IRC Background:

IRC has been working in Pakistan for approximately 40 years, managing and delivering large, complex programs to meet the needs in health, education, safeguarding, environmental health and livelihoods for displaced, poor and disaster affected communities. IRC works in partnership with local government and non-governmental organizations and is currently working across the country.

About the Project:

International Rescue Committee is implementing a project that seeks to provide support and protection to Afghan Refugees in 19 Districts of Khyber Pakhtunkhwa province at the initial stage with a plan to extend to other districts in coming years. The proposed project will contribute to strengthening and scaling up the current Child Protection (CP) & Women’s Protection and Empowerment (WPE/GBV) interventions. In addition, the scope will be extended to prevention and response activities for the new arrivals residing in the Refugee Villages (RVs). It is about to protecting women, girls and boys, including individuals or groups at risks from harm and ensuring that women, girls and boys who are exposed to protection risks are immediately referred to relevant specialized services of case management and psychosocial support through an interactive referral pathway developed. Existing capacities of the service providers will be enhanced through provision of capacity building trainings and technical assistance.

Job Summary:

EMAP Supervisor will work under the guidance and direct supervision of WPE Officer. EMAP supervisor will provide support to the community mobilizer to implement outreach activities at the field for women and girls access to the services, risk mitigation activities and prevention work. The person will engage community leaders with support of community mobilizers to arrange and effectively conduct outreach activities including community discussions with men, boys, women and girls.

Major Responsibilities:

• Adhere to and proactively promote the women-, girl- and survivor-centered support approach, and the GBV guiding principles.

• Through regular community outreach paired with team members, build and maintain relationships with communities, including local leaders, different groups, and stakeholders, in order to foster an environment of support to women and girls and survivors of GBV and the centers and safe spaces.

• Support the WPE center teams in conducting focus groups and other activities, guided by women and girls, for the safe spaces that gage risks to women and girls

• After community entry and initial work in the first months, organize sessions with men and boys

• Risk reduction and mitigation including dignity kit distribution, safety audits with women and girls, and ensuring GBV Guidelines for Humanitarian actors is known to other NGOs in the community.

• Support recruitment of and provide support to community focal points and community volunteers for safe programming.

• Create community session materials, seeking review and approval of all materials and resources prior to use, from the WPE Officer.

• Facilitate access, and acceptance by the community of IRC teams as well as its activities by the community.

• Promote community participation in IRC’s activities

• Contribute to the community mobilization process by sharing WGSS services in a meaningful way that allows for access.

• Participate in the preparation and organization of WPE trainings/workshops, including GBV core concepts, to be held in the community for community volunteers, focal points, and/or beneficiaries.

• Lead community awareness campaigns to end Gender-Based Violence in coordination with women and girls in the community and in line with feedback from the WGSS.

• Builds adherence WPE principles and the survivor centered approach

• Ensure that engagement with women, girls and their community is aligned with best practice when supporting with GBV survivors.

• Complete attendance sheets for relevant activities and contribute to monthly activity reports, according to guidance provided by the WPE Officer.

• Maintain positive coordination and relationships with partners and other sector staff.

• Ensure supervision and coaching of outreach team to conduct EMAP activities.

• Manage, Coach and train outreach team in all tools of EMAP implementation guide.

• Collect, compile and analyze monthly reports from the team and submit to central level.

• Promote involvement of men and youth in all EMAP related activities

• Communicate with the supervisor on program progress, constraints, training needs identified and other matters pertaining to the operations of the GBV program.

• Work with the WPE Officers and community mobilizers to create detailed weekly and monthly work plans.

• Maintain confidentiality and uphold other principles in line with the GBV programming.

• Any other project related task assigned by the supervisor.

Job Requirements

a. Education

• Master's degree in Gender Studies, Social Sciences, public health or related field with specific.

Focus on centering women and girls in violence prevention work.

b. Work Experience

• Minimum 03 Years of relevant experience of working around ending violence against women and girls.

Demonstrated Skills and Competencies

• Demonstrated experience in prevention and risk reduction of GBV related activities with Refugees, including engaging men, women, girls, and boys.

• Deep knowledge of the root causes of VAWG and GBV.

• Commitment to gender equality, preventing and reducing the risks of gender-based violence.

• Proven accountability to women and girls through prevention activities.

• Proven experience in conducting and facilitating relevant trainings and workshops.

• Deep understanding of gender-based violence, women’s protection and empowerment in the context of KP.

• Works well in and promotes teamwork, flexible, able to handle pressure well, and strong communication skills.

• Ability to react to emergency situation and trouble-shoot crisis situation as needed

• Knowledge of Microsoft word and excel

• Willing to travel to field sites as require

• Belief in and understanding of gender equality, women's rights and empowerment.

Language Skills:

• Good written and spoken English and Urdu skills.

• Pashto language is a must.
