RESPONSIBILITIES  Develop Results Frameworks and other M&E related design documents for BISP on the whole and its initiatives such as BISP’s Graduation Program; Develop Terms of Reference (ToRs) for third party Impact Evaluations, Operations Review or Process Evaluations. Work closely with all the wings of BISP in matters pertaining to M&E and provide technical assistance thereof as and when required. Draw samples for evaluations; Design in-house M&E systems for BISP’s core cash transfer programs, Graduation programs etc.; Develop system-based dashboards linked to indicators; Develop performance indicators for National and sub-national offices of BISP down to Tehsil levels.   ACCOMPLISHMENTS

2. Designed, questionnaire, analysis and report templates for Ehsaas Kafaalat Emergency Cash Assistance aimed for 16.9 million beneficiaries in wake of COVID-19 outbreak

RESPONSIBILITIES  Assist in identification of 154 million $ World Bank technical assistance requirements and contracting-in consultants to undertake TA assignments. Monitor project implementation and develop city level reports. To Monitor and report on progress of Results indicators in the Results Framework of PCGIP. Monitor Grievance Redress Mechanisms of City District Government and Water & Sanitation Agency (WASA) Rawalpindi for effective outreach and resolution of issues. Monitor progress on Eligible Expenditure Programs and Annual Development Program for compliance with Environment Safe Guards Monitor Implementation of Public Disclosure of information through multiple sources such as website and other sources. Prepare periodic reports reflecting progress against project result framework. RESPONSIBILITIES  Supervise third party evaluations and assist in design of various evaluations of World Bank Technical Assistance of USD 140 Million, Developing M&E plan for BISP based on indicators reflecting program implementation at all levels, developing monitoring frameworks for BISP’s unconditional and conditional cash transfer programs covering health, education, insurance and self-employment sectors-Develop performance monitoring dashboards reflecting trends in indicators as decision support mechanism for senior management to inform program design, prepare quarterly progress reports for all of BISP initiatives against Disbursement Linked Indicators, conduct spot checks and data validation for Poverty Score Card Survey. Develop capacity of BISP Head Office and Field office in effective monitoring of activities being implemented in-house and outsourced. RESPONSIBILITIES  Supervise work of Data entry consultant for Pakinfo and OTI databases of USAID; Conducting pre-grant assessments of sub grantees; Design and implement Baseline surveys in context of emergency relief/Rapid response sub grants; Developing and strengthening networks and alliances with development partners and managing program portfolio of thematic areas and objectives of GEP, ensure participatory monitoring & evaluation through encouraging stakeholder participation in monitoring processes, coordinating with donors and line departments; Monitoring sub grant agreements against settled deliverables across Pakistan. Identifying and designing performance questions, key Indicators, and targets for each program component and for each level of objective hierarchy. Assisting sub grantees in economic rehabilitation through multiple initiatives such rehabilitating their home based and small size business    ACCOMPLISHMENTS  1. RESPONSIBILITIES  Coordination of gender based activities of project, costing USD 8 Million, field units in association with co implementing agencies and stakeholders, Work with field offices of GRAP to generate learning and improvement in program processes, Prepare monitoring and evaluation indicators for technical monitoring and matching performance of field units to established performance standards, Prepare computer based integrated programs for preparation of consolidated monitoring and evaluation reports, Prepare monthly, quarterly and annual progress reports for consideration of various fora like Gender Mainstreaming Committee etc.
