Role & Responsibilities;
• To oversee HRM function in Country Program in accordance with organization’s policies, procedures and practiced,
• Advise senior management on interpreting and applying organization's HR policies, rules and regulations, as well as standards and techniques taking into account the Program activities,
• Maintain personnel files and ensure that attendance records of all international and national staff of the Country Program are maintained,
• In consultation with senior management members, establish the appropriate personnel policies and practices for the national staff, in accordance with common practice and custom;
• Support the Country Representative in updating and following up with international staff absence schedule,
• To draft HR related Memos or other type of announcements for the staff,
• To supervise the preparation of the monthly payroll and salary sheets for national staff,
• To maintain and update organization’s Human Resources database,
• To maintain and update the organization’s organogram,
• To maintain and update the staff directory,
• Actively support the recruitment process and selection procedure in close coordination with the relevant supervisor,
• Assist on staffing issues and the elaboration of project staffing tables, including vacancies,
• Prepare HR related reports as required,
• Support the implementation of organization’s staff evaluation system, including promotions and appraisals based on requests by the relevant supervisors,
• To work on the TNA and find relevant trainings for the staff capacity building,
• To give orientation to the new staff on organization’s policies and code of conduct,
• To impart trainings to the staff,
• Liaise with and maintain good working relationships with other NGOs and humanitarian actors,
• Supervise and carryout the operations of Health Insurance matters and EOB, etc,
• Supervise and closely monitor Timesheet and Leave Records of employees, etc.

• To evaluate staff performance through performance evaluation checklist at the end of the year,
• Provide constructive suggestions to the top management regarding staff performance with technical assistance,
• Responsible for the placement, replacement, promotion and demotion of the staff consequence to the performance evaluation report with the prior discussion with Executive Director,
• Responsible for incentives, bonuses and all matters regarding salary increase of the staff,
• Conduct Training Need Assessments,
• Training and Capacity Building of staff,
• To design and modify HR formats with the varying needs and requirement,
• Deliver well equipped and activity based presentations on team work and capacity building during project orientation phase,
• Responsible to arrange meetings with project based staff and observe their performance, receive feed back and resolve conflicts if it has arose during the project phase,
• Ensure effective productivity of employees and use motivational tools to increase their productivity,

Assist HR Manager;
• to conduct recruitment, advertisement, CVs screening and short listing applicants for interview and go through selection process.
• Schedule and organize interviews,
• to conduct reference checks of possible candidates,
• to offer job to the final selected applicants and write down their contracts either permanent or project based,
• Maintain personnel file,
• Contract management,
• to evaluate staff performance through performance evaluation checklist at the end of the year,
• to provide staff orientation,
• to ensure that accurate job description are in place,
• to identify training and development opportunities,
• to organize staff training sessions and workshops,
• to provide constructive suggestions to the supervisor regarding staff performance with technical assistance,
• Monitor daily attendance,
• Maintain staff leave and attendance record,
• Make possible to keep busy the internee and involve them in various activities so that their capacity may build.
