The Contract Administration Specialist will support OSU in contract administration process by establishing and maintaining an efficient financial contract management, governance and administration system of activities under the Governance and Policy Program. The scope of Consultant’s responsibilities would generally be the following:
Facilitate a technical dialogue between Government of Balochistan, Consultant/s; with a view to achieve closure on divergent interpretation of contractual clauses.
Act as a focal person on behalf of GPP Balochistan for contract administration issues that may accrue liabilities for the project.
-Monitor progress of contracts implementation to ensure that it abides by the stipulated standards, procedures and planned timetable.
Provide technical leadership for a first stage resolution in case of any dispute that GPP Balochistan may have with Consultant/s on any certification, determination, instruction, opinion or valuation related to the contract(s).
Represent / support GPP Balochistan during statutory and internal audits including audits and reviews by Donors.
Lead coordination with all other individual consultants.
Prepare end of proceedings report for GPP Balochistan after every claim incident. Such report(s) shall be drafted professionally and would facilitate any audit or other reviews.
Provide support in litigations
Designed and updated procurement work plan, strategy and procurement and vendor management processes in accordance with World Bank procurement guidelines to achieve all procurement related targets.
Function in close collaboration with sub projects to administer project procurement and retain outlined guidelines governing the procurement process for project. Prepare and maintain proper record of all procurement activities and minutes of meeting and contract negotiations. Deliver excellent first rate support to Procurement Specialist in suggesting measures to overcome critical delays for completing project in compliance with agreed procedures. Expertly identify and resolve project start-up procurement issues to create procurement packages.

• Created and executed purchase orders and requisitions to complete tasks in compliance with procurement laws, regulations, and procedures of the World Bank and Government of Pakistan.
• Generated and revised request for proposals and technical specifications from procurement stand point of view, and examined bidding documents to evaluate reports for the project while using standard World Bank documents.
Implemented contracts and assured adherence of contractors, suppliers, and consultants to the relevant conditions of contract.

Facilitated management in restructuring, organizing and capacity building of vocation training system in accordance with market needs to assure utilization of resources and maximize benefits leading to labor opportunities.
Conducted periodical evaluation of the existing programs of TEVT in all trades and development of improvement plans. Delivered support to management in managing process of course books development for instructors and trainees of TTCs and VTCs. Developed vocational Institutions curriculum, assessed proposals and tenders, and arranged seminars and workshops through close interaction with different stakeholders.
