Role and Responsibilities 
 Being the primary focal point for communication between ACTED and its implementing partners (IPs), coordinating all partner-related aspects with relevant ACTED departments
 Lead on partner identification and due diligence processes and risk mitigation plan when projects necessitate the presence of an implementing partner.
 Supervise ACTED sub-grant allocation processes including Grant Agreement (GA) Drafting, IP Budget and GA signing.
 Ensure partners are appropriately inducted and trained, informed and aware of their contractual commitments.
 Ensure all project indicators are regularly and systematically monitored. 
 Ensure compliance of IPs with ACTED policies on “Contractual Modalities with Implementing Partners and Service Providers”.
 Conduct Monthly field visits to monitor the project progress and compliance by partner.
 Meet with relevant government stakeholders on behalf of ACTED along with the IP to ensure coordination and involvement of stakeholders in the project and its sustainability.
 Leads the process of establishing and implementing partner grant management system and ensuring the compliance with internal and donor reporting requirements. Internal Coordination and Compliance
 Coordinate relevant ACTED departments for Due Diligence processes, gathering their technical reviews of IP’s capacity, consolidating Risk Management planning and implementation.
 Coordinate ACTED Departments for training planning and implementation for implementing partners.
 Working with the Project Development and the Finance Department, to ensure that internal and donor reporting requirements are met.
 Working with the relevant Program department, ensure that project kick-off/close-out and lessons learning meetings are held with the implementing partners and that partners are fully informed of their role and commitments.
 Working with the AME Department, contribute to the development of partner M&E Plans, including work on log-frames and indicators, and ensure that project indicators are regularly and systematically monitored and reported.
 Working with the Finance Department and Compliance/Transparency Department develop partner payment, audit and expenditure verification plans, and monitor/coordinate their implementation.
 Working with the Logistics and HR departments, in line with ACTED’s partner classification system, ensure partner follow appropriate Logistics (incl. procurement) and HR (incl. recruitment) procedures.
 Manage reporting flow between partners and ACTED, including verification of partner accountability documentation where required.
 Working with relevant ACTED departments, report issues of partner non-compliance and ensure compliance action plans are developed and implemented. Capacity Building
 Ensure that partners implement appropriate project management and accountability tools and systems, especially on GESI and Safeguarding.
 Ensure that partners are trained on and understand ACTED’s Code of Conduct and its accountability, transparency and grievance management system.
 With partners and with ACTED departments develop and implement organizational and technical capacity building plans, as relevant to the programs implemented with/through partners.
 When relevant, implement ACTED’s Grassroots Organization Institutional Capacity guidance (for sub-party grantees in CSO capacity building related projects).

The Area Coordinator is responsible for the implementation of ACTED’s projects in a Province Role and Responsibilities:
Ensure ACTED Representation in the area of activity:
 Re-presentation vis-à-vis provincial authorities: Participate in official meetings to ensure maximum visibility vis-à-vis provincial authorities.
 Re-presentations vis-à-vis Donors: Establish and update contact details of potential Donors active in the area of activity; Participate in Donor meetings at provincial level and communicate relevant information to the Country Director; Circulate the Annual Report.
 Representation amongst other international organizations: Participate in inter-NGO coordination meetings. Ensure maximum visibility of the organization amongst the humanitarian community at provincial level. Lead the production of reports and ensure the timeliness and accuracy of information provided. Contribute to the creation of a positive image and overall credibility of the organisation, notably through the application of ACTED’s mandate, ethics, values and stand-point with regard to other actors.
Contribute to the development of a global intervention strategy and to support its implementation at provincial level:
 Analyze the context and develop strategic plans, in consultation with the Country Director: Gather and analyses information regarding opportunities and risk. Define an operational strategy for finances and HR.
 Implement the financial strategy: Oversee drafting of projects and budget development. Lead fund
raising and negotiations with Donors in the area of intervention. Lead the application and adherence to contract terms and requirements. Supervise overall financial commitments and financial risk.
 Implement the operational strategy: Supervise Project Managers in the area of intervention in project implementation. Ensure global coordination and complementarity amongst projects within the area of intervention. Assess activities and ensure efficient use of resources. Ensure completion and regular update of Project Management Framework. Build and/or improve systems to supervise and manage the implementation, monitoring, learning and evaluation of program;
 Oversee Reporting procedures: In coordination with the Project Development Manager develop a reporting schedule with regard to Donor deadlines; plan and supervise the development of narrative and financial reports.
FLAT Management:
Closely supervise and monitor the work of finance, administration and logistics in the area. Set up and follow up of weekly FLAT meetings with Area FLAT team.
Supervise FLAT system and procedures within the base and build a strong communication with Islamabad FLAT team for better implementation.
Respect ACTED FLAT system and ensure that all FLAT documents are timely provided for Islamabad FLAT team and Coordination review.
Oversee Staff and Security:
 Guide and direct the staff of the area of intervention: Organize and lead coordination meeting. Prepare and follow work plans. Ensure a positive working environment and good team dynamics. Adapt the organigram and ToR’s of personnel according to the area development. Undertake regular appraisals of directly supervised staff and pass appraisal forms to the Country HR and Administration Manager with recommendations (new position, changes to contract or salary etc.  Oversee staff security: In cooperation with the Area Security Officer, monitor the local security situation and inform both Country Security Officer and Country Director of developments through regular written reports. Update the security guidelines in the area of intervention.
Ensure that security procedures are respected by the whole staff Safeguarding Focal Person:
 Being Area Coordinator I was the focal person for all safeguarding matters. I had to ensure compliance of all ACTED policies at area level.
 Addressing all complaints and update to country coordination and country HR department well on time. Forward all level 4 and 5 complaints (sensitive) to country HR department for further process

TRole and Responsibilities:
Under the supervision of the Deputy Area/ Area Coordinator, the Project manager is responsible for the implementation, management, and development of the designated project. Ensures project Implementation, manage Program field team, collaborates with Monitoring and Evaluation unit. Provides regular meeting to review all FLAT follow up for the project(s). Preparation and weekly update the Project Management tools (i.e. PMF, Log frame, BFU). Develop team capacity at both the individual and group level by organizing/ facilitating trainings internally or through specialist agencies / individuals Program Management Implementation of Project Cycle Management Framework:
 Ensure that project cycle management tools, including the PMF are developed and regularly updated, together with Field Officers for all projects undertaken.
 Ensure that project implementation is conducted within the parameters of the PMF and that this reflects the proposal objectives.
Field coordination visits to ensure that:
 Activities are correctly completed across the village tracts of intervention and that expected standards are met. Challenges to implementation are identified and addressed in a manner that takes into account beneficiary needs and expectations.
 Community / beneficiary feedback is collected and shared in program and coordination meetings. Targeted indicators as stated in the Project Management Framework (PMF) and/or Log frame are met in a satisfactory manner; Project Staff Management:
 Responsible for the management of project / field staff and for ensuring that all field teams are comprehensively briefed on the objective, expected output and overall implementation strategy of any given activity.
 Ensure that Project / Field staff are given training and complete all the necessary documentation in line with program requirements.
Coordination:
 Ensure regular meetings with HR, Finance, and Logistics Departments to support mechanisms such as the BFU, Procurement plan, and recruitment are completed on time and reflect operational realities/needs. Reporting:
 Support the Reporting manager (PD Manager in Islamabad) in the preparation of reports to be submitted to Donors / Authorities / Coordination bodies (i.e. OCHA / Internal Coordination).
 Provide reports covering activity implementation, achievement of objectives, successes / challenges, beneficiary feedback, etc.
 Provide regular reports to the Area Coordination on the progress of the implementation of activities and on observations made during the mission and collaborate closely with the AME unit as part of monitoring and evaluation activities.
Program Development:
 Under the direction of the Area Coordinator and in coordination with AMEU, take the lead in the preparation of, and may be expected to conduct, monitoring or assessment missions to any area as part of the strategic development of ACTED’s operations in the area (i.e. for the development of proposals, for the capitalization of lessons learned, as part of a wider beneficiary / village selection process, etc.).
General Functions:
 Completion of Program Filing for Completed Projects: Ensure all relevant filing is properly organized, up to-date and complete for all projects.
Work closely with the FLAT teams to support project reconciliation / general monthly follow-up exercises.
 Commitment to Accountability to Communities: Take the lead in the development and implementation of a program-specific accountability framework to act as a guideline for all program activities.
 Facilitation: Facilitate trainings or programme coordination meetings by translating and/or leading discussions. Moreover, he/she shall be in a position to present ACTED’s global and programmatic strategies and activities in township NGO fora or for Local Authorities

Role and Responsibilities:
 Ensure the development of AMEU frameworks for all ACTED projects, in close coordination with program teams and coordination to ensure that these frameworks are integrated in the project cycle management.
 Oversee and support the development of necessary tools for monitoring and evaluation of all ongoing ACTED activities, in coordination with technical teams and coordination.
 Ensure the timely and effective implementation of all AME exercises, in coordination with AMEU field teams.
 Provide adequate reports to coordination and program teams on the findings of these M&E exercises, both to improve the quality of ACTED programming and to ensure that its contractual obligations are met.
 Provide adapted and flexible information gathering support to meet the needs of program teams and coordination regarding ACTED’s activities.
 For consortium and alliance projects, as well as all relevant partnerships, liaise with counterparts within ACTED’s partner organizations to ensure the harmonization and quality of M&E frameworks implemented.
 Ensure that sensitive or key issues related to transparency and accountability revealed through M&E exercises are treated confidentially and referred to coordination in an appropriate and timely manner.
 Develop, implement and draw regular lessons from an effective accountability and complaints management mechanism to support coordination on ensuring transparency and accountability.
