Overall management of POEs regarding day-to-day engineering and administration related activities e.g. Work planning, supervision & monitoring, reporting, record keeping at CBO and office levels.
Assist SMP (Social Mobilization Partner) in finalization of project technical engineering standards pertaining to various infrastructure schemes to ensure that standards are applied in all CDLD projects.
Ensure the technical soundness of detailed project proposal (DPP) and find out the loopholes shortcomings in design, drawings, cost estimates and other engineering and environmental aspects of DPP.
Endorse the defined technical documents like measurement book (MB) submitted by PoE’s for release of installments to CBO during implementation.
Maintain record of each visit report by PoEs for monitoring, supervision and audit purpose.
Conducting weekly, monthly and need based planning and progress sharing meetings with engineering team and preparation of relevant reports for sharing with DO F&P and PIU
Verification of daily timesheets, vehicle logs and field visit reports of POEs.
Assigning responsibilities and allocation of resources among PoEs keeping in view their genuine needs and team facilitation
Paying random field visits to different CBO projects to monitor and report the quality of physical work & documentation and pay at least one visit to each CDLD project before release of final installment.
Be ready to facilitate and support to District Development Committees (DDC) and Technical Evaluation Committees (TEC), in followings:
Support district administration/ TEC in department wise bifurcation of Project Proposals to coordinate with concerned department for checking of duplication and expert technical input;
Facilitation for receipt, review and technical & administrative evaluation of proposals;
Subsequent proposal processing and implementation;
Facilitating in convening of special meeting of TEC for addressing implementation related technical issues Presentation of planning and progress of implementation before TEC and DDC;
Support line department for the related infrastructure project proposal prioritization based on budgeting and feasibility.
In case of any impediments, assist and facilitate POEs to support beneficiary communities for any technical engineering related matters during implementation phase;
Preparation of annual performance appraisals of Rural Infrastructure Engineers and Sub Engineers and submit to ADC F&P
Support provision of engineering input at the district level to the commissioning of 3rd party technical audits of engineering related projects;
Conduct periodic monitoring site visits to the respective schemes, to ensure that:
Best engineering practices and standards, right from start until its completion;
Agreed upon project engineering standards are being followed by all concerned at all stages of the schemes, and specifications and design criteria are being strictly applied and followed;
Quality aspects are being adopted at all stages;
Implementation progress is being maintained as per the work plan;
Support data entry operators and engineering team in updating MIS related to engineering activities i.e. qualitative and quantitative progress of CBO schemes
Support district administration/CDLD Complaint focal person in the follow up and reporting of registered complaints related to physical infrastructure, its implementation and financial releases.

Capacity Building • Ensure that all staff have accurate and comprehensive job descriptions and that performance evaluations are carried out on schedule and in detail. • Prepare guidelines and technical briefs as necessary to improve the technical capacity of the EH section. Organize training workshops to improve existing practices and introduce new practices or ideas. • Identify training needs and ensure that each member of the EH section receives regular suitable training (subject to their commitment). • Liaise with other departments to identify common training needs and organize appropriate training. • Seek ways to improve links with other departments in order to improve performance and efficiency.
