Overall Role:

Manager EMIS will provide technical support to the PPIU and PMC to strengthen EMIS and RTSM systems, enhancing data-driven decision-making and operational efficiency within the Education Department. Key responsibilities include overseeing EMIS activities, ensuring data quality, and leading capacity-building initiatives at all levels. This role aims to improve educational outcomes by aligning strategies with evidence-based insights for sustainable development.

Key Responsibilities

  • Develop and implement detailed EMIS action plans in collaboration with SED and UNICEF.
  • Enhance EMIS data collection processes, including revision of census tools for school, student, and HR databases.
  • Oversee the development, maintenance, and improvement of EMIS and RTSM systems.
  • Development of SOPs for the EMIS and RTSM data collection, Data cleaning, and data validation.
  • Support the department to keep the EMIS,RTSM and CMS functional in the province.
  • Lead EMIS and RTSM activities in the province and provide technical support to decision-makers for utilizing EMIS and RTSM data in planning and decision-making processes.
  • Conduct regular data audit to identify issues in the data and suggest corrective measures.
  • Ensure data quality, consistency, and accuracy across all operational levels.
  • Build staff capacity through training on data collection, analysis, and visualization.
  • Support the development and dissemination of statistical yearbooks.
  • Generate analytical reports and ensure effective use of EMIS data for decision-making.
  • Collaborate with stakeholders to integrate EMIS data into policy and planning

Qualification and Experience

  • Master’s degree in computer science, or Information Systems or equivalent.
  • Minimum 5 years of experience in information system development, preferably in education.
  • Proficiency in data analysis tools (Excel, SPSS, SAS) and GIS systems, computer programming and Database management systems.
  • Strong analytical, communication, and training skills.
