Monitoring & Evaluation Officer “Sukkur” Goal International Humanitarian Agency Key Duties: (Tenure September 2011 to April 2012) Assess • Ensure that the programme plan reflects the identified needs and priorities of beneficiaries and that any need for a change in direction of the programme is documented in reports. Monitor • Monitor the performance of the partner NGOs on a continuous basis, assessing the quality of the work, targeting of beneficiaries and general progress. • Monitor the programme inputs, activities, outputs, implementation process and continued relevance of the programme. • Ensure the quality of the work of partner NGOs is satisfactory, liaising with the GOAL Pakistan Technical staff as necessary. • Feedback information from site visits and ensures that learning from site assessments is formally documented and reported. • Gather independent information on beneficiary needs and priorities through regular assessments and surveys, using appropriate participatory rural appraisal (PRA) tools. • Alert Managers to any problems and provide suggestions for corrective action. Evaluate • Compare planned achievements with actual achievements at agreed programme milestones • Assess outputs in relation to inputs; results in relation to cost, the overall relevance of the programme, the impact and sustainability of the programme • Provides managers with strategy and policy options • Internal and/or external analysis by programme managers, supervisors, community stakeholders, donors, and/or external evaluators
