Seasoned HR professional with 16 years of progressively responsible experience in the area of workforce planning, recruitment and selection, benefits/entitlements administration, research policy advise and compliance, data analysis, and performance management
· Recruitment and Placement: Leading recruitment unit and oversees recruitment activities for local and international positions including but not limited to workforce planning, devising recruitment strategies, review of job description, job posting and conducting outreach, assessment and selection etc., Furthermore, providing policy and technical guidance to the recruitment team and programme manager regarding UN staff selection policies, use of talent management tools, post loan/move, matters related to position classification/reclassification.
· Policy Support: Conducting research and providing policy guidance to the staff members and management regarding conditions of service, benefits and entitlement/compensation package, performance management, administration of justice and other work place rules. Providing support in compiling Section’s annual workplan, drafting reports regarding section’s achievement/challenges, preparing response to audit observations/recommendations and reviewing/analysing data critical to staff issues.
· Data Analysis: Serves as a focal point in preparing analytical reports for management using HR scorecard/dashboard and provision of statistics/reports/inputs on recruitment KPIs, staffing status, position classification, gender statistics, geographic representation, performance management compliance etc.
· Conduct workforce planning, devise effective recruitment strategy and oversees timely implementation of recruitment and placement functions to meet project staffing needs;
· Continually assess and refine recruitment tactics, develop candidate rosters, actively network and employ innovative, creative recruiting methods to attract and hire the best talent;
· Plan and execute orientation and induction of all new staff to project policies and procedures;
· Oversees staff management/administration functions including but not limited to finalizing staff agreements, contract extensions, processing emoluments, monitoring staff probationary period, coordinating performance evaluation with line managers, advising staff on condition of service and entitlements and lead exit management to ensure seamless and positive transition for all departing employees
· Served as focal point of HR related internal and external Audit;
· Review and provide input to senior management on HR policies and strategies, when required, and hold sessions on policy changes for project staff accordingly.
· Escalate code of conduct issues, lead or co-lead employee relations investigations and ensure issues are brought to resolution with appropriate follow-up carried out. Partner with and seek counsel from Ethics and Compliance/Legal Office, as needed.
· In close coordination with Procurement team, managed to procure health and life insurance coverage for local staff and also registered Organization and staff for Social Security (EOBI)
· Advise Chief of Party on project HR issues, and policies application in view of Pakistan labor and employment laws;
Conduct workflow planning and oversees the implementation of end-to-end recruitment and staff administration processes of approx. 600 local staff which includes recruitment planning, initiating the hiring process, preparation of Job Openings, reviewing recommendations on the selection of candidates, preparing Offers, maintenance of staffing tables, and processing of contracts, extensions, payroll and overtime.
Assist Director Finance in preparing Training and Travel budget for the Project staff under Operations;
Managing local staff benefits and entitlements and ensure 100% compliance with current labour laws; consult and partner with local counsel as needed.
Introduce and enforce effective project staff performance systems;
Interpret and analyse HR data to help inform strategic decision making on HR processes and strategies.
Provides advice on interpretation and application of policies, regulations and rules. Reviews and provides advice on exceptions to policies, regulation and rules
Under the guidance of Home Office HR advisor, advise, assist and mediate, as needed, on sensitive matters including grievances, potential violations in code of conduct, harassment, abuse, workplace disputes, performance improvement plans, complex employee relations matters, etc
Lead exit management to ensure seamless and positive transition for all departing employees
In partnership with Head Office communication team, develop staff communications, materials, templates, and documentation of HR processes
Support regular HR internal audit in all project field office locations, as necessary.
Serve as a HR focal point during project downsizing and closure phase and ensured that all project closure activities to be concluded with an emphasis on compliance, due diligence, communications and staff care.
Assist HR Manager in managing recruitment activities including reviewing approved staffing requirement, issuing vacancy announcement, screening and scheduling interviews, reference check and onboarding of 1000 staff and local contractor during Emergency, Recovery and Rehabilitation phases;
Arranged orientation session for new staff advising them on organization structure, reporting line, condition of service and their benefits and entitlement.
Focal point for processing staff documents e.g. contracts, status change, entitlements, timesheet, leaves, medical insurance, ID card forms and exit forms;
Implemented annual staff performance appraisal systems and arranged briefing session for managers and staff;
Manage local employee benefits and ensure that all employees have EOBI, and health & life Insurance coverage
In close coordination with country office security team, identified appropriate office space, staff housing facilities, security arrangements (guards, equipment’s) and managed contract agreements for the rental facilities;
Served as a focal point coordinating training/ workshops/ staff lodging;
Served as a focal point of planning and monitoring office supply and ensuring availability of an adequate stock of supplies;
Keep the asset inventory up to date.
