· Process appointment of employees, Renewal of Contracts, Hiring of Daily Wages and to maintain Personal Files.
· Preparation of Pay Rolls of Permanent, Contractual & Daily Wages Employees.
· Ensure payment of Bonus, Earned Leaves, Casual Leaves, Sick Leaves and other allowances as per Company Rules.
· Timely submission of Personal Files of Employees Appointment on Probation and Contractual Employees well before the Expiry of Contract.
· Ensure deployment of Employees in all Departments as per approved strength.
· Arrange coverage of employees in Group Life Insurance, Hospitalization / Health Insurance and Fidelity Insurance.
· Ensure compliance of Apprenticeship Rules and coordination with Directorate of Apprenticeship Training Rawalpindi.
· Maintenance and update of Service Books of Permanent Employees after annual appraisal.
· Issuance of Monthly Salary Slips to Regular Employees.
· Verification of Outstation Employee’s Salaries, TA/DA & Fuel Bills etc as per authorized limit for approval and payment.
· Posting/Transfer of Employees as per approval.
· Overtime verification and payment and to pay allowances permissible under Company Rules.
· Liaison with Labour, Social Security, EOBI and all other Government functionaries.
· To supervise performance of subordinate staff.
· To handle/deal all issues of EOBI and Social Security institutions, Education Cess etc.
Recruitment and Selection
· Co-ordinate and support all aspects of the recruitment and selection process of national staff ensuring good HR practice and transparency are adhered to
· Perform all administrative functions of the recruitment process including preparation of VAFs, job description development, recruitment planning, advertising and short-listing, selection interviews and tests, job offers, reference checks
· Participate in the interview panel for the selection of national staff positions
· Keep applicants/interviewed candidate informed of the status of the recruitment process
· Distribute offer letter, contracts and other official communication to field staff ; arrange for their signing by staff, and ensure these are sent back to Islamabad for filing
· Processing of the payroll information, ensuring that all information is accurate
· Assist HRM in assessing staffing requirements i.e. development of team structures/organ grams and the most cost effective way in which to achieve them.
· Assist in coaching and training all staff involved in recruitment on best practice and equal opportunities.
Policy and Advice
· Advise and support Line Managers and staff on HR policies and best people management practices including appraisal, staff development, discipline and absence in accordance with Merlin policies and legal requirements
· Ensure appraisals are done and proper records are available in hard and soft copies
· Ensure that the Pakistan’s HR policies, and procedures are communicated to all staff and complied with
· Contribute to the design and delivery of HR training sessions for staff on relevant policies and procedures
· Manage staff welfare policies including health insurance claims
HR Systems and procedures
· Ensure the maintenance of an effective reporting system.
· Maintain an effective HR database and filing system, with proper files maintained for each staff member, both manually and electronically while maintaining confidentiality.
· Maintain a leave tracking system which allows HR to effectively manage leave for national staff as appropriate
· Ensure time sheets are completed and signed by all staff and forwarded to Islamabad on a monthly basis
· Responsible for updating (on a monthly basis) and proper tracking of all staff contracts, alerting their line manager, when contracts are close to expire (at least 30 days in advance) or extensions need to be issued
Staff Management
· Responsible for managing and providing day-day support and guidance to the HR Assistant
· Ensure the HR Assistant has an update JD, monitor and evaluate his/her day to day performance
Learning & Development
· With the support of the HR Coordinator, Islamabad, identify the training needs of staff and contribute to the establishing of a training plan based on needs and available resources
Employee Relations
· Provide support to all managers and staff regarding staff relations and grievance and disciplinary issues Responsible for the accurate and filling of all employee grievance/disciplinary issues and where necessary consult HR Islamabad for support.
· Responsible for the accurate and filling of administrative procedures concerning local employees and send to Islamabad office eg grievance/disciplinary cases, resignations etc.
1. Conduct "Labor Laws & Worker's Right Awareness Session" for Line Managers and Supervisors to provide them better knowledge of Workers Right and Laws and train them to manage disputes on floor.
2. Ensure industrial peace and harmony in the organization based on mutually rewarding relationship with all stakeholders.
3. Provide legal opinions & suggestions to management team and Board of Directors on Labor issues and interpretation of applicable laws and formulate IR strategies according to the business need.
5. Ensure the compliance of all applicable labor Laws, handle factory inspections and period audits.
6. Negotiate Charter of Demands and Settlement of Disputes with Labor union (CBA).
7. Manage Workers Welfare Initiatives & Benefits: e.g. Employee's Old-age Benefits Institution (EOBI), Provincial Employee's Social Security Institution (PESSI), Worker's Profit Participation Fund, 10-C Bonus, Provident Fund, Compulsory Group life Insurance, Benefits from Workers Welfare Department like Marriage Grant, Death Grant, Scholarship, and free Education etc.
8. Coordination and dealing with Employee's Old-age Benefits Institution (EOBI), Provincial Employee's Social Security Institution (PESSI), Workers Welfare Fund, Labor Directorate, Registrar of Trade Unions, and Labor Inspectors etc.
9. Counseling of workers on performance issue, Individual grievances, disputes etc.
