More than 7 years of diverse work experience in social mobilization, advocacy, legal counseling, legal aid, research, surveys, implementation, monitoring, capacity building, and overall projects management with a multitude of organizations including FRD,CERD(protection monitoring project of UNHCR),Hujra (SRLM Project of UNDP) International Rescue Committee, particularly in conflict zones in sectors/themes such as legal aid, protection,child protection, gender, Food Nutrition, Education, ,women political empowerment Gender based violence, with MA (International Relations) LLB degrees from University of Peshawar, KP
Worked as “Legal/Protection Officer” with International Rescue Committee in “Protection Monitoring, Information & Legal Assistance for IDP’s” Project at Peshawar/Nowshera from 01-01-2015 -31st Dec 2015 with the following duties and responsibilities:-
Protection Monitoring:
•Conduct protection monitoring through regular field visits, observation, coordination with community structures and Focus Group Discussions (FGDs) to identify the protection problems of IDPs
•Assess protection needs of IDPs to identify risks and vulnerabilities, including those related to gender and age. In coordination with Senior Protection Officer, develop concrete strategies/initiatives to reduce these risks, involving and building on community capacities within the affected population to strengthen the capacity of displaced communities and other vulnerable groups to protect themselves.
•Collect information on basic living conditions and specific issues of concern among the camp residents, including information related to access to shelter, food, healthcare, clean water and hygiene, education, safety and government services.
•Gather, verify, analyze and report information on protection incidents and concerns on a daily basis.
Referral Services and Response:
•After identification of protection issue, record each incident and protection concern separately using the IRC’s reporting format and PDAs.
•Identify and strengthen appropriate service providers for referral of cases and case management services. Respond appropriately either by referring beneficiaries/survivor to appropriate service providers/authorities. Follow-up as necessary, maintaining clear records of all referrals, follow-ups and case outcomes.
•Coordinate with IRC Legal Officers and Community Service staff to ensure strong coordination with Protection Beneficiary Committees (PBC) and other community and Government groups in the identification of protection concerns and appropriate, concrete action is taken in response.
•Identify potential partnerships to implement protection strategies (for example, psychosocial support, peer support, etc) and interventions in coordination with the Senior Protection Officer.
•In coordination with other relevant actors, advocate for humanitarian access and/or intervene on behalf of vulnerable IDPs in cases of violations of national and international law.
•Ensure newly displaced families’ have access to humanitarian and government services.
Preventive Activities:
•Strategically identify areas in which further information and awareness raising activities could reduce risks to IDPs and increase their capacity to protect themselves. Using key messaging materials, such as brochures, Question and Answer (Q&A) sheets and posters produced by the IRC Information and Capacity Officer, conduct awareness-raising sessions with IDPs on protection related topics.
•Increase awareness of IDPs on their rights and entitlements through Focus Group Discussion (FGDs) and other IEC materials in coordination with the IRC Information Capacity Officer.
•In coordination with Information Officer collect data to monitor feedback to implemented radio shows
•Conduct end of project survey and Focus Group Discussions to determine increase in IDP knowledge of rights and entitlements and their perception of living in a safer environment.
Formation, strengthening of Protection committees:
•Formation, revamping and strengthening of protection committees in working areas.
•Provide technical support to protection committees for implementation of protection interventions on preventive or response side.
•Monitoring and evaluate the implementation of protection committees performance and facilitate them in building networking with service providers for referral mechanism and advocacy interventions.
•Asses the capacity of protection committees and develop capacity building plans for protection committees for building their capacity in coordination with senior protection officer and field manager protection and community services off camp.
Facilitate safe and voluntary return of IDPs:
•Provide support in data collection for various surveys as requested by UNHCR (e.g. Return Intention Survey)
•Support IRC Sr. Capacity Information Officer in off-camp location in facilitation and coordination with Protection Beneficiary Committees for strengthening of identification of protection concerns and joint responses.
•With support from the IRC Snr Capacity Information Officer, share the latest information on the situation in the areas of origin of the IDPs staying in off-camp with Protection Beneficiary Committees and IDP community to ensure that IDPs are informed about the situation should they wish to return.
•Perform any other duties as may be requested by the supervisor
Worked as “Legal Officer Protection Monitoring” in Centre of Excellence for Rural Development (CERD) in “Protection Monitoring, Information & Legal Assistance for IDP’s” Project at CERD area Office, Bannu from 01-11-2014 till Dec 2014 with the following duties and responsibilities:-
•Providing professional legal aid and counseling to CERD beneficiaries.
•Arrange and deliver training sessions to the Community Representatives (IDPs) on Fundamental rights of the 1973 Constitution of |Pakistan, Civil Documentation and other protection tools
•Regularly visiting the field, identifying the issues of the IDPs and register the same and maintain the physical files.
•Refer cases to Grievance Desk, record and verify IDPs protection related grievances, Update and correct the record of IDP beneficiaries and with their permission share the information with the relevant agencies and assist the organization Database unit in keeping grievance records up-to-date, conduct follow-up and indicate closed cases and results.
•Register and process legal cases submitted by CERD beneficiaries.
•Review and prepare legal claims for referral to other organizations/Implementing partners (IPs)
•Do court representation in legal cases of the target group.
•Enter registered cases into the database.
•Monitor and report on the progress of legal cases referred to other organizations;
•Maintain a high level of personal competence on all relevant fields of law governing the Protection Monitoring mandate, and actively participate in internal legal coordination meetings to enhance and facilitate the implementation of the project activities in the target area
•Provide regular activity reports in all areas of responsibility including weekly report, bi-weekly report, monthly report
•Established and equipped Legal Aid Desk into the premises of District/Tehsil BAR Association
•Facilitated/ supported the implementation of SRLM project activities other than the developmental specific projects.
•Facilitated Hujra-VSO, M&E section in gathering success stories and case studies to highlight the project advocacy achievements.
•Attended inter-agency meeting and producing documents(fact sheets, position papers, Context analysis)
•Facilitated free legal Aid Clinic on fundamental rights of citizens to establish level of understanding to chalk out advice plan.
•Facilitated the project manager of SRLM project in preparation of IEC material on legal obligation or human entitlements.
•Capacity building of communal group at community level on legal rights and pursue their legal cases in appellant courts or concern departments.
•Updated knowledge by studying assessment reports, News articles, Government sector specific Policies, to help identify community issues and trigger the implementations of gaps in Governments public services provision in Hujra VSO target area.
•Conducted training need assessment (TNA) related legal litigation / law suits etc within SRLM project area and insuring capacity building of the project stake holders.
•Provided monthly update on risk and responses in the field to the project management information.
