The United States Refugee Admissions Program (USRAP) operates world-wide with a target of providing resettlement opportunities to thousands of refugees each year. IOM provides a range of services and support to the USRAP including, but not limited to, case processing, migration health assessments, cultural orientation training, organized transportation and administration of a travel loan and collections program. The Department of Operations and Emergencies (DOE), specifically the Resettlement and Movement Division (RMM), has the organizational responsibility to provide direction, oversight, and guidance to IOM’s global support to all resettlement programs.
Under the United States Refugee Admissions Program (USRAP), Resettlement Support Centers (RSCs) provide critical support and processing assistance for resettlement to the US. As part of an MOU between IOM and the US State Department Bureau for Population Refugees and Migration (PRM), IOM manages several RSCs which prepare applications for adjudication by and provide support to visiting US Citizenship and Immigration Services (USCIS) officers, facilitate security and medical screenings, provide information about arriving individuals to resettlement agencies in the US and offer Cultural Orientation (CO) training to individuals departing for the US.
Under the overall supervision of the Chief of Mission (COM) and direct supervision of the Project Officer, the successful candidate will be based in Islamabad, Pakistan and will have the following duties and responsibilities:
Responsibilities and Accountabilities
Undertake case management activities in an assigned area or areas, such as file integrity, program access, prescreening, field team, adjudications support, scheduling or pre-departure services.
Assist in the efficient and effective management of refugee case files and medical records, including, if assigned, undertaking such duties as creating new case files, distributing case files, filing returned files, keeping accurate and comprehensive track of files through the file tracking system, scanning files and transforming case files into travel packets.
Undertake refugee formfill interviews for the purposes of recording biographical information, including, if assigned, accurately completing necessary forms, correctly entering data into the Worldwide Refugee Admissions Program System (START) and other databases, scanning, photocopying, attaching and filing documents, translating basic documents, and photographing applicants in accordance with established Standard Operating Procedures (SOPs).
Assist with the organization and/or scheduling of refugee appointments, including, if assigned, running ad hoc reports, entering data into schedules in START or another database, updating schedules, issuing notifications, visiting applicants in camps and other locations to relay appointment information, and/or assisting with circuit ride logistics.
Assist with the adjudication of refugee case files by providing, if assigned, interpretation during interviews, data entry services, logistical support and assisting with the notification of results to refugee applicants as needed.
Update START with biographical and other sensitive information such as interview dates, US Citizenship and Immigration Services (USCIS) interview and fingerprint results, medical data and resettlement location preferences, and, if assigned, activate processes such as program access verification, security checks or assurances as required.
Undertake quality assurance checks of refugee files and case data in START as directed by Case Management team members or supervisors.
Provide regular reports on work being accomplished to the Project Focal Point, Case Management, and/or supervisors and team members.
Undertake duty travel as needed to participate in meetings or training.
Demonstrate a solid understanding of the USRAP, SOPs and START, as well as the ability to remain professional, impartial and unbiased during all interactions with refugee applicants and colleagues.
Maintain and ensure the confidentiality and integrity of all RSC-related information by implementing control procedures in line with USRAP standards of conduct and data protection rules. Alert the Project Focal Point or RSC management of any non-compliance to SOPs or codes of conduct by RSC staff members.
Perform such other duties as may be assigned.
1. Monitor all assigned chakkis flour fortification-related activities, including coordinating with the supervisor and WFP project team.
2. Assist in capacity-building activities for selected chakkis mill staff, food inspectors, food safety officers, LHWs, lab staff, and district focal persons on fortification, quality assurance, and quality control processes to promote sustainable and adequate/effective fortification process of chakki flour.
3. Assist in providing timely and adequate support to chakki flour fortification, installation of micro-feeders, setting calibration, and the flow rate of premix as per standards prescribed by Pakistan standard and Quality control authority and PFA regulations.
4. Closely monitor the selected chakki mills to ensure that there is an uninterrupted supply of premix to these chakki mills within the allocated territory according to their requirements and perform timely coordination with the supervisor and project team.
5. Ensure the timely and smooth supply of iron Spot test kits to chakki Mills and food inspectors for monitoring of fortification compliance at production, market, and household level.
6. Collect samples of fortified chakki flour from the selected chakki mills on regular basis and ensure its receipt at identified labs as per the experimental design.
7. Notify the district Food Fortification Committee of monthly meetings.
8. Provide social mobilization support and raise awareness among consumers.
9. Support market and household surveys to monitor the availability of adequately fortified chakki flour and ensure compliance by keeping close coordination with the project team.
10. Assist the project team in coordination measures with district government authorities for awareness-raising activities at the district level to generate demand in coordination with the designed organization/agency as per directives.
11. Prepare and submit daily and monthly project plans and reports to Supervisor.
12. Respond to queries and escalate where appropriate, in order to provide a timely and accurate service to Chakkis.
13. Identify issues and bottlenecks related to chakki flour fortification activities in the field for timely sharing with the supervisor.
14. Perform other duties as and when required/assigned by the management.
Major responsibilities:
1. Working under the supervision of PC, will provide overall data compilation/analysis and reporting support.
2. Directly interaction with the PC on guidelines and standards of data, reports and presentations.
3. Collect and compile monitoring indicators’ data and compile provincial summaries.
4. Edit data and reports submitted by the field monitors and compile indicator summaries and draft reports/presentation as per agreed schedule/format.
5. Ensure that reporting timelines are maintained.
6. Provide implementation support and overall data quality assurance to online web and SMS based systems of reporting and data collection.
7. Random supervisory field visits on Field Monitor for the spot check and any technical assistance.
8. Edit case studies/success stories submitted by FMs (1 per month).
Report to Provincial Coordinator (PC)
During campaign:
Coordinate with UPEC for quality collaboration and coordination in all campaign activities.
Analysis of 10 % Tally sheets/ missed children lists in five days of the campaign to identify reasons/ patterns of refusals and areas of intervention.
Coordinate with partner relevant stakeholders to respond to refusal clusters reported during campaign days.
Participate in morning and evening meetings at UC level during campaign days to ensure appropriate use of the resources provided for communication activities and to both address and provide feedback on communication related issues.
Follow up with the data team on data collection of communication indicators.
Monitor and supervise SMs and make notes to be submitted in the monthly reports.
Support SMs during door-to-door IPC activities.
Support in addressing cluster of refusals through identified influencers.
Support in Monitoring and supervision of the campaign including teams IPC skills
In between campaigns:
Identify potential entry points / stakeholders at the UC and community levels.
Prepare and update the Social Maps and UC social profiles and support the process of updating micro-plans with special focus on high-risk group.
Ensure that the evidence based social mobilization/community engagement plan is regularly updated and included in the micro-plan.
Ensure implementation of UC level communication activities.
Track and engage with families of missed children.
Ensure understanding of refusals through social profiling and Support in addressing cluster of refusals through identified influencers
