Assist site managers and construction engineers by ensuring projects are delivered safely, efficiently, and in compliance with policies, regulations, licenses, and plan
Study the scope of civil works/minor upgrade works/Infrastructure/solarization works and support the programme officer in planning and implementation of these variety of infrastructure activities.
Draft the initial rehabilitation plan for the designated quick impact project (QIP) including intended work needed, BOQs, timeline, budgeting and recommendations for handover

·         Monitor the implementation process of quick impact projects (QIPs) through conducting frequent individual or joint field inspection visits with other relevant team members/stakeholders.
·         Maintain and manage all plans, specifications, cost, and material estimates, subcontracts, and related reports
·         Ensure control in the design of projects and specifications and ensure adherence to criteria including quality, safety, timing, and cost
·         Always maintain accurate cost control plans by entering daily units of completion, processing time cards, and preparing material packing slips for payment and cost control updates
·         Conduct technical problem investigations and participate in conducting studies, analyses, surveys, research, and development for effective solutions of complex engineering problems ensuring that such analysis considers developments within the field, corporate policies, and practices
·         Maintain all documentation control and filing.

Coordinate the procurement of construction materials, and ensure timely delivery and accuracy of purchase order
Maintain good relationships with owners, contractors, and all internal and external customer

Demonstrate strong knowledge of technological developments in the field of engineering

Responsible for preparation of BOQs, drawings & cost estimates of infrastructure projects.
Carry out (participate) in technical assessments at field level.
Conduct the sanitation marketing assessments.
Support to supervisors for conducting the feasibilities and technical surveys.
Contribute to the detailing of the civil work activities in the Project Implementation Plan (PIP).
Contribute to the Rapid Need Assessment within the first week of the project initiation in the project area. Enlist the areas where WASH is needed.
Contribute to the identification of the beneficiaries for Water, Sanitation and Hygiene services in the communities and camps in line with the Qatar Charity’s beneficiary selection policy.
Provide technical inputs during the acceptance of incoming civil work supplies and materials.
Provide technical support to the contractors/communities in installation of water safety points, hand pumps, installation of safe toilets.
Ensuring field presence to implement quality and quantity control measures during the project execution.
Essentially following the approved design specifications as provided or providing technical inputs to the Country Office on the same, given the field realities.
Keeping a track of the daily physical progress vis-à-vis the implementation. Alerting the line management of deviations while recommending means to appropriately bring on-track.
Maintaining good relations with the communities, notables and local contact persons to involve them in project activities and seek their support as and when required.
Establish strong liaison & linkages with PHED, LG&CDD, DDMA, District Administration, District Health Office, District Education Office, and other stakeholders in the project location.
To ensure the self-safety and security by observing the security protocols of the country office and the donor.
Ensure work complete as per work plan and schedules.
Resolve the conflicts on construction site. 
Ensure the quality of construction work.
Hand over the WASH infrastructure to community-based organization or committee.
Monitor the contractors work including the work plans and quality of work if needed.
Ensure safety procedures and rules are respected in the field by all workers.
Prepare regular reports on the progress of construction for the assigned sites.
Support SMU unit for distribution of sanitation materials, and ensure toilets construction
Keep all record of sanitation marketing related data, Assessment list, voucher’s

As part of the Technical Unit the incumbent will have the following responsibilities:
Provide technical information and interpretation of plans, preparation of detail estimation sheets and specifications for the successful implementation of the projects
Technical assessment of Hand pup
To Monitor, supervise (Twin set latrines Construction in school, WSS schemes in the community hand pump lead hand pump, rehabilitation of uf plants, PWD’s latrines. water pounds)
Provide daily/weekly reporting regarding projects.
Complete knowledge of surveying techniques and procedures is necessary
Prepare detailed cost estimates, planning, implementation and technical feasibility for projects
S/he shall at all times know progress of the ongoing projects with respect to planning and should be able to give details of why project ahead/behind schedule at all times
Work in coordination with SMU for developing community action plan
Work with community in training mason and other operation committee on technical aspect of the project
Work with PE for developing monitoring frame work and timeline for the project activities
Provide complete support during supervision of construction and carry out quality control inspection and monitor progress
Develop standard drawings, bills of quantities and detail materials list for projects
Provide basic technical training to the local communities for the sustainability of ongoing projects.
