Responsibilities:


Providing expert advice and assistance in developing and implementing program activities. Defining and developing strategies for technical cooperation and coordinating on technical activities. Providing organizational development to KP Right to Public Services Commission (RTSC) and KP Information Commission (KPIC) to implement RTS Act 2014 and RTI Act 2013 in KP. Facilitating dialogue with KPRTSC and KPIC and other stakeholders about the development of legal framework & its implementation with governmental entities, media, academia, civil society and citizen. Managing capacity development of DMOs and designated officers of RTS service provider line departments.
Advising KP RTS Commission and KP Information Commission on tailor-made PR mechanisms to inform citizens about their fundamental rights as per respective acts. Developing tailor-made toolkits and training manuals on RTS Act for DMOs & DOs and advice on the roll-out
Monitors the E-Governance developments at the national and provincial level and assists the programme with various IT and communication-related upgrades, projects and activities. Supported the development of FRIMS (Financial Record Information Management System) for management of local revenue collection at the Tehsil level in KP.
Preparing ToRs/RFPs/RFQs with precise scope of work along with complete technical specifications for outsourcing program activities. Developing, implementing and participating in workshops/seminars/ conferences on RTI/RTS laws implementation in Pakistan.

Key Achievements:

Introduce the RTS Public Service Day & RTS Award Ceremony in KP. The RTS Public Service Awards are now given to the best performers of service delivery every quarter by the KP RTS Commission.
Established a complete virtual office/court setup for KPRTS Commission & its 35 district field offices.
Implement the project “Claim Your Rights Campaign!” worth PKR 40 mil through IMSciences to raise awareness of citizens’ right to information and right to public services in KP.
Supported the development of Training Kits on RTS Law for DMOs & Designated Officers of RTSC.
Supported developing and implementing Digital/Broadcast/Print media strategies for KPIC and KP RTS Commission.
Conceptualized, planned and manage a study trip of 15 senior management govt officials to review the citizen-centric e-Governance model in Estonia & Belgium during 6-15 Nov-2022.
Supported the KPIC and RTS commission in the development of comprehensive DMS and websites.
Successfully completed the assessment of RTS notified public services and its mapping with SDGs.

Project of “Evaluation of the RTI Law Implementation in Khyber Pakhtunkhwa” has been selected as only project from Pakistan at Paris Peace Forum. PPF selected one hundred projects out of 700 from 115 countries (November 2019)
Developed assessment methodology for RTI laws implementation in Pakistan with support of Center for Law & Democracy (CLD), Canada, Information Commissions and CSOs in Pakistan
Developed and designed awareness material on RTI law, brochures, pamphlets and posters etc.
Developed and designed job description, handbook, SOPs and training module on RTI for PIOs in KP
Planned and implemented RTI training program for 335 PIOs in 9 districts of KP
Supported the development of comprehensive websites for: www.lcakp.org.pk, www.lgkp.gov.pk, www.kprti.gov.pk & www.kprts.gov.pk

Responsibilities:

Effectively provided technical advisory services for the development of effective IT and communication strategy necessary for PBS and Provincial Bureau of Statistics (PBoS) activities and products. Designed project activities conforming to result areas, provided collaborative support and hands-on technical advice and assistance to project and partners.
Contributed to preparing and implementing intra-project and project-partner coordination processes of PBS and PBoS activities and project target areas. Developed and organized quality assurance measures and suggested necessary changes, improvements and initiatives. Supported SGGP program in development & implementation of GIZ internal IT-policies (20%).
Assessed counterpart organization’s existing IT system & business processes and prepared incisive gap analysis reports covering detailed assessment of “as is” and recommendations for “to be” scenarios. Designed, prepared and implemented workshops, seminars and events

Key Achievements:

Developed IT Service Management (ITSM) policies & standards for Bureau of Statistics Punjab as per international standards
Developed and implemented IT standards for GIZ SGGP Offices in Islamabad, Lahore and Peshawar
Supported BoS Punjab in development of communication strategy, corporate design guidelines and user satisfaction survey
Planned and organized computer training labs of up to 80 nodes networks including telephony, electrical and infrastructure provision at GIZ/Govt offices in Islamabad and Lahore

Responsibilities:

Skillfully deployed, configured, maintained and monitored all active network equipment in order to ensure smooth network and data center operations. Supported PBS in the establishment of entire IT infrastructure in HQ and field offices. Evaluated and recommended purchase of IT infrastructure for counterpart business requirements. Specified system requirements and designed solutions
Developed and implemented IT standards/SOPs for network & IT systems documentation including server’s administration, help desk services, asset management, product warranties & service contracts. Prepared TORs for different consultancies & bid documents (RFPs/RFQs). Defined and implemented system security management policies and data backup/recovery strategies

Key Achievements:

Planned, designed & setup network of 915 nodes spread over a 3-stories building at PBS Statistics House, Islamabad including establishment of server room, & complete infrastructure (Cost: Rs. 18.3M).
Restructured and redesigned several computer labs/networks for PBS in Islamabad, Lahore & Karachi

Worked as “Assistant Network Administrator” at E-Services to Chief/Deputy Commissioner (CC/DC) Office Islamabad & Land Revenue Record Management Information System (LRRMIS) for Rural Areas of Islamabad (March 2009 – July 2010)
Responsible for managing a wide range of 33 e-services pertaining to domicile issuance, driving permit, pricelist of food commodities and NGOs registration etc. Additionally, managed the LRRMIS project for e-service delivery to the citizens including land registry, issuance of FARD and transfer etc. Managed the network, service desk operation & citizen facilitation centers for different e-service delivery. 

Implemented and maintained the IT infrastructure in 06 MOPW Project sites (in Peshawar, Kurram Agency Abbottabad & Bannu) for the provision of E-Services to the Ministry of Population Welfare in KP Province.

Provided technical support to corporate/individual clients both onsite and offsite regarding configuration and Troubleshooting of LAN, FTP, mail services, web services, Dialup, ISDN & DSL.
