Over the past 19 years, Nasir Ali Kazmi has worked on revenue enhancement, social protection, governance reforms and public/private sector gender mainstreaming initiatives as an evaluation, monitoring, reporting, design and implementation specialist. Presently he is working with Federal Board of Revenues Pakistan Raises Revenue Program as ME Specialist (World Bank-financed position). RESPONSIBILITIES Develop Results Frameworks and other M&E related design documents for BISP on the whole and its initiatives such as BISP’s Graduation Program; Develop Terms of Reference (ToRs) for third party Impact Evaluations, Operations Review or Process Evaluations. Work closely with all the wings of BISP in matters pertaining to M&E and provide technical assistance thereof as and when required. Draw samples for evaluations; Design in-house M&E systems for BISP’s core cash transfer programs, Graduation programs etc.; Develop system-based dashboards linked to indicators; Develop performance indicators for National and sub-national offices of BISP down to Tehsil levels. RESPONSIBILITIES Supervise third party evaluations and assist in design of various evaluations of World Bank Technical Assistance of USD 140 Million, Developing M&E plan for BISP based on indicators reflecting program implementation at all levels, developing monitoring frameworks for BISP’s unconditional and conditional cash transfer programs covering health, education, insurance and self-employment sectors-Develop performance monitoring dashboards reflecting trends in indicators as decision support mechanism for senior management to inform program design, prepare quarterly progress reports for all of BISP initiatives against Disbursement Linked Indicators, conduct spot checks and data validation for Poverty Score Card Survey. Develop capacity of BISP Head Office and Field office in effective monitoring of activities being implemented in-house and outsourced.
