.

·     To contribute, as and when required, to compile such reports for the whole project as and when required.

·     To establish healthy, positive, and productive relationships and internal personal communication with all other staff in the office with mutual respect and support.

c.      Coordination and Liaison

·     Develop and strengthen linkages with all the external stakeholders including Government line departments, NGOs, and private sector organizations.

·     To represent, as and when required, to the coordination forums at districts and provincial level.

3.     Job Requirements:

a.     Education

Masters/BS in social sciences, sociology, anthropology, rural development studies/management or in any other relevant discipline

b.     Relevant experience

Clear understanding of WASH and contemporary approaches, Responding to Emergencies and social mobilization in fragile contexts

c.      Computer knowledge

Strong communication and computer skills including working in Office packages.

4.     Skills and Personality:

a.     Communication skills

Good Communication Skills with 4 to 5 years’ experience in the similar capacity.

b.     Personality description

Courteous, Reliable, Responsible, Integrity, Punctuality, Trustworthy, & Hardworking.

c.      Technical skills

Have strong training & facilitation skills & problem-solving skills.
