Job Responsibilities
• Develop and maintain expertise in OHSMP and CEAP. Provide training and raise awareness among staff regarding implementation of OHSMP and CEAP.
• Stay current with local, national, and international laws applicable to activities.
• Preparation of Weekly and Monthly Environmental Reports and submit to Site Manager HSE.
• Preparing training program and delivering trainings to all types of workers.
• Provide training to Chinese counterparts on OHSMP and CEAP in compliance with GE-PC JV standards.
• Working with Consultant Environment deptt to implement project ESMP to fulfil adherence to environmental, social and OHS requirements as per national, provincial and world Bank requirement.
• Report implementation progress and monthly KPIs to GE-PC JV Management Team.
• Ensure sufficient training and induction provided to all personnel resulting with company policies and procedures.
• Ensure all visitors receive induction before being allowed on site resulting in a safe and secure work environment.
• Develop and implement work-related and non-work-related injury management program.
• Inspect machinery and take corrective actions to eliminate hazards resulting in a safe work environment.
• Investigate workplace accidents and determine root causes, recommending corrective actions to prevent recurrence.
• Oversee the management, maintenance, and administration of medical equipment resulting in quick and effective response to medical emergencies.
• Regularly inspect construction safety and environment as per PR09: Work Observation Process.
• Assist in formulation of health-related policies and Standard Operating Procedures for site resulting in a compliant and safe work environment.
• Provide guidance to employees regarding their emergency response responsibilities resulting in a swift and effective emergency response.
• Conduct risk assessment of the workplace to identify potential occupational hazards or illnesses resulting in timely implementation of preventive measures to mitigate identified risks (PR09: Work Observation Process).
• Maintain project to decrease environmental spills, waste as per approved CEAP.
• Review OHS management plan every six months resulting in continuous improvement of OHS performance.

HSE Roles & Responsibilities

ROLES AND RESPONSIBILITIES
The Environment Specialist in the Contractor’s organization will have the specific responsibility to monitor the compliance of Environmental Monitoring & management Plan and Social Requirements of this Project. His responsibilities include:
• Successfully participate in all Environment & Social and HSE audits conducted by IFC-World Bank, Asian Development Bank, and Environment Protection Agencies (EPAs) with no major findings or issues identified.
• Assist the HSE Manager and team in implementing effective HSE policies, guidelines, and procedures that align with department objectives.
• Attend all pre-job, planning, and client meetings as required on HSE related matters, and provide recommendations to clients on how to improve their HSE practices.
• Successfully implement plans and procedures at project sites to minimize impacts on soil, water, and air.
• Ensure compliance with client’s World Bank and EPAs plans and Environmental Monitoring & Management Plans (EMMPs.
• Conduct daily, weekly, and monthly site inspections to monitor local flora/fauna and any environmental damages.
• Develop a comprehensive monitoring program for noise, air, land, and water pollution.
• Successfully control environmental spills and implement waste management plans at project sites as per ESIA, IFC, and ADB guidelines.
• Ensure that all health safety documents and procedures are revised and up-to-date as required.
• Monitor waste management as per plans and procedures produced by EPCC assigned by clients and Environmental protection agency (EPAs) by collection, segregation, and disposal.
• Implement Project ESMP as per requirements by IFC/ADB and EPAs requirements, resulting in improved environmental management practices and compliance with regulatory requirements.
• Successfully ensure the implementation of HSE system according to ISO standard requirements and complying with Pakistan Environmental Protection Act (PEPA), 1997 & IEE/EIA regulations and other requirements.
• Assist in managing and preparing HSE plans and procedures and OHSE trainings.
• Monitor inspections calendar implementation and follow-up action items generated from inspections.
• Ensure that subcontractors are complying with Health, Safety, Environmental, and Social Requirements of ESMP.

As a Project Coordinator at Environmental Consultancies & Options-ECO, the I was responsible for various environmental and health & safety duties. This included preparing and submitting Risk Assessment reports for clients, monitoring HSE conditions of construction projects at sites and submitting reports to Environment Protection Agencies (EPAs). I also conducted HSE audits of project sites and submitted compliance reports to EPAs, as well as monthly monitoring of construction projects according to recommended procedures for Environmental Monitoring & Management Plans (EMMP) implementation in concerned EPAs. Additionally, I visited and investigated EHS issues at donors funded projects and prepared reports, coordinated with clients and EPAs for approval of projects (NOC), and met with local communities, government officials and NGOs to observe their concerns regarding projects. I also organized meetings with government departments to note their points on projects, conducted environmental monitoring & sampling, and social surveys of projects during both the construction and operational phases. I prepared IEE/EIA reports and compliance monitoring reports for projects and completed 7 EIA and 19 IEE projects.
