A passionate researcher and a humble resource person, with a professional experience of Eighteen (18) years in social and development sector, has continued his professional career with different NGOs and INGOs that include Care Intl (MEAL Specialist), WaterAid (PMER Specialist), Islamic Relief Pakistan (MEAL Specialist), German Red Cross (PMER Coordinator), Muslim Aid (MEAL Manager), Muslim Aid (MEAL Coordinator), Save the children (MEAL Coordinator), HADAF (M&E Manager), Soft-Pakistan (M&E officer) and RIHD-HHRD (M&E Officer). He is PMDPRO (Project Management Development Professionals) certified from HAD. Having a profound hand of experience in different software applications that include the ODK, KOBO, Red-Rose and SPSS; he has conducted more than One Hundred (100) studies including the Formative Research, Need Assessments, Baseline/KAP, IVCAs, MHVRAs, projects’/programs’ Reviews, stakeholders’ assessments, risk assessments, Evaluations and Impact studies. He has supervised and trained M&E professionals and conducted numerous lessons’ learnt exercises and supported the organizations towards continuous improvement. He has successfully established and implemented the M&E frameworks, M&E Strategy, MEAL Policies, ITTs, and Community Engagement and Accountability (CEA) mechanisms or GRMs. He has imparted different professional trainings to staff of NGOs and INGOs, and moderated several research conferences. He has been the part of research ventures meant for conducting Multi Hazards Vulnerability and Risk Assessments (MHVRAs) of district Peshawar, Islamabad, Swat, Chitral, Shigar-Skardu, Shangla and Kohistan. He has been a professional trainer of MEAL; facilitated as MEAL facilitator the National Roster training for Surge Emergency Response Team (SERT) under the supervision of National Disaster Management Authority (NDMA) and National Humanitarian Network (NHN). He has assisted in proposal development in terms of Logical Frameworks (LFAs), MEAL framework, Stakeholders’ & Risk analysis, mitigation plans, Knowledge management, beneficiaries/Right-holders databases/MIS, Resource Mobilization Plans (RM-Plans) and Community Engagement & Accountability/CRMs mechanisms.
His major field of expertise revolves around Project planning and designing, Results-based Monitoring (RBM), Baseline, Formative research, Endline, Evaluation, Impact studies, Quality assurance, Community Engagement and Accountability (CEA), Beneficiaries’ Communication, proposal development, professional writing and Learnings. He has been the key member of developing different proposals of all thematic areas in the domain of Humanitarian and Development sector. and entered the academia a couple of years back as a visiting faculty at RIPHAH International University and National Defense University, Islamabad and taught the subjects of “Project management & Disaster management” for more than two (2) years at MS level. He has also moderated the 4th International Water Conference (IWC) on Climate Change & Disaster Risk Management for Sustainable Development & Businesses. Since 2006 till 2024, he pursued his professional carriers in different National and International NGOs as M&E expert/lead. In the wake of Floods Aug-2022, he pioneered Need Assessments in the affected provinces which immensely supported the Islamic Relief and the Humanitarian sector in planning informed interventions. In his recent employment with WaterAid, he led and developed the Monitoring and Evaluation Strategy, Resource Mobilization Strategy, Behaviour Change Communication Strategy for twelve behaviors, MIS tool kit and developed Grievance Redressal Mechanism (GRM) which was officially endorsed by WaterAid. He gave presentation to teams of World Bank and Govt of Punjab (PRMSC) on progress & designing of BCCs project, implemented in 16-districts of Punjab. He led several consortiums and also been the active part of MEAL related joint interventions. He is having outstanding spoken and written command over English, Urdu and Pashto.
Oversee all research and evaluation activities, including formative, baseline, endline, pre- and post-KAP, and impact studies. Guide the Monitoring and Evaluation (M&E) team, develop M&E strategies for Care International, and support proposal development for institutional funding. Track project progress, ensure quality assurance, and maintain data integrity in the MIS system.
During my tenure at WaterAid, I had the privilege of spearheading several strategic initiatives that significantly enhanced our organizational impact, efficiency and effectiveness. Below are some of the key achievements:
1. Behaviour Change Communication (BCC) Strategy Developed and implemented a comprehensive Behaviour Change Communication Strategy that effectively addressed community engagement and awareness regarding water, sanitation, and hygiene practices while focusing on twelve priority behaviours. This strategy not only informed local populations but also empowered them to adopt healthier behaviors, leading to improved health outcomes.
2. Monitoring and Evaluation Strategy Designed a robust Monitoring and Evaluation (M&E) Strategy that established clear metrics and frameworks for assessing program effectiveness. This initiative facilitated data-driven decision-making and ensured accountability, ultimately leading to enhanced program delivery and higher impacts.
3. Resource Mobilization Strategy Formulated a Resource Mobilization Strategy aiming at diversifying funding sources and strengthening partnerships. This approach successfully increased our financial sustainability and allowed for the expansion of key programs, reaching more communities in need of support.
4. Management Information System (MIS) Database and Tool-Kit for Data Collection Developed a comprehensive Management Information System (MIS) Database along with a user-friendly tool-kit for data collection. This system streamlined our data management processes, enabling real-time tracking of project progress and enhancing the quality of our reporting.
5. Formative Research Study in 16 Districts Led a formative research study across 16 districts to gather critical insights into local water and sanitation issues. This research provided a foundational understanding that informed program design and intervention strategies, ensuring that our initiatives were tailored to the unique needs of each community.
6. Baseline Study in 16 Districts Conducted a comprehensive baseline study in 16 districts, establishing essential benchmarks for measuring program success. This study served as a vital tool for assessing the impact of our interventions over time and ensuring that we remained focused on achieving our goals.
7. Presentation to Teams of the World Bank and Governor of Punjab (PRMSC) Delivered an impactful presentation to key stakeholders, including teams from the World Bank and the Governor of Punjab under the Punjab Rural Municipal Services Company (PRMSC). This engagement highlighted our strategic initiatives and demonstrated the potential for collaboration, paving the way for future partnerships and support.

1. Country MEAL Strategy: I spearhead a comprehensive Monitoring, Evaluation, Accountability, and Learning (MEAL) Strategy that enhanced our organizational capacity to measure and improve program effectiveness, ensuring accountability to stakeholders and beneficiaries.
2. DNA’s for Flood Emergencies (2021-2022): Conducted Detailed Needs Assessments in Khyber Pakhtunkhwa, Baluchistan, and Sindh following the devastating floods of Aug-2022, Rapid Need Assessment following the earthquake in Harnai, Balochistan, to determine immediate humanitarian needs and inform our response strategy. Executed comprehensive need assessments for various projects, including the WASYLA project in Islamabad and Quetta, NDMs and Tirah Khyber Agency, Protection of Children at Risk (POCAR-II) project in Rawalpindi.
3. Baseline/Endline, Evaluation and Impact Studies: Conducted more than fifty (50) baseline and endline studies for numerous projects including the Climate Sensitive Livelihood Modeling Project (CSLM), Caring Communities for Children (CCC), Empowering Widows in Need (EWIN II), Imbalance and Conflict Prevention and Peacebuilding project, impact studies for NDRMF II project in Balochistan, GAP project, Emergency Action with Resilience Niches (EARN) and Resilient Actions for Inclusive Response (RAIR).

Learning Review of Emergency Response (2022): Facilitated a Learning Review of our emergency response efforts, capturing insights and lessons learned to enhance future responses and improve operational effectiveness. I also conducted thorough reviews of process and performance indicators in light of project goals and objectives.

Quality Benchmarking for Program Interventions Facilitated program teams in establishing quality benchmarks for all key interventions, enhancing compliance and quality assurance across initiatives. This proactive approach ensured that our programs met high standards and effectively addressed the needs of beneficiaries.
4. Data Management and Quality Assurance Designed and reviewed data collection tools, tracking formats, and databases, prioritizing data quality, reliability, and consistency. By sharing regular monitoring reports with relevant team members, I enabled informed decision-making and fostered a culture of accountability within the organization.
5. Reporting and Communication Provided timely monthly and quarterly updates against the project MEAL plan, as well as contributed to the MEAL sections of project progress and donor reports. My ability to synthesize and present data effectively ensured stakeholders were kept informed and engaged.
6. Proposal Development By liaising with the Field Office Program Team and other functional departments, I leveraged the outcomes of the MEAL function to design and develop high-quality proposals. This collaborative effort ensured that lessons learned from past projects were integrated into future initiatives.

Learning and Knowledge Dissemination I documented and disseminated key lessons learned from monitoring and evaluation reports, producing learning publications and conducting workshops to share these insights. By creating a learning register and facilitating stakeholder interviews, I ensured that our organization continually benefited from past experiences.
