Responsible for the quality standard of all construction/rehabilitation works ( Water and Sanitation )

• Monitor construction/rehabilitation quality in line with the standard ( WASH)

• Responsible for water, hygiene and sanitation promotion works

• Coach project and government staff how to undertake ongoing technical support

• Conduct field feasibility study to new project sites

• Follow up proper management of construction sites and take a measurement, quality control, give instruction with the consultation of the WASH coordinator and other hierarchies

• Establish and facilitate training to the beneficiary at community, Education, and health facilities/ institutions.

• Ensure the technical soundness, appropriateness, and general quality in water supply and sanitation and Infrastructure project design, planning, implementation of projects, and Construction Supervision and Contract Administration.

• Work for effective and efficient thematic area coordination in consultation with the project Health and Nutrition officer and Coordinator and other project staff.

• Close monitoring and follow-up for smooth and on-time project implementation.

• Participate in Preparing and developing in consultation with appropriate stakeholders’ annual and multi-year project plan.

• Record and share good practices and case stories achievements of the project

• Participate and contribute to the quality and timely reporting and documenting of project activities including preparation of quarterly/yearly project progress reports.

• Manage and organize training, workshops, and meetings that concern the project at all district levels.

• Field supervision and quality control of the construction of borehole, Rural, and Urban piped water supply project, rehabilitation, and expansion of civil works, construction of VIP Latrine.

• Develop a standard design for all infrastructure supported by the Plan based on the humanitarian and government standard.

• Participate in the bid process, Prepares Bid documents, and construction agreements, and coordinate contract awards.Prepare take off sheet, cost, and material estimation for payment and planning

• Field supervision and quality control of the construction of borehole, Rural, and Urban piped water supply project, rehabilitation, and expansion of civil works, construction of VIP Latrine.

•        Responsible for the Assessments, detail design, BOQ, contract management, regular monitoring, WASH construction supervision, quality control, and report preparations of Water, Sanitation, and Hygiene facilities. 
•        Provide technical support to district staff and WASHCos members for the planning and implementation of WASH and hygiene practices at community, school, and health facility level to the target villages 
•        Work in collaboration with community members, local health staff such as community health workers to implement regular growth monitoring and growth promotion activities
•        Support and promote target selection and lead community dialogue sessions.
•        Facilitate and lead the district stakeholder for Implementation and integration of WASH and health and nutrition project.
Project design, implementation, and reporting

WASH Project Management

Manage assigned WASH projects in order to meet project objectives within the budget and allocated time frame.
Provide strong leadership of the assigned WASH project(s), working to ensure both short and long-term positive impacts and outcomes for the beneficiaries, local authorities (where applicable) and local WASH staffs.
Implement appropriate and effective WASH strategies in consultation with other WASH staff and field managers.
Set clear objectives and indicators for WASH activities in collaboration with the WASH staff, field managers and, where appropriate, with the local communities.
Continuously monitor and supervise WASH activities, overseeing the technical design, execution and evaluation of progress through outputs and impacts using both quantitative and qualitative data.
Provide input into the integration of beneficiary participation and accountability in all aspects of the project.
Ensure accurate and timely reporting of activities according to GFO, donor and other applicable timeframes.
Develop new proposals, linked to the country strategy, in conjunction with the relevant field managers.

Staff Management

Line-manage the WASH Manager(s) of the assigned project(s), including day-to-day management, development and training, appraisals, etc. It may also be necessary to line manage other WASH project staff.
Facilitate regular meetings to assist information sharing between project staff, to ensure all staff members are aware of project objectives, progress, current work plans and to provide the opportunity for feedback.
Provide coaching and supervise staffs in order to develop ownership and full responsibility for WASH activities.
Assess the training needs of WASH staff and ensure that appropriate training is provided/conducted.

Financial Management

Manage the WASH budget for the assigned project(s) and ensure all expenses are according to budget and meet the GFO standards with regard to financial management, including accountability and good governance.
Communication and Coordination
Develop and maintain appropriate, regular, transparent and supportive communication structures with the assigned WASH team, GFO in-country and HQ WASH managers and advisers and other relevant stakeholders (e.g. beneficiaries, community leaders, local and national government officials, UN agencies and other NGOs), with the objective of ensuring good cooperation and partnerships.
Participate in WASH coordination meetings and other working groups or meetings as required, representing GFO and feeding back to the WASH staff and field managers on relevant issues.

Logistics

Support the logistics activities of WASH staff, particularly in relation to the purchasing of supplies and equipment for the assigned WASH activities.
Liaise, as necessary, with the WASH, logistics and finance staff to ensure items are procured, transported, stored, managed and accounted for correctly.

Quality Management

Promote and use the GFO e-library and other operating procedures, ensuring that all standardised formats are used and guidelines are followed.
Ensure WASH projects are implemented in line with donor proposals and requirements and in accordancce with GFO donor, country and international standards i.e. Sphere and HAP standards
