While working as Asst. Manager Audit and Accounts in Punjab Mass Transit Authority (PMA), I am responsible for all audit and accounts activities for Multan Metrobus System (MMBS). A summarized extract of key duties and responsibilities is mentioned below:
Responsibilities Relating To Audit Activities:
Multan Metrobus System project is based on multiple outsourcing contractual arrangements, such as Bus-Operations Contract, IT-Infrastructure (Automated Fare Collection System, CCTV Surveillance System, and Passengers’ Information System), Janitorial Service Contract, Security and Safety Service Contract etc. Being internal auditor of MMBS, I am responsible for the followings:
1 Getting in depth and sound knowledge and expertise of outsourcing contracts and sharing with department team members
2 Verifying compliance of terms and conditions mentioned in Service Level Agreements (SLAs) of each outsourcing agreement and considering impact of non-compliance on monthly payments to contractors
3 Detailed verifications of payments considering impacts of penalties and applicable tax laws (Income Tax Ordinance-2001 and Sales Tax Act-1990)
4 Verification and finalization of vendors’ bills and monitor timely payment
o Civil Work at MMBS Corridors
o Electrical Work at MMBS Stations
o Repair and Maintenance of Property, Corridor, Equipment and Vehicles
5 Periodic visit of Corridors, Bus Stations and Depot to ensure the compliance and physical verification of SLA Clauses
6 Periodic verifications and confirmations of ongoing operations through
o Daily Ridership Record verification through KENTKART-Software
o Monitoring of incidents through CCTV Surveillance and walk through of Pictorial Evidences
o Monitoring of Bus Routes and Trips through Video Wall Surfing
1 Assessment of control risk and designing the tests of controls for specific areas in consultation with the engagement manager
2 Preparation of financial statements, cash flows and associated notes according to the SECP requirements.
3 Preparing financial statements, including tax returns.
4 Analysis of Financial Statements
5 Designing the substantive procedures in consultation with the engagement manager
6 Discussions with the clients regarding the various accounting or other issues/ matters identified during the assignment;
7 Extensive application of the International Financial Reporting Standards (IFRS) and preparation of financial statements in compliance therewith; and
8 Preparation of other deliverables, such as, management letter identifying control weaknesses, its implications and recommendations.
