1. Job Responsibilities:
a. Project Management
Be accountable for the budget, timeline and the scope and overall project’s implementation in Rajanpur district of Punjab.
Ensure that all project related requirements of staff are being met in a timely manner, while also overseeing the functioning of a grievance addressal mechanism.
Lead the implementation of the project activities as per the agreed workplan and the donor contract. Lead the implementation of the DIP (Detailed Implementation Plan) for the project and continuously updating it for changes if any, and to record the progress.
Keep regular over-review of the detailed implementation plan to monitor operational and programmatic aspects of projects.
Ensure that programmatic & financial reports are produced and submitted to relevant sections within the country office well in time.
Remain vigilant on compliance and legal requirements in connection with the project’s activities.
Lead accurate data collection system, monitor data for accuracy, and respond appropriately with programmatic changes as needed to meet targets.
Responsible for contract management with vendors/contractors by ensuring adherence to QC policies and procedures in close coordination with relevant departments in the country office.
To conduct regular visit of project sites for first-hand knowledge of the issues, challenges, and immediate resolution.
b. Coordination & Networking
Represent QC at all projects related coordination meetings.
Establish and maintain good relationships strong & linkages with WFP, district authorities, NGOs, and other stakeholders in South Punjab within the framework of the project.
Seek periodic endorsements from WFP on all project activities.
Maintain operational and strategic level coordination with WFP on day-today management of the project activities.
Establish and maintain partnering relationships (funded & non-funded) with the relevant government departments, donors, UN agencies, and civil society organizations working on health and nutrition.
Remain flexible to adapt and learn from others according to the contextual requirements and the needs of the project.
c. Programme Development
Contribute to the expansion of QC’s programme through strategic visioning in thematic area of water resources management.
Provide inputs in the fundraising efforts under the climate resilience thematic area, by leading the development of technical parts of funding packages (proposals, concept notes).
Promote the development of hydrology related projects by offering creative ideas and new approaches to solving problems in the thematic areas.
Actively pursue and develop internal and external linkages consistent with the vision, mission statement, core values and overall organization objectives.

Community Water Stewarsdhip Project
Core-Responsibilities:
Leadership and guidance to the project team will be the core responsibility of the project.
The PM is responsible for planning of the activities on a monthly, weekly, and daily basis.
PM is responsible for managing the team and ensure proper utilization of the human resource.
The Project Manager is responsible for the timely and accurate flow of information to the head office through the Director Program.
PM is responsible for ensuring relationship building with local stakeholders (local government, governmental agencies, landlords, and community leaders) and target communities.
60% of the time of the Project Manager is required for the fore-mentioned activities and the remaining 40 % of the time required to support the project team by actively participating in capacity building of communities and development of IEC materials.
Lead the process overall planning ensuring all agreed activities and targets have been included in the plan and ensure that field teams have required resources for the implementation of the project.
Provide strategic direction to the project team for effective implementation of the project activities and ensure that all agreed targets have been achieved within a given time period and with agreed financial resources.
Ensure that all community mobilization activities by Social Mobilizers, LSOs, and CRPs are implemented as per the approved project document
Maintain close coordination with Deputy Commissioners and Department of Health (DoH) to seek their support for training of project staff, LSOs, and CRPs on technical aspects and mobile COVID-19 testing in target districts.
In consultation with District Health Office develop a monthly visit plan for mobile testing teams and get it approved from DoH and provide logistic (Vehicles)support to mobile testing teams for implementation of this plan.
Coordination with the Department of Education for the identification of schools for the installation of Handwashing stations.
Conduct meetings with local Market Committees for identification of sites for installation of handwashing stations in markets
Attend all meetings convened by District Administration and share progress updates and seek the guidance of district stakeholders for project implementation.
Undertake field visits and provide on job guidance and support to field teams for implementation a per approved document.
Ensure that available programmatic and financial resources are utilized only for the project and ensure compliance with donor requirements.
Share monthly and quality project progress reports for onward submission to Donor.
Any other tasks assigned by the Supervisor.
Supervise the drafting of Environmental Impact Assessments for all WASH activities. Major Duties and Responsibilities:

To conduct an assessment at the village and school level and generating of the quality environmental report as required by the donor agency and HQ.
Responsible for the identification of school in targeted areas and conducting all the designed activities at the school level.
Responsible to submit the environmental impact assessment report of all targeted schools in the first quarter of the project with strong coordination with environmental specialist of the local government department.
Responsible for the preparation of Environment and Social Mitigation Plan (ESMP) for school construction activities.
Responsible to facilitate Project Coordinator in third-party evaluation visit and all other activities at the field level.
Responsible to delivered sessions on environment-friendly methods for sanitation and construction of environment-friendly and low-cost latrine.
Define program implementation modalities (targeting criteria, mobilization modalities, local partnerships, participant training curricula, monitoring systems, staff schedules, etc.) in coordination with the Project Coordinator.
Ensure quality and integrity of implementation, including adherence to technical guidelines, administrative systems, and established deadlines. Identify and respond to related staff capacity-building priorities.
Evaluate the relevance and appropriateness of current and future programming in relation to water, sanitation, and hygiene promotion in the local context.
Prepare internal and external reports for donors and regular reports as required by the Project Coordinator.
Mainstreaming climate change, gender, protection, and DRR in project/program activities.
Designing mid-term (early recovery) and short-term recovery stage Hygiene promotion and sanitation programs implementation for higher impact based on the current situation and background of the area of intervention
Develop and maintain program monitoring and reporting system, ensure all the activities are environment-friendly.
Develop culturally acceptable and easy to understand hygiene and sanitation promotion tools (CLTS) for public health promotion and ensure appropriate implementation of it under the direct guideline from the Project Coordinator.
Regular monitoring and impact assessment of hygiene and sanitation promotion activities and incorporate lessons learned to exist programs on a timely basis.
Contribute to developing concept papers and proposals for prospective donors under the guideline from Program Manager at HQ and Project Coordinator at the district office.
Represent the organization externally and collaborate/coordinate with government authorities, NGOs, and UN agencies on WASH issues at district and province level as per guideline provided by the Project Coordinator.
At regular intervals (minimum beginning, middle, and end of projects) brief relevant staff on the environmental impact of the project.
Provide technical support to staff and promote learning based on project objectives and activities and ensure documentation and sharing of learning with other sectors and programs.
Reporting to the Project Coordinator at the district office level and any other task assign by the Project Coordinator and Senior Manager at the HQ level.
To supervise regular data collection and ensure the quality of the data by random verifications and validations.
To record, manage, and preserve monitoring and evaluation data in a safe and accessible way.
To analyze and discuss findings based on regular monitoring data.
Provide technical support on M&E and evidence-based recommendations to the relevant program staff and Head of Monitoring.

Social mapping, Transect walk/walk of shame, Calculation of feces, Flow diagram, Medical expenses, Solution, Community action plan (CAP), Monitoring
To monitor the process of social mobilization and behavior change communication process, the use of BCC materials, and the response from community and government.
Lead the facilitation of ignition and triggering process for Community-Led Total Sanitation (CLTS) in targeted villages and schools. Mentor Public Health Staff, natural leaders. women, school, and community facilitators on CLTS.
Form a sanitation action group by drawing representatives from all the neighborhoods of the village and link them to work with the village WASH committee.
Facilitate linking of communities to suppliers of latrine construction materials. Develop tools and checklist for participatory monitoring success of implementation.
Identify gaps and facilitate with communities how to find solutions to address sanitation gaps through community action plans. To ensure the impact of hygiene promotion activities, CLTS in changing community behavior.
Representation, Develop, maintain relationships with local government officials for advocacy of sanitation policy and conduct combined visits.
Disburse IEC material to local government offices and ensure proper display Capacity building of local government officials/TMA officials on CLTS and sanitation policy
Inform any outbreaks of diseases in order to conduct necessary actions for mitigation in coordination with Health, WASH, and other teams.
To raise stakeholders awareness on the importance of the Pakistan Sanitation Policy in coordination with Advocacy and WASH.
Responsibilities:
Create Behavior Change Communication (BCC) by mobilization.
Develop a program plan, ensure its smooth implementation, and manage the team performance of project tasks and activities that may include, but are not limited to.
Construction or rehabilitation of water networks, gravity flow systems, wells, or boreholes.

Creation and training of management structures.
Cholera prevention campaigns.
Carrying out of assessments and post-implementation monitoring.
Ensure appropriate design, construction, and lamentation of WASH hardware according to technical standards, as well as proper maintenance and use of WASH equipment.
Develop and ensure the use of appropriate techniques and materials for hygiene promotion and training.
Manage the WASH team human resources and provide technical support, training, and capacity building.
Manage the program budget through the passing of timely orders, the preparation of monthly forecasts, and the monitoring of expenditure.
Track the progress of activities, ensure the collecting of program indicators and provide on-time internal status reports and external donor reports.
Identify and monitor risks, constraints or escalating issues, and inform the hierarchy accordingly.
Ensure that all data and information are updated, well organized, and easily accessible; and that lessons learned and best practices are capitalized.
