• Monitoring, assisting, and supporting transparent, timely and accurate reports according to policy, procedure and donor requirements for all in-country emergency operations and long-term development programmes.
• Ensuring quality data collection, collation, analysis and dissemination on program and, in collaboration with the Support Services Coordinator, secretariate KPIs.

2. Specific Duties and Responsibilities:

• Setting up the M&E system and ensuring it is implemented effectively by the implementing partner.
• Ensure the process for identifying the key performance questions and parameters for monitoring programme performance and comparing the targets. Design formats and questionnaires.
• Review the quality of existing social and economic data on the programme area, the methods of collecting it and degree to which it will provide good baseline statistics for impact evaluation.
• Assist PRCS to plan and conduct the beneficiaries’ selection, household and baseline surveys and ensure that they are in line with agreed processes.
• Ensure the consensus on methodology and on analysis of the implications of M&E data.
• Ensure that monitoring data are discussed in the appropriate forum and in a timely fashion in terms of implications for future action.
• With PRCs review their existing approaches and management information systems and agree on any required changes, support and resources.
• Assist to develop the Annual Working Programme Budget (AWPB) and monitor the prograemme budget execution.
• Ensure cash transfer arrangements and delivery mechanisms are synchronized with beneficiary selection and in line with the beneficiary records and ensure accurate monthly reporting of cash transfers to identified beneficiaries utilizing a robust and secure system of accountability and control.
• Ensure problems arising are quickly resolved to maintain programme progress and experience gained is properly documented.
• Plan for regular opportunities to identify lessons learnt and implications for the project’s next steps.
• Liaise and coordinate with PRCS to design Beneficiary Communications communication strategies to disseminate key CTP messages, provide effective monitoring and establish appropriate feedback channels to ensure the programme's commitment to beneficiary accountability.
• Undertake regular visits to the field to support implementation of M&E and to identify where adaptations might be needed.
• Guide the regular sharing of the outputs of M&E findings with the PRCS project staff and PRCS and GRC management.
